03:03Russia is a country that already has 17 million square kilometers of its own land without any
03:10Ukrainian territory, by the way.
03:12So, to add another 1,000 square kilometers, Putin is paying with 248 people for every kilometer.

06:42Russia has claims against our neighbor Moldova.
06:46It constantly threatens Poland and the Baltic states.
06:49Russia shows no respect for the statehood of the countries of the South Caucasus and Central Asia.
07:00And sadly, sadly, people in Syria and across Africa also know very well what Russian killers are.
07:08Something always seems to stop Putin from simply saying, that's it, enough, peace.

08:44And I've said, if an agent wants peace, it must work on strong weapons.
08:50Ukraine is doing exactly that.
08:52And this is why, for the first time in Russia's history, we now hear that its pride, its oil industry
09:02is running off fumes.
09:06But oil itself is not Ukraine's target, not our target, not gasoline or diesel, not factories or ports as such.
09:20Our target is Russia's ability to finance this war, to drag it out, to make it more brutal and more
09:29destructive.
09:31Russia's finances and Russia's production are what must be stopped if Putin is to be stopped.
09:40And our great soldiers and our weapons are working for this, only for this.
09:46The world's support for Ukraine helps us do it.
09:50And I am grateful to everyone, to every country that stands with us, stands with Ukraine and helps our people.
09:59Sanctions, support, packages, our joint weapon production, all of these matters, of course matters.
10:07All of this makes us stronger.
10:09When someone gives Russia more money through trade, they give this war more time.
10:18That is exactly why we insist on limiting trade with the aggressor and why we are burning Russia's revenues ourselves.

10:34the veto at the UN weakens the world and pushes peace further away.
10:41When Russia has money, it always says no, no to diplomacy.

12:52Against our cities, our economy, our infrastructure.
12:56Our combat aircraft are fighting them 24-7.

14:16Our FREYA program does not replace proven and effective systems like, for example,
14:22patriot systems or upgraded anti-ballistic systems.
14:26We want to build a system that can be produced on a much larger scale and at a lower cost.
14:33A system that can become an integrated part of Ukraine's defense and Europe's defense.
14:41One that can help any freedom-loving nation.
14:45The global waiting list for anti-ballistic systems is very long.
14:52There are more and more ballistic threats.
14:55And the industrial capacity of those who choose war is very large.
15:00So we need to produce enough protection so that every person sitting in this hall can say,
15:08my people are truly protected.
15:10That is our approach to security.
15:13Today, even the richest countries in the world can't find enough missile interceptors.
15:19Current production is simply not enough.
15:22And even those who spent years building up interceptor stocks have already used a large part of them.
15:29Unfortunately, this is the reality even in the Gulf,
15:33where countries really work to build strong anti-ballistic systems, anti-ballistic defense.
15:40So we need a new program.
15:42We need Freya to join these common efforts.
15:45And yes, sometimes it may seem that Ukraine is focused only on war because we speak about weapons.
15:53We speak about defense and sanctions against the aggressor.
15:56But Ukrainians did not choose this war.
16:01We choose not to die.
16:04Not to lose our country, our families.
16:08Not to lose our independence, our freedom.
16:12And we are defending ourselves.
16:15And these matters not only for us, I'm sure.
16:18Most of you here, unlike Ukraine, was before this war.
16:23You are peaceful nations.
16:24And you do not think about war every second.
16:28But that does not mean you are weak.
16:31And those who may wish you harm should not make that mistake.
16:37Most of you do not have nuclear weapons.
16:40You do not have a habit of attacking your neighbors.
16:44And you may not have the money to finance years of war.
16:50But that does not mean you have no chance to stay safe.
16:54To detour those who may threaten you.
16:57To make anyone who may threaten you think twice.

17:06Ukraine has proven that even against a much bigger enemy, you can stand and survive.

17:16This is not simply about selling drones.

