00:07Welcome to the interviews. The viewer premiered almost a year ago. Brief
00:12And since then it has transformed payments in Colombia. Today we're going to talk about what's next for
00:18The system with Anamaría Prieto, she is the director of the payment system of the bank of the republic
00:23Welcome, Director. Thank you very much for the invitation. It's a pleasure to be here. Well, it's been a while.
00:28One year we were talking about a major innovation for the country, a way to somehow end
00:33way with the cash and there was uncertainty about whether the keys would work or not if
00:39Were people going to adopt them or not? Now that almost a year has passed, what is the assessment?
00:43that
00:44The central bank's performance is very positive; we are very happy with it.
00:49What has been the performance of this ecosystem of this system, the possibility that all the
00:55Colombians can make immediate payments at any time of day, any day of the
01:00week and that we are becoming more and more familiar with that possibility makes us very happy, I know we are going
01:07To delve a little deeper into the figures, but to start, I'll give you one fact: there are already 35 million Colombians.
01:13Those who have registered a key to be able to receive that payment through brief transactions
01:20Well, they have grown in a very significant way. We started that year processing more or less
01:26two and a half million transactions a day and today we are already doing almost seven to eight million transactions
01:32So today there has been very noticeable growth and we are very happy with all the benefits
01:40that this has brought to the financial system and of course to the users directly, and he told me about some
01:45of the figures
01:46Key points that help us to mention how the brief implementation has been what they were expecting
01:52We haven't had more participation than anticipated; we've had much more, even starting with the reception.
02:00This has had an impact at the level of the entities and participants when we started this conversation.
02:06Well, we had around 40 or 50 entities participating, mainly banks, let's say it was like the
02:15interlocutor in this conversation about how to streamline immediate payments in the country, and today we already have...
02:21More than 220,250 participating financial entities, but also cooperatives in that sector
02:29solidarity so important in so many regions of the country and the entire universe of emerging entities of the
02:35fintech entities that also bring us innovation have been well received at the level of
02:40participants that have surprised us because of that writing ability of the entire sector and then
02:47Well, from the user, from the user, also all Colombians registering, well, the key accepting
02:54That invitation from your financial institution, if you have that mechanism to receive a payment
03:00As I was saying, immediately, since there are already 35 million Colombians, that's more than 110 million keys registered in
03:07he
03:08brief directory and doing many transactions, look, I'll also give you some data to give you an idea of how in
03:14The brief daily routine is already immersed in the daily lives of Colombians, with 65 percent of them...
03:21Transactions in breve are less than 50,000 pesos, which means that Colombians use breve for
03:27to pay for coffee, to cover any need during the day, and to send money between family and friends.
03:35So it has really exceeded all our expectations, of course, sometimes
03:43When we talk about the implementation of the system and we tell someone, "briefly, maybe not," it's not that...
03:48familiar, but when we talk about the key word, we all kind of understand what we're talking about.
03:53Could you please explain to us, Director, how the system works for those of us who are speaking?
03:58Seeing and after almost a year, which we will have completed on October 6th, with brief they don't understand
04:04how is it that
04:04This system works briefly, allowing a Colombian to send or receive money from their account.
04:12or to your bank account or a cooperative where you have it instantly or
04:19You can perform this operation immediately, at any time of day, any day of the week, and I insist, it doesn't matter.
04:25In whichever financial institution you have, let's say, the account or the money, the transaction will arrive with that promise.
04:33well
04:33of immediacy as it does, and that's where this concept of the key comes in, so before when
04:39you were doing a
04:40The transfer needed the account number of the financial institution of the person to whom it was going
04:44to
04:45To transfer now, all you need is the key, and remember, there are five possibilities; that's how it was defined.
04:52also to expand the conveniences, let's say, or somehow facilitate usability for everyone
04:59customers of the financial system have the option of using their cell phone, ID card or identity document, or email.
05:06electronic a combination of letters and numbers that my financial institution proposes to me and for businesses
05:11There is a fifth option, then, a business identification; as a customer, I choose which of those I want to use if...
