00:30For people returning to former conflict zones,
00:32rebuilding homes and roads is possible
00:34only once the land itself is safe.
00:36Part of the process is to remove mines
00:39and unexploded ordnance left behind by conflict.
00:41In Baku, international experts met to discuss procedures
00:45to ensure safe resettlements.
00:47Up to now, we have cleared the territory
00:49of almost 300,000 hectares of high-priority land
00:54for further reconstruction and rehabilitation activities.
00:56The overall territory that is estimated to be contaminated
01:01equals to more than 11.6,000 square kilometers.
01:07We have found and destroyed more than 260,000 pieces of landmines
01:13and other explosive remnants of war.
01:15Mine clearance has taken place alongside
01:18large reconstruction programs here in Azerbaijan.
01:21Preparation is key.
01:23It's imperative that land is cleared
01:24before any construction for homes, roads, agriculture
01:28and other infrastructure begins.
01:30There are 4,200 kilometers of the area in Bosnia and Herzegovina
01:35under the mines, which is about 8%.
01:38As you know, the land that has more than 100 kilometers of the land
01:43is minish landmines.
01:45Bosnia and Herzegovina have about 750 kilometers
01:50under the mines, which means that we have more than 80%
01:54of our land are freed from mines.
01:56The fourth International Mine Action Conference
01:59has offered a platform to specialists
02:02to discuss the challenges surrounding
02:04humanitarian demining and resettlement.
02:07Discussions have offered a wide range of topics
02:10for leaders and experts to decide
02:12how to better share best practices for their countries
02:16to make them safer, either during a conflict
02:19or indeed post-conflict.
02:24Safety comes first.
02:26And so it becomes a much bigger issue
02:29because it's wonderful to build houses,
02:32but then you need to have access to areas beyond houses.
02:36And this is how we approach this issue.
02:39I know that people are willing to come back.
02:41They're eager to come back.
02:43But of course, we have to help them to create this safety net
02:46that would allow them to be there and feel safe.
02:50As well as the reconstruction challenges
02:53that countries face following a conflict coming to the fore,
02:56discussions also allowed the sharing of good practices and advice.
03:00We have 400 representatives from over 60 countries
03:05participating in the event.
03:08I think it's a great opportunity for mine action practitioners,
03:14for policymakers to gather together
03:16and exchange their ideas,
03:20share their experiences
03:21and discuss opportunities for future cooperation.
03:25The conference has allowed certain countries
03:27to explain how the problems with demining
03:30have left serious problems for decades.
03:33Because we have mined since the Second World War,
03:38especially on the borders with Libya and Egypt,
03:41and it's not cleared yet.
03:43Those are all challenges to get the people back
03:45to their lives, to their houses,
03:47and start living again.
03:51Demining is a lengthy process
03:53and not simply about finding and removing explosives.
03:56Teams must map out contaminated areas,
04:00work with specific equipment,
04:01and verify that the land is safe
04:04before being handed back.
04:06And that work can take years.
04:09The forum allows decision makers
04:11to understand how other leaders
04:13are handling the challenges.
04:17We cannot work alone.
04:19So my action,
04:20in every country,
04:22we have a different concept,
04:24different situation.
04:25But that we cannot stand alone
04:27to suffering,
04:28to dealing with situations
04:30by Victor,
04:31have the cooperation among the others.
04:33So it's very important
04:35that working with the others,
04:36learn from others,
04:37and where we can get from the experience
04:40that they can fill the gap.
04:42For many former conflict zones,
04:43making that land safe
04:45is the first step
04:46towards bringing communities back.
04:48And the conference has allowed us
04:50not only to understand
04:51the latest technologies,
04:53but also pave the way
04:54for higher standards.
