00:00Zafar Dogan is a 33 year old man who came to notice for offending by having a
00:07collection of indecent images of children and while reviewing his devices
00:12and the forensic material in the case it was also realized that he had around
00:155,000 images that he'd created himself taking pictures of people in the
00:18community. Within those there was a sub sample where he'd used AI software to
00:24enhance, nudify and make indecent some of those images. His offending also included
00:30doing that some images of children in the community who we were able to
00:33identify. 32 year old Zafar Dogan of Enfield was jailed on Thursday for two
00:41years and four months after he was convicted of taking thousands of
00:45pictures of women and girls before using AI technology to turn them into nude
00:50images for his own sexual gratification. Before he was sentenced, Dogan was bailed
00:56back to his flat in Enfield, forcing one family who had fallen victim to his crimes
01:02to move into temporary accommodation. The Prime Minister told BBC London's Carl
01:08Mercer on Friday that this particular case is disturbing and added that London's
01:14police chief needs to be heard. Metropolitan Police Commissioner Sir Mark
01:19Rowley had taken the unusual step of publicly criticising the justice system, telling reporters
01:25that the children should be put first, not the paedophile.
01:32So there was one, the initial arrest, a subsequent arrest followed when we'd done our forensic
01:38review of his devices. The matters at court then went through a series of challenges where
01:44the police and CPS opposed bail, opposed his being bailed back to the address, but the
01:49courts continued to bail him and that went through a series of three or four different hearings.
01:56The whole details of the case were raised at court including the fact that he was being bailed
02:00to effectively the area where he had been offending. So our first concern with many of these cases
02:05where we get a clue effectively that someone has a sexual interest in children is to ascertain
02:09whether that interest has developed or represents itself as any contact offending in the real
02:14world. So that's what we'll always try and rule out. We also see a subsection of our offenders
02:20who will not just collect images they've found online, but like this offender they'll create
02:24imagery themselves. Our concern is then to identify the children and the people in those images
02:29to make sure we can safeguard them, to make sure we can ascertain the full extent of the offending
02:33that's happened. And in this case we did identify two of those children and were able to approach
02:38their families and gather evidence from them. I mean they've been involved throughout, they've
02:43been really, really supportive of the investigation. The officer in the case has been, I mean, she's
02:48taken it very seriously, she's worked with the families and they've offered victim personal
02:52statements as well. So the impact on them will be part of the sentence in hearing and will
02:57be considered.
