00:07Well, if you're a civil servant, you might want to think twice before saying thank you.
00:13Because under Malaysia's revised public service guidelines, no gift is too small to count.
00:19And yes, the rules now cover everything from cash and hampers to cryptocurrency and shares.
00:25So what exactly has changed?
00:27Previously, the RM500 or one quarter of monthly emoluments threshold applied to an individual gift.
00:34Now, it's the cumulative value of gifts received in a calendar month.
00:38So five small gifts can potentially add up to something bigger.
00:42And if the total reaches RM500 or one quarter of an officer's emoluments, whichever is lower, approval is required.
00:50But here's where things get serious.
00:53If there are reasonable grounds to believe a gift is connected to an officer's official duties, could influence their decisions,
01:00or is meant as an inducement or reward, it should be rejected.
01:04And if a gift contains an element of gratification, the officer must report it to the relevant authorities.
01:10But what if it's one of those awkward situations where saying no thanks is easier said than done?
01:15Say a souvenir from a foreign delegation, food from local residents, or a token given at an official event.
01:23Gifts worth less than RM300 can be accepted without approval.
01:27Anything worth RM300 or more needs approval from the head of department.
01:32And the rules even cover gifts for weddings, birthdays, religious occasions, and engagements.

01:39That's exempt.
01:40There is also a pretty clear message being sent here.
01:43Government facilities must display no-gift policy posters to discourage gift-giving on government premises.
01:50Because at the end of the day, a gift should just be a gift.
01:54Not a favour, not a bribe.
01:56And definitely, not a you scratch my back, I scratch yours.
