02:01Mr. President, let us recognize that peace is not just the absence of war.
02:09If the world is subjected to continuous threats and pressures, then we are really living on the edge of an

02:17All it takes is one more step to push us over.
02:24Therefore, it is imperative to strengthen stability, security, and predictability.
02:31These are crucial elements of the enabling environment for peace.
02:37If any of them are undermined, peace will inevitably be weakened.
02:44After eight decades of the UN, this should have become our second nature.
02:51Instead, what we are actually seeing is a weaponization of everything.
02:58A mindset of extreme competition has set in, undermining institutions and establishing choke points.
03:06It extends from the world of finance to constricting market access, disrupting supply chains, and withholding technology.
03:17Resources and connectivity have become particularly subject to leveraging.
03:23As a result, nations are now more focused on de-risking and diversifying.
03:30Now, while this may secure their interest to varying degrees, the overall atmosphere is no longer that of trust or
03:41goodwill.
03:42Mr. President, the predicament of the Global South is particularly acute.
03:48It faces a 4F crisis of the security of food, fuel, fertilizer, and finance.
03:57The combined impact of a super alnino, compounding fertilizer shortages, and now impediments to grain movements, all these are cause
04:10for alarm.
04:12Moreover, SDG progress is under increasing pressure.
04:17The Global South's right to industrialize is also undermined by non-market practices and market denial.
04:25The march of technology that was meant to instill hope has now become a source of anxiety.
04:34Misuse of AI is sharpening bias and diluting mutual respect.
04:41These directions bode ill for the aims and objectives of the United Nations.
04:49A persistent threat to peace has been the scourge of terrorism.
04:55That this could be state-sponsored with cross-border purpose makes it a direct affront to the global order.
05:05Governments indulging in such practices must be held accountable.
05:10There must be no dilution in our zero-tolerance approach towards terrorism.
05:17Its financial aspects, in particular, should be exposed and should be countered.
05:24Mr. President, yesterday, a serial practitioner of terrorism misrepresented facts before this Assembly.
05:33Arguments were invoked to normalize terrorism and claim immunity from its consequences.
05:42That will not stand.
05:44Our right to defend ourselves against terrorism will be exercised.
05:50Mr. President, friendship and goodwill cannot coexist with terrorism.
05:56And understandings premised on that will naturally be called into question.
06:03It is for the perpetrator of terrorism to mend its ways.
06:09Mr. President, given the state of the world, each member of the UN must ask themselves what they can do.
06:17In so far as India is concerned, its inclusive growth and all-round progress has advanced the prospects of one
06:27-sixth of humanity.
06:28When health, nutrition and education are effectively delivered, when drinking water, electricity, roads and housing are insured,
06:38this veritably lifts the global SDG outcomes.
06:44But today, India has much more than that to offer.
06:49Our digital public infrastructure is not only ensuring better governance,
06:54but is the backbone of delivering socio-economic benefits.
06:59Rapid growth of infrastructure is visible across all its dimensions.
07:05A continuously improving ease of doing business, ease of living, startup and innovation culture,
07:12and focused sectoral missions have all contributed to our economic story.
07:19Even as India progresses, we are conscious of our global responsibilities.
07:25We know that many of our experiences and achievements are replicable elsewhere.
07:30The deep solidarity of the Global South has always encouraged us to share what we have.
07:39Therefore, we respond more actively to the requirements of our partners.
07:45600 major Indian development projects in 78 nations testify to our commitment,
07:52a commitment that ranges from infrastructure, manufacturing, and agriculture, to IT, and to capacity building.
08:01Climate action projects and initiatives have been an important part of these endeavors.
08:08Whether it is clean energy and clean water projects, sustainable agriculture,
08:13or the dissemination of best practices and technology,
08:18our capabilities and experiences have been reflected abroad.
08:23African nations and small island developing states have been our preferred partners in this journey.
08:31Initiatives like the International Solar Alliance,
08:35the Coalition for Disaster Resilient Infrastructure,
08:38or the Global Biofuel Alliance are all making steady progress.
08:43Mr. President,
08:45the turbulence of our times also demands more from each of us.
08:51India has sent medical shipments to conflict zones,
08:55epidemic locations, and after natural disasters.