05:18I want to register all of them or some of them. I'll do it on the channel, it could be the app, or on my phone.
05:25part that in my financial institution or in the electronic channel that I have, because my institution registers the key and
05:31from
05:31From that moment I can start receiving transfers from family, friends, or if I am a
05:37In commerce, I start receiving the money from my sales there; that's the clear process, and it's been a year.
05:44we talked about the
05:45Most banks wanted to keep their users' cell phone numbers, but I don't know if they still do.
05:51cell phone number
05:51It is indeed the most famous key, or which one? Well, that has been very interesting because there were many.
05:58Let's say there was tension around it; some were even talking about a war over the keys, wondering who was going to keep them.
06:03number of
06:03I think it was a good move to include these five options in the cell phone system design.
06:09that them
06:10I mention this because it broadened the possibilities of competing fairly, let's say, for the customer, and that from then on
06:17From those possibilities, the user is then offered which one they want to use best, and the advantage is that in the end
06:23The customer makes the decision and can therefore have several in the same entity or in different entities.
06:29financial and I think that's another of the great benefits that breve has given us is that it
06:34has opened
06:35much more intensely the competitiveness of the financial system today we see that it is proposed
06:43The paid service even has a zero price for the user, but also many additional services.
06:51that start to be offered or built around that, then there is more competition
06:57and more possibilities, let's say, for all entities to conquer and retain their
07:03user with added value.
07:05Perfect, in the context of this review, I would like to know what the main achievements have been that I
07:10I imagine that implementation and people becoming familiar with the system are on that list.
07:14but also the main challenges they have encountered from the central bank.
07:18I would highlight, let's say, the three main achievements, the first being the one you mention, of course, having
07:24Once the implementation has been achieved, this is a complex operation, let's say, because it involves many systems.
07:31Agents are a whole ecosystem, let's say, that makes it, well, require, let's say, coordination.
07:40Among many others, and I believe that the leadership of the central bank should be highlighted, helping
07:45from regulation with clear guidelines, protocols to facilitate, let's say, those consensuses
07:52and coordination, but also from the financial industry, because that's where the efforts to implement
07:58and offer the service because they belong to everyone and that needs to be emphasized. Today we have a stable operation that
08:05It processes, as I was saying, eight million payments a day, without incident.
08:13favorable and stable and in real time and 24/7 at any time of day and day of the week
08:18So that's it.
08:19The first achievement is definitely the second, which has to do with connecting Colombia because before
08:25Of course we had electronic payments, but we had them, if you will, like in islands, not fragmented.
08:32And I think that brief showed us that together we are better than apart, through technology.
08:39and a digital infrastructure that allows us to connect all the financial entities in the country
08:43And that brings us greater efficiency, more competitiveness, and more benefits for the user, who, well, from the
08:50in the comfort of your home or when you need to make a payment, you can find highways
08:55digital means of doing them, then the second thing is we are connected, that is a brief achievement and the
09:00Thirdly, it has to do with, let's say, the benefits that this generates for the end user.
09:08We have seen an outpouring of innovation and creativity from financial institutions
09:14So you see, it's as if the door has been opened to a lot of creativity.
09:19that before, I don't know exactly where I was, but we weren't making it obvious in a way
09:25So tangible, every day new services, new features, some added value are announced
09:32This ultimately results in greater well-being and inclusion for everyone.
09:38the users director and in terms of challenges they have encountered this year, of course, all the
09:44Of course, there are challenges that we have been overcoming. I must point out that there are, well, let's say
09:51There is a whole disposition within the financial industry to work together; the bank maintains working groups
09:56working with the entire industry so that it can be identified in a timely manner, because the challenge we have
10:03Whether it's operational, technological, or regulatory, and also in a very collaborative way.
10:08So, if it can be solved or corrected, I would perhaps mention two, let's say, in the first year.
10:15In short, this first year is about implementing the infrastructure and getting connected; now the challenge is...
10:20It's about growing and achieving a massive, permanent, and scalable adoption, moving forward.
