00:00Dear Excellency, Mr. President, allow me to first congratulate you for your Spanish.
00:08That is alleviating my concern because I will be speaking in Spanish,
00:14so now I know that you will be able to follow it perfectly well in Spanish.
00:20As I know, even a number of guests tonight will be able to do so as well.
00:26But let me give it a try in some words.
00:55It is a great occasion to celebrate the journey through two countries.
01:02And in this bag of historical moments, exchanges, commerce, memories of travelers and residents,
01:10there is also, and I would say that above all, the surprise of each country
01:15is to recognize in the other something strangely own, close, close, familiar.
01:23It is what many Spanish, according to me, happens with Finland.
01:30Those who live here from a year ago and those who visited the first time.
01:37Who, in a certain way, inaugurated that tradition was Ángel Ganivet,
01:41one of our great writers, who in the landscapes of this country
01:46confessed to find aspects of his native Granada.
01:52I quote,
01:54The forest reminds me of the Alhambra.
01:58The cold sea makes me think of our village.
02:03It is said in his Finnish letters,
02:06a book where he collected his experiences as consul in Helsinki
02:10at the end of the 19th century.
02:14With that book, many Spanish and Hispanic Americans
02:17went to Finland, to his people, his languages,
02:22his artistic creation, his social organization
02:25and his practical sense of life.
02:28And in many of those aspects, as I say,
02:31They recognized themselves.
02:34Celebrating what unites us also means
02:37a statement of principles,
02:39of that moral dimension
02:41capable of overcoming any distance.
02:46Today, the Queen and I,
02:48Thank you for your extraordinary hospitality
02:51and that of the First Lady,
02:53We have the privilege of doing so.
02:56So I will refer to it briefly
02:59to some of those aspects
03:00in which Spain and Finland recognize each other.
03:04First, Europe.
03:07This year Spain has celebrated
03:09the 40th anniversary of its accession
03:11to the European Union.
03:13And last year,
03:14Finland celebrated three decades
03:16as a member state.
03:18Both anniversaries shed new light
03:20to everything that Europe means to us.
03:24They also lead us to think
03:26in our ethical and political heritage
03:28and how to defend it
03:31in an increasingly turbulent world.
03:35We need a strong and determined Europe,
03:38resilient and capable of action,
03:42aware of his role in the world,
03:44of their alliances
03:46and of importance
03:48not to fall behind
03:48compared to other regions.
03:51A Union that assumes leadership,
03:54that grows in productivity,
03:56connectivity, innovation
03:58and not leave it to chance
04:00of other people's decisions,
04:02in particular
04:02in the technological field.
04:06In second place,
04:07We share our vision
04:09of security.
04:11Again,
04:12in the history of Europe,
04:13peace has ceased to be
04:14an acquired asset
04:15to become
04:16a daily requirement
04:18of effort,
04:20of consultation
04:21and commitment.
04:22I say this in a country
04:24who knows
04:24in first person
04:25for having a third
04:27of its territory
04:27at that geopolitical crossroads
04:30What is the Arctic Circle?
04:32and for containing
04:34in their own history
04:35some teachings
04:37tragic
04:38that Europe
04:39You must not forget.
04:42Spaniards and Finns
04:43we are an external border
04:45of the European Union.
04:47I'm not talking about borders.
04:49in plural,
04:51but border
04:52in the singular.
04:54Our border
04:55It is one and the same
04:56for all citizens
04:58of the Union
04:58and the threats
05:00wherever they come from
05:02and have the intention
05:04that they have,
05:05They are
05:05for everyone
05:06the member states.
05:08That's why
05:09We must insist
05:10in which the protection
05:11of our common border
05:12compete
05:13to the entire Union
05:14in an exercise
05:16supportive and effective
05:17that interests
05:19and benefits
05:20to the group.
05:22As long as we know how to do it,
05:24that we take
05:25awareness
05:26all
05:26of that effort
05:28shared
05:28It depends much more
05:30that security
05:31of a country,
05:32It also depends
05:33the future itself
05:35of European construction.
05:38In security
05:39and defense
05:39We must act
05:40with conviction
05:41and with a vision
05:42360 degrees.
05:44The Armed Forces
05:46Spanish
05:46They're already doing it.
05:47with their presence
05:48in Latvia,
05:49Slovakia
05:49and Romania
05:50and until a few days ago
05:52in Estonia,
05:53contributing
05:54to air defense
05:55of the Baltic
05:56and from the Black Sea,
05:57participating
05:58in protection
05:59from the northern flank
06:00in Iceland
06:00and in exercises
06:02allies
06:03in the Arctic.
