00:10In the same way, as we recalled, we intend to summarize a cloud of laws that followed the two inspiring decrees,
00:17which are imagined two laws of the decrees of 34 and 38, which were followed by 700 provisions contained in

00:26The aim is to put the citizen at the centre, the right of access to medicine on one hand, and
00:34'another way to enhance this extraordinary supply chain
00:38which is the pharmaceutical one, which amounts to 74 billion euros, 69.2 of which are destined for export, contributing to the
00:46the fact that Italy is the fourth largest exporting country in the world,
00:50This ensures that national and international companies intending to invest in Italy have a clear regulatory framework.
00:57Along with this, the compendium of the data ecosystem, so how much the electronic health record can positively impact
01:06in the life of the citizen and with regards to data also for research.
01:11Finally, a national political-geostrategic vision, namely that of the production of active ingredients for preparing drugs.
01:19Although we are first in Europe for the production of medicines, we have significantly surpassed Germany in the last three years,
01:27Today we produce 80% of the active ingredients needed to prepare life-saving drugs in India and in
01:34China.
01:35It is clear that we must reclaim the geopolitical or strategic production of these active ingredients
01:41because if we were to have diplomatic incidents with these countries, we would have a horizon of a few weeks
01:48to produce life-saving drugs in Italy, then we would no longer know how to treat Italians.
01:53Therefore a single text which has strong roots in the Italian citizen, in the protection of the pharmaceutical industry supply chain,
02:00but also with a strong geopolitical and strategic projection.
02:04The aim of the consolidated text and I must say also of the government action in general is to equalise the
02:11historical differences existing between North and South.
02:13In the pharmaceutical sector we do this by standardising legislation,
02:17introducing principles that they do not see, as unfortunately exists today,
02:23inequalities even in the distribution of life-saving drugs, between southern regions, northern regions, and areas of our nation.
02:30Article 32 of our Constitution, as intended by the founding fathers,
02:35tells us something completely different about an extraordinary universalist system that looks at the citizen, the man,
02:40even foreigners, those who simply pass through Italy as primary care recipients,
02:49beyond wealth, beyond color, beyond geographical origin,
02:54It's a value we must defend within the consolidated text; we'll think about this too.