10:27Well, that's the first one. The second one has to do with a security issue, because, of course...
10:34Let's say, the possibility of fraud for users, or even, well, let's say, security aspects in the
10:44Infrastructure, well, that can also be presented, that needs to be worked on, let's say.
10:51continue working with the financial industry to monitor where those potential [problems] may be.
10:56vulnerabilities or incidents and resolve them very quickly, and therefore have tools that allow us to
11:04We anticipate it, but we celebrate that we have a very, very solid and robust financial industry.
11:10Let's say, with a lot of experience in handling and managing these types of situations, what he does
11:16that today, fraud levels will soon be very, very, very low.
11:22compared to other instant payment systems in the perfect world and before continuing with two
11:28Key topics that we've already touched on here, such as security and also the innovations that are coming, I want you to
11:33People watching us can understand why the central bank is behind breve because when
11:38We're sending money for a key; is there anything bank-related? Yes, it's a matter, let's say.
11:44as well as the design that ultimately defines this entire ecosystem, who provides the service to the
11:51The end user is their financial institution; that's where the person goes to start the process of originating the
11:57operation or finalize it however what allows all entities to be connected the heart of
12:03The bank is a technological component that we manage and put at the service of this
12:10The ecosystem is where we achieve that interconnection, so the bank has an operating role.
12:17the system operating the system interconnection and secondly defining all the rules in, let's say, for
12:24All participants define the standards for the proper functioning of the payments.
12:30We define the messaging standards, we define protocols, we put everything in place.
12:36the guidelines so that there can be a good service provided to citizens
12:41Perfect, and now, after this review of the first year, I want us to move on to
12:46it
12:46What's coming? What are the innovations that people watching us suddenly want?
12:50to know or that they will be able to access in the coming months, briefly started with two use cases, two
12:56functionalities such as being able to send money between people, send money to a friend or family member or
13:02I pay him at a store, and I actually mention that we had an innovation there this year.
13:08The introduction of QR codes was very important; it allowed a shopkeeper to...
13:15The merchant can not only receive payment by giving their key but also by displaying the QR code.
13:21whether it was on a sticker in your bakery's window or inserted inside the
13:27If you have a card reader that's already enabled, you can also find the QR code there.
13:33And that has been growing significantly; it's a very disruptive technology, very, very disruptive.
13:39It's easy for people to like; the user finds it very convenient to scan the code and pay.
13:45The growth rate is really very important, the one that has been occurring, and we expect
13:50So, as I was saying briefly, it starts with those two features, but the idea is that it will continue to grow.
13:55It's that we can enable many more ways for companies to make payments, for example, we dream of
14:01that a company can receive and also send its payments, then a payroll disbursement for example
14:07Payments to suppliers, but also all the collections, recurring payments, let's say that are made today by
14:14Today, through different mechanisms, but how great it could be to resolve it.
14:19Through brief, then we are preparing to receive that type of payment as well. Today there are already
14:25Some models are starting to emerge around this brief period, but the bank's intention is to introduce
14:30a specific regulation so that, let's say, companies will also soon find open doors.
14:37How long would it take for this regulation to be ready, and would the company payment become a reality?
14:43We expect to close the year with that regulation defined, and surely we will have spaces.
14:51through conversation and discussion with the industry to finalize the details, but the idea is that
14:56By 2027, we should have that possibility, and the issue of paying for public services, which I believe...
15:03It's something that interests us all: how this will work and when it will be possible
15:09That's one of those things that's part of those discussions to understand how it could happen, especially since in
15:15this
15:16laid out as interoperable so that when it can be offered, I insist, it doesn't matter where the collector is.
15:23or where the user is, so that it can be fully realized, there are things that we still need to define standards for.
15:30How do you put the invoice number for that service in the reference field?
15:35I am paying
15:35In particular, and above all thinking about making it extremely simple for the user, I think we have
15:41We've all made an effort, along with the industry, to achieve that simplicity in payment.