06:04That's why
06:05we celebrate
06:06the recent accession
06:07from Finland
06:07in NATO,
06:09our framework
06:09reference
06:10irreplaceable
06:11in which we see
06:12a reinforcement
06:13of the relationship
06:14transatlantic
06:15and also
06:16of autonomy
06:16strategic
06:17from Europe,
06:18at one time
06:19in which both objectives,
06:21in addition to being
06:22perfectly
06:23compatible,
06:24are more necessary
06:26never.
06:28Third,
06:29I will refer
06:29to our capacity
06:30of dialogue.
06:32The SIN
06:32that welcomed
06:33in the year 75
06:34a conference
06:35clue
06:36for the future
06:36of our continent
06:37and this city
06:39is today
06:40one of the capitals
06:41world
06:42of mediation
06:42international.
06:44Get paid here
06:45Therefore
06:45a special sense
06:46remember
06:47the important thing
06:48What is diplomacy?
06:49cooperation,
06:51the support
06:52to the work
06:52of the organisms
06:53multilateral.
06:55Finland
06:56has been
06:56one of the greats
06:57drivers
06:58and founders
06:59of the Arctic Council
07:00of which Spain
07:02It is an observer country.
07:04We are fully
07:05conscious
07:06of the importance
07:07geostrategic,
07:08scientific
07:09and environmental
07:10of the poles
07:11And that's why
07:12we have approved
07:13recently
07:13our polar strategy
07:14for the next decade.
07:18Spain too
07:19It is a country
07:20firmly committed
07:21with cooperation
07:22regional.
07:24I think
07:24in the process
07:25Euro-Mediterranean,
07:26in the union
07:27through the Mediterranean
07:28which is headquartered
07:29the city of Barcelona
07:30And I think
07:32Of course
07:32in Latin America,
07:34a space
07:35which is defined
07:35by two languages
07:36global
07:37Spanish
07:38and Portuguese,
07:39a story
07:40common
07:40and the determination
07:42to face
07:42together
07:43the great challenges
07:44global,
07:45whose thirtieth
07:46summit
07:47we welcome
07:48in Madrid
07:48next month
07:50November.
07:52We share
07:53finally
07:53a relationship
07:54bilateral
07:54solid,
07:56settled
07:57in an architecture
07:58firm
07:59of agreements
07:59bilateral
08:00and with potential
08:02enormous.
08:04The day
08:05business
08:05that we have celebrated
08:06has given us
08:07key points
08:08to guide
08:09that relationship
08:10in areas
08:11like the
08:11technologies
08:12quantum mechanics,
08:13semiconductors
08:14and the infrastructure
08:16reviews
08:16intelligence
08:17artificial.
08:18Without forgetting
08:20other aspects
08:21of the transition
08:21technology
08:22and the transition
08:23energy
08:24or the presence
08:25reciprocal
08:26increasingly
08:28companies
08:29in areas
08:30relevant
08:31such as energy,
08:32tourism
08:33or the supplies.
08:35And I want to do
08:36a mention
08:36special
08:36to education,
08:38science
08:39and culture,
08:41to the interest
08:42of the Finns
08:44through Spain
08:44and through Spanish
08:46that the queen
08:47has had the opportunity
08:48to check
08:49during their visit
08:50alongside the first lady
08:51to Public School
08:53from Capullán
08:55and to the presence
08:57growing
08:57of scientists
08:58Spaniards
08:59in prestigious
09:00centers
09:00research
09:01Finns.
09:02In short,
09:04Mr. President,
09:05we recognize each other
09:06in our cooperation,
09:08in our conviction
09:09pro-European,
09:11allies
09:12in our firmness
09:13in defense
09:13of what we are
09:14and our support
09:15to existence
09:16of an international order
09:17rules-based.
09:20The brilliant
09:21Álvaro Alto,
09:23the impact
09:24whose study
09:25in architecture
09:25contemporary Spanish
09:27has deserved
09:28an exhibition
09:29that we will inaugurate
09:30tomorrow
09:31in Finlandia Hall,
09:33he once said
09:34"We have to do
09:36"Houses that grow."
09:48It's a beautiful way
09:50to refer
09:51to the task
09:51that we have
09:52both countries
09:53past.
09:54Our common home,
09:56that house that is not enough
09:57having designed
09:59and built,
10:01that one we have
10:02that grow
10:03towards the future
10:03It's called Europe.
10:05So let's toast
10:08all together
10:09by Finland,
10:11for Spain,
10:12through Europe.
10:13Health!
10:15Quipis!
