00:04Building on our efforts in championing the resolution at WHA 78 and subsequently presenting
00:12our progress at WHA 79 in May this year, we are now driving the agenda forward at the
00:19regional level because health challenges know no boundaries. Just last week, during the
00:2817th ASEAN Health Minister's Meeting, hosted right here in Kuala Lumpur, we elevated LAM
00:35health as a key regional priority. Through our dedicated site event titled ASEAN Action
00:44Plan for LAM Health, implementing LAM health policy in ASEAN, we established a vital platform
00:52to translate these global commitments into coordinated regional action. While we advocate
01:01at global and regional levels, we are aggressively as well driving into the patient here at home.
01:09In Malaysia, lung diseases are one of the top three causes of hospitalisation due to death.
01:18Chronic respiratory diseases such as asthma and chronic obstructive pulmonary disease COPD
01:25affect a significant population of our population. According to the National Health Mobility Survey
01:31and HMS survey in 2023, 6% of adults and up to 20% of children have asthma, while around
01:43one of three
01:43sufferers remain undiagnosed. Tuberculosis re-emerging, once it was quite above, but now re-emerging,
01:55continues to place a significant burden on our health system with a maximum of 96 cases per
02:02hundred thousand in the year 2023-2024. To combat this, we are operationalising the Health Minister's
02:09Plan for LAM initiative in 2020-2025, 2020-2036. 902 health clinics nationwide are expected to implement
02:19an integrated integrated LAM health approach. This brings together health promotion, screening,
02:30smoking cessation and referral pathways into a person-centred continuum of care. We are also making a
02:38definitive shift towards persistent public health by scaling up AI-assisted chest and stress screening
02:49for early detection. A prime example is our recent Tri-Partheid Collaboration, which is the IHH,
02:57the NHOH, and the PDRM, the Royal Police Lung Shield Program, where we are proactively screening
03:0810,000 traffic police personnel on the front lines. To ensure our policies are evidence-based, we have
03:18established a dedicated database called NANURI, the National Lung Health Registry, to support program
03:26monitoring and evaluation. For the moment, we are attacking the root causes of respiratory diseases.
03:33Through the enforcement of the control of smoking products from Public Health Act 24 Act 852,
03:41we are protecting our youth from the serious marketing of drugs and e-cigarettes. We are also
03:50leveraging digital innovations such as the JRAEI companion to provide accessible smoking cessation
04:01support right in the palm of our hands. Over the past decade, Respire has brought together partners
04:09across South-East Asia and Asia, particularly the LMICs, low-income countries, and the United Kingdom to
04:17address respiratory health priorities through research, capacity strengthening and partnership.
04:27Specifically, your focus on delivering low-cost, scalable clinical interventions for low- and middle-income
04:35countries is exactly the kind of pragmatic approach we require. And a big round of applause for
04:44this particularly in the mantra of leaving no one behind. This is very medical and nominal.
04:53Respires research in Malaysia spend over several areas of national importance including asthma,
05:00COPD, tuberculosis, pulmonary rehabilitation, and air quality and air quality.
05:11These are not isolated academic questions but relevant challenges we face on a daily basis in our clinics,
05:20in our facilities, in our hospital.