17:20It is cooperation with other countries to build a modern, integrated defense system
17:25against drone threats in the air, at sea, and on land.
17:30And this is not only about protecting the sky.
17:33The drones help us control our borders.
17:37It is important.
17:38Mountain areas.
17:40And, of course, roads.
17:41And without them, this would simply be impossible.
17:44And it is also about protecting infrastructure, critical infrastructure.
17:49About resilience.
17:50About organizing resources and defense forces.
17:53So that critical infrastructure and transport can keep working even in the most difficult conditions.
18:00This is also part of the deals we offer.
18:04These are ready-made security formats that we adapt to each specific country and each specific region.
18:12We are already working with partners in the Gulf, the South Caucasus, and across Europe through drone deals.
18:20Today, I signed a drone deal, a serious drone deal with Finland, and this is significant.
18:27Also today, I signed a security agreement with Australia, and drones are part of it, too.
18:32And we are preparing drone deals with Canada and with other countries as well.
18:37When Russia started this war, it could never have imagined that Ukrainian long-range drones would one day reach its
18:47factories, its military factories, somewhere in Siberia and on the Yamal Peninsula, thousands of kilometers from our borders.
18:58Thousands.
19:00No Russian admiral expected that we would be able to sink Russia's pride cruisers that were supposed to dominate the
19:10sea but could not survive our naval drones.
19:13And along with different types of drones, we also produce a wide range of conventional weapons quickly at lower cost
19:23than in many other countries and tested in modern war.
19:27So, Ukraine is building its security so that we reinforce our role of a real provider of security and help
19:36others get the protection that has already worked for us and that can truly reduce the space for starting and
19:45spreading wars in the world.
19:47Peace through protection.
19:49Ladies and gentlemen.
19:51Ladies and gentlemen, just think about it.
19:53No Russian official ever imagined that Army General Winter, which had fought on Russia's side for centuries, would one day
20:04switch sides and support those defending themselves from Russia.
20:09We will make that happen this winter if Russia continues to target our energy system and our heating.
20:17Ukrainians understand that this winter could be very harsh for us, but in response we will have no choice but
20:26to make it painful for Russia too.
20:29And that's exactly why we say that these escalation steps are important, are needed before winter, now.
20:39We need diplomacy and we need strength and step by step we are closing the gaps in both.
20:47Yesterday we met with the President of the United States and this is exactly what we discussed.
20:53Unfortunately, we have not had a chance to speak directly with the leader of China who is in America today,
21:03but not here.
21:05And he is someone who can influence Russia too.
21:09More than many others can, and we would like him to want peace as much as we do in Ukraine.
21:16We believe the world has the power to make this happen.
21:20We are sure the world needs this.
21:23This is about energy, about critical infrastructure.
21:26This is about food security.
21:29This is about the lives of many, many people in many countries.
21:33And this is about finally slowing down the rapid development of weapons for killing, a process that has continued throughout
21:42this war and has already become a global threat.
21:45We need to slow it down before we reach the next stage, because as early as next year, there is
21:55already a real possibility that AI, not only people, will begin to decide what happens on the battlefield.
22:04And we need peace before we reach that point.
22:09Ladies and gentlemen, Russia's leader, patient zero, the man from whom this war began and spread into the world, becoming
22:17the largest war in Europe since World War II, will inevitably leave this world.
22:24But the longer Putin is able to wage war, the more evil he will leave behind in this world.
22:33Today, nothing in war works the same way it did, by the way, in 2022, except the courage of people.
22:40Everything has changed.
22:43And who knows whether courage will still work the same way in the future.
22:49If you listen to some of the biggest believers in the development of AI, they say today, AI still remains
22:57mostly digital, but one day, AI will move from the digital world to shaping atoms.
23:04And when that happens, we had better be at peace.
23:10We certainly need to end the wars that already exist.

23:23For weeks, for weeks now, Europeans have warned that Russia may go further into Europe, even into NATO territory.

23:40And right now, I want to speak not to Europe, I want to speak to those countries whose people Russia
23:46may try to use in another absolutely brutal campaign.
23:53We have had more than just North Korea POWs.
23:57We know that Russia uses citizens of 47 countries in its war.
24:04In this war, Ghana, Nepal, Tajikistan, India, Yemen, Kenya, Zimbabwe, Cuba, Belarus, Sudan, South Africa, many, many others.
24:19And from time to time, we receive requests to send particular POWs back home.
24:27And through the videos from our drones, we also see people dying on the battlefield who are not Russians.
24:35People from your countries, 47 countries, who ended up in Russia through deception and tricks.
24:44So, I want to speak directly to every representative of these 47 countries.
24:51You know what Russia is doing with your people.
24:55It's your citizens.
24:56Take care of them.
24:58Take care of them.
