A federal court in El Paso has temporarily blocked the Trump administration from expanding the border wall and related security infrastructure across the Big Bend region of west Texas. The area includes Big Bend National Park and the roughly 500 mile Big Bend sector. US district judge Kathleen Cardone, a George W. Bush appointee, issued the ruling after a Friday hearing.

The ruling came in a lawsuit brought by Friends of the Ruidosa church, the Center for Biological Diversity, and river guide Billy Miller. The plaintiffs challenged DHS waivers that suspended environmental and historical protection laws. Earlier this year, then-Homeland Security Secretary Kristi Noem waived environmental laws to expedite construction of barriers and roads in the Big Bend sector.

Cardone blocked the DHS waivers, finding the plaintiffs likely to succeed on the merits, that they would suffer irreparable harm without an injunction, and that the balance of equities favored them. She barred CBP from further construction or ground disturbance unless it complies with the suspended federal laws.

CBP has already awarded five contracts for Big Bend totaling more than $6bn for a mix of 30-ft steel bollard fencing, vehicle barriers, and surveillance technology. The ruling follows the first border wall panels being erected in the Big Bend sector in mid September and a paused construction period in the National Park that expired September 30.

Laiken Jordahl of the Center for Biological Diversity called it a historic victory, saying the bulldozers would be sent packing until Cardone rules on the merits. A CBP spokesperson said the agency stands by its assessment and is working with the Department of Justice on next steps.