08:59As a first responder, we were there early,
09:03be it the Nepal flash floods or the Venezuela earthquake.
09:07Our limb-fitment camps have given a new hope to many across the world.
09:14Whether to meet food and medicine shortages,
09:18energy or fertilizer needs,
09:20or indeed creating livelihoods,
09:22India has contributed continuously and will do so.
09:28Our capacity-building and experience-sharing programs
09:31have made a real difference across the global south,
09:35especially in Africa.
09:38The same international spirit also inspires our contribution to safeguarding peace.
09:46India has always been at the forefront of UN peacekeeping operations.
09:51Right now, our contingents are present in 9 out of 11 mandates.
09:58Our troops have stood their ground firmly and professionally,
10:03even under pressure.
10:05We take pride that an Indian woman combat helicopter pilot
10:10was awarded the UN 2025 Military Gender Advocate of the Year.
10:18Mr. President, new challenges in the maritime domain
10:22have added to long-standing ones on land.
10:27There have been attacks on commercial shipping and seafarers
10:30in the Gulf and from the Red Sea to the Black Sea.
10:35Indian seafarers have lost their lives,
10:38as indeed have others from other nations.
10:42This is completely unacceptable.
10:45India has joined Liberia and 23 other partners
10:49in an initiative to rally global public opinion
10:53against such unwarranted targeting.
10:57We must ensure that the safety and security
11:01of shipping and seafarers is never compromised.
11:05Scrupulously observing international law
11:08is an integral element of that endeavor.
11:12An issue central to current global conversations
11:16is that of AI.
11:18India hosted the AI Impact Summit this February,
11:23gathering together the best minds on that subject.
11:27We view AI as a transformational driver
11:32for human empowerment, economic prosperity,
11:36and population-scale problem-solving.
11:39We believe in the right of each nation
11:41to shape its ecosystem
11:43with the development of its own models
11:48and deployment strategies
11:50consistent with its national goals and priorities.
11:53AI will be very much part of a partnership agenda
11:58with the global south.
12:02As technology is democratized,
12:05this process is greatly facilitated,
12:08Mr. President,
12:09by an ethos of mutual respect.
12:12Indeed, care and consideration
12:14for the interests and viewpoints of others
12:17reinforces even the prospects of peace.
12:20And that attitude is best fostered
12:23by an appreciation of each other's culture,
12:27heritage, and traditions.
12:29In a globalized world,
12:31we must continuously and vigorously
12:34promote international understanding.
12:37Economic rebalancing is well underway.
12:40The political one is also visible.
12:42And the third facet,
12:44cultural rebalancing,
12:46must now be taken forward.
12:48Mr. President,
12:50we are now well on our way
12:52towards a multipolar world.
12:55The post-1945 order
12:57is giving way to new realities.
13:01This process of adjustment,
13:03accommodation, and acceptance
13:05will not be easy.
13:07Much of the turbulence
13:09that we witness today
13:10emanates from those very difficulties.
13:14Yet,
13:15the march of an intrinsically diverse world
13:18towards a more democratic future
13:20cannot be halted.
13:23Peace,
13:24in a pluralistic order,
13:26requires civil conversations.
13:29It requires broad-based consultations.
13:32It requires transparent decision-making.
13:34Large sections of humanity
13:37cannot be excluded
13:39from that process.
13:41The case for reformed multilateralism
13:44only gets stronger
13:45day after day.
13:47Mr. President,
13:49after a decade of service
13:51and dedication
13:53to the cause of multilateralism,
13:55we will soon bid farewell
13:57to Secretary General
13:58Antonio Guterres.
14:01India deeply values
14:02his many contributions,
14:04in particular,
14:05his personal support
14:07for mission life.
14:09Mr. President,
14:11at the conclusion
14:12of this general debate,
14:14we hope
14:15that all participating delegations
14:17leave with a greater commitment
14:19to peace,
14:21to development,
14:21and to prosperity.
14:23This cannot be an imposition
14:25or even a negotiation.
14:29It must be a mindset.
14:31It must be an outlook.
14:32It must be a belief.
14:34In the lawns
14:36outside this building
14:37are recorded
14:38the powerful words
14:39of Mahatma Gandhi,
14:41and that should serve
14:42as an inspiration
14:43for these times.
14:44And those words are
14:46that there is no way to peace.