15:48Note that in the application of financial entities, since October of last year
15:52We found the brief zone, the famous brief zone where you register your key or make your payments.
15:58The idea is that in that same place you can find any additional fields that may be required.
16:03For example, to pay for a public service
16:07director that has been so briefly used by people or Colombians living abroad
16:12For example, to send remittances to send money to their families here in Colombia
16:16Well, that's an innovation that has been occurring perhaps in the most recent stage
16:22It's interesting because the participants, you see, will soon begin to find the possibility
16:28There are different schemes and models for building value under which that intermediary
16:34The foreign exchange market certainly solves the part of currency monetization, let's say.
16:40of that transfer or that cross-border payment and once in the territory
16:46What you find is a series of short digital highways through which the payment can travel
16:50in a very quick way
16:52We believe there will be much more evolution there.
16:55Many more actors will join in this cross-border payment
16:59And the bank is also exploring this along with other central banks and in other experiences.
17:04Let's say there are already ways in the world to continue facilitating things soon
17:09Why not a remittance?
17:11Will the use of breve remain free for users?
17:14Well, that's our intention. The bank defined that during the first few years of the operation, we would have a short time.
17:22There wasn't going to be any charge for anyone, I mean the participating entities.
17:27which is the charge that we could make, starting from year 4 and onwards
17:34A very efficient rate of 6 pesos and 46 cents per transaction was defined.
17:40That's something that will surely have to be reviewed when we get to that point, let's say.
17:47But of course, what we have seen in international experience is that digital payments
17:52They manage to, let's say, insert themselves into the business models of financial institutions.
17:57in a way that is free for the user but sustainable over time
18:02at least in terms of transactions between people
18:04It is possible that for other types of use cases, some tariffs will likely begin to appear.
18:12to make it sustainable
18:13I understand, and we were talking about the issue of security, which I believe is one of the biggest fears of users.
18:18How have we dealt with this so that today we have lower rates?
18:22even compared to other payment systems in the region and the world?
18:26I mentioned that we have intensified collaboration to achieve that monitoring and detection.
18:33very quick and timely reaction, let's say, to incidents that may have occurred
18:38But I think that the pedagogy that has been done for the user is also very important there.
18:42because we understand that this is, in any case, new.
18:45It might suddenly raise some doubts for me.
18:48and I could suddenly fall into some of the fraudulent schemes that might arise
18:53That's why it's so important to recommend and remind the user
18:57"That brief is not an app"
18:59That brief is not a financial entity
19:02and that at no time to send a payment through brief
19:06You will be asked for additional information
19:08or that opens a link or shares information other than the key
19:13And of course, the key is not the key
19:15The key is simply that number you give to have money sent to you.
19:21So, together with the financial institutions, we have undertaken an educational effort.
19:27and as a reminder, so that users become very familiar with the system.
19:32That recommendation is very important.
19:34I understand then that fraudulent mechanisms have more to do with deceiving people
19:38via text messages, via emails
19:41Yes, those kinds of schemes that are called social engineering.
19:45Let's say the famous call where they suddenly pretend to be from the financial institution.
19:49and suddenly one ends up there falling
19:52Therefore, it is very important that the person becomes informed.
19:55who goes to their financial institution
19:57where they can finish explaining it very well
20:01Let's list all the features of the brief and how to make or receive a payment
20:05What do you think is the main lesson that breve has taught you?
20:09Who has been behind this system and the Central Bank?
20:13Well, I believe in the power of consensus-building
20:15Karen, because I think brief
20:18because it has been one of the immediate payment systems
20:23that has been implemented most quickly in the world
20:27These are projects
20:28most cases are like long-term plans
20:31which take several years
20:33discussion in its design
20:34and then, well, construction, let's say.
