The National Human Rights Commission has taken cognizance of minors participating in the October 2 protest in Mumbai, seeking a probe into allegations that children were used as shields. The rights panel issued notices asking Mumbai Police to investigate the role of minors and examine the organizers of the stir. Authorities have been directed to inspect images, videos, and group chat records, while tech platforms were asked to preserve digital evidence. 01:28They were not allowed to get in, but it continued and proceeded to, in fact, take place outside the park.
01:34NHRC sought action, taking reports, and they have said that they will be taking reports within a week's time.
01:40So that's the deadline that's been given to the cops to identify and to examine the role that the minors
01:47played.
01:47And the responsibility, they have said, the NHRC has said, will be fixed on basis of the probe, what is
01:55revealed in the probe.

02:01Aishwarya, very good afternoon to you.
02:02This is the latest in terms of probe that's been launched into the October 2nd stir in Mumbai.
02:08Now, it's the role of the minors that's come under Scanner.
02:13And this shows there's been a clear contrast in the kind of protests that had taken place in Delhi back
02:18in July
02:19and this particular protest.
02:20That was a student-heavy protest.
02:22That was a protest led by minors.
02:25But this is a very different issue at hand,
02:27and which is why the minors' roles are being looked at with greater scrutiny.
02:33Well, definitely, you know, this is something, Sriya,
02:35that the NHRC has now taken, has now, is now looking into.
02:41What they're actually looking into is the alleged use of minor children as a shield.
02:46And they are looking at the ways in which the children allegedly were being used as a shield
02:50under the conspiracy during an illegal protest.
02:53So, this is what the NHRC is looking at with regards to the protest,
02:56that this was an illegal protest.
02:57It's also saying that, you know, if you look at Section 12 of the Protection of Human Rights Act 1993,
03:03then you will see that minor children cannot be used as a shield when there is a public rally.
03:08But that is something that has happened in the rally,
03:10the huge rally that took place in Mumbai yesterday.
03:13Also saying that this is a matter which is now being very closely looked at NHRC.
03:17So, there is a possibility that the NHRC, in days to come, could actually take third action,
03:22third action, I mean, those who had organized these rallies in the state of Namaskar.

03:33One week is the deadline that's been given by the body, that is the NHRC,
03:37to, in fact, go through all of the evidence available and identify minors and the role that they played
03:45and if they were used as shields and then further action shall be taken in this entire matter.
