00:00The No Contact Apprehension Policy, or NCAP, will be implemented again starting Monday,
00:05October 5, in the cities of Manila, Muntinlupa, Paranaque, San Juan, and Quezon City.
00:11Valenzuela was also supposed to resume NCAP implementation on Monday, but the city put
00:15it on hold due to several ongoing road repairs affecting traffic flow.
00:19The resumption comes nearly three months after the Supreme Court dismissed a petition challenging
00:24the policy. Under the policy, local governments and the Metropolitan Manila Development Authority,
00:29or MMDA, use CCTV cameras to detect and record traffic violations. Violators would receive
00:35real-time notifications via SMS and email. No Contact Apprehension aims to ease traffic and
00:41reduce corruption by using CCTVs to detect violations.