20:37It was a brief exercise
20:39since the bank started the conversation
20:42until he got it up and running, after three years
20:44which is truly a record time
20:47And I believe that was only possible
20:49because of the bank's conviction
20:51because of its central importance
20:54in electronic payments for the economy
20:57for the country
20:57but also through consensus
20:59building on what has already been built
21:01to take advantage, let's say, of the efforts
21:04and knowledge and experience of the financial system
21:06It was fundamental to achieving the result
21:08so early
21:09and the rapid adoption by users as well
21:14So I think the choice is
21:15as long as we have a common goal
21:17to do it together and work collaboratively
21:19It's going to be better
21:21Let's say that separately, definitely.
21:24I think that's a personal choice.
21:26but I think so too
21:27I would think so for the entire ecosystem
21:30And for the bank, then
21:31I think the choice left to us is...
21:34Let's just say it's a huge challenge.
21:36of what it has meant to operate and regulate briefly
21:38That's like the inner layer of the project.
21:41which is less visible
21:42but she is very beautiful
21:44because for the central bank
21:45Well, here too there has been a transformation
21:47on many fronts
21:48the way risks are managed
21:51the way technology is purchased
21:52the way it relates even
21:55the bank with the financial system
21:58Well, he's had the opportunity.
21:59Let's also say to adjust
22:01throughout this entire project
22:03And I believe it has been beneficial.
22:05Of course
22:06for everyone
22:07the deployment that has had brief
22:09Of course, we were talking off-camera.
22:11in Colombia
22:12A lot of things happen
22:13in economic matters
22:14We talk all the time
22:14of what isn't going well for us
22:16then it is also important
22:17Let's talk about what's going well for us
22:19in this case of brief
22:20I would like to know
22:21how the system looks from the outside
22:23because I understand that even
22:24We are an example for other countries.
22:26who want to implement payment systems
22:28That was interesting.
22:29because I think
22:30indeed
22:31Colombia is starting to become
22:33let's say
22:34an interesting reference
22:36a case study
22:37for countries that have
22:39a market context
22:40similar to ours
22:42surely the example
22:43that we have heard the most
22:44It's the one from Brazil
22:44with its payment system
22:46immediate PIX
22:47tremendously successful
22:48tremendously
22:49massive
22:51let's say
22:51and that follows us
22:52by teaching
22:53illustrating the path
22:54but
22:55maybe
22:56the challenge
22:56to replicate
22:57that success
22:58in other countries
23:00It has to do with
23:01with what
23:01in those other places
23:02There are already some cameras.
23:04For example
23:04payment systems
23:06pre-existing
23:07and there are even several
23:08or there are concentrations
23:10market
23:10that suddenly
23:11make it difficult
23:12replicating
23:13let's say
23:15Well, that example
23:16that I mention
23:16Colombia
23:17in that sense
23:18then it appears
23:19as an alternative
23:20I'm talking
23:21from the example
23:22Well, for Peru
23:23Dominican Republic
23:25Ecuador
23:26including Chile
23:27with whom we have had
23:29well, several approaches
23:30so we can share
23:32the experience
23:33share the lessons
23:34also
23:34and of course
23:35also understand
23:35of them
23:36well let's say
23:38what has been
23:38his career
23:39but if
23:40I think that
23:41Colombia appears
23:42Let's say now
23:43well, as a reference point
23:45of interoperability
23:46and interconnection
23:46of cameras
23:47Director
23:48And to conclude
23:49This interview
23:49I want you to leave
23:50some message
23:51to people
23:51that they are watching us
23:52and that they are using brief
23:54what is coming
23:55and also
23:56if there is any other
23:56additional recommendation
23:57Suddenly the topic
23:58security
23:59which is never superfluous
24:00for all those who
24:01They are listening to us
24:02Welcome!
24:03in brief
24:04that they continue to use
24:05this payment system
24:07that here
24:07to facilitate
24:08the shipment
24:09and the receipt
24:09of transactions
24:11and payments
24:11and it comes
24:13well, everything
24:13growth
24:14of all the others
24:15payments
24:17business
24:18and so
24:19that they continue to trust
24:20in this infrastructure
24:21of course
24:21director
24:22Thank you for joining us
24:23I hope this space
24:25will be repeated later
24:26so we can talk
24:27of the new features
24:28which surely
