01:29Berlin's decision to formally attribute last month's drone attack to Russia has raised the stakes
01:35Their talks come as Ursula von der Leyen sits down with Mark Rutte later today here in Brussels
01:40For the latest we can cross now over to the county of Lake Wicklow
01:43which is not far from the Irish capital, that's Dublin
01:46where our correspondent Shona Murray is following the talks
01:50Good morning Shona, great to have you with us
01:52Just tell us, what are the other EU states saying about Germany's decision here?
01:57Well good morning Mae from a very wet and windy Wicklow
02:00We're about to hear from EU foreign affairs ministers in the next few minutes
02:04They're also joined by the Ukrainian, the Canadian, the British, the Swiss foreign affairs ministers
02:10They'll obviously be very much talking about that German decision, very anticipated decision
02:14to formally recognise Russia as responsible for that Leipzig airport attack
02:19As we know at the start of August
02:20A drone laden with military-grade explosives was intercepted by German security officials at Leipzig airport
02:27So far there's been full solidarity all across Europe, the European Union, NATO and Canada
02:33for that decision by Friedrich Merz, the German Chancellor, to formally recognise Russia
02:37It comes because there's been growing consensus across NATO
02:41that for the last few years there's been below threshold hybrid attacks all across NATO territory
02:46namely by Russia, by China, by other actors
02:49but most countries have held back in recognising Russia as a response
02:53Now we know the Germans have closed the consulate in Bonn, the Russian consulate in Bonn
02:58and also ended the lease of the Russian house in Berlin
03:00and they've also vowed there'll be extra sanctions
03:03but we heard yesterday also from Kaya Kalas, the EU foreign policy chief
03:07who said that what Russia is doing is state-sponsored terrorism
03:10but also is engaging in much more violent kinetic acts against NATO
03:15This is terror by design
03:18In the Black Sea, Russian strikes on grain ships are deliberately putting global food supplies at risk
03:26Russia is also hitting Europe with a wave of increasingly kinetic hybrid attacks
03:33With this, Russia wants to scare us away from supporting Ukraine
03:38They will not succeed
03:40And meanwhile Shona, as foreign minister, they're gathered there in Windy Wicklow
03:44The NATO Secretary-General will be joining the Commission President
03:46here in her office for last-minute talks
03:48here in Brussels
03:49What more do we know?
03:53Yes, so of course the two of them have decided to meet
03:55given this development by the Germans
03:58to say that this is really, Russia's responsible for this
04:01there's a direct confrontation now with Russia
04:03Ursula von der Leyen, the President of the European Commission
04:05has said that she will do everything to support the Germans
04:08all across Europe as well
04:10because we've heard that, you know, there's a consensus again
04:13that what Russia is trying to do is divide the European Union and NATO
04:17amidst all of these attacks
04:18Now what's very interesting, as we did speak to NATO sources yesterday
04:21is that Germany hasn't yet triggered what's known as Article 4 process at NATO
04:26which is calling for a formal discussion amongst NATO countries
04:29to decide how to best respond to these latest attacks
04:33That hasn't happened yet
04:33It could happen over the next while
04:35but certainly from a European perspective and a Canadian perspective
04:38there's full solidarity with Germany
04:40and we'll see, I suppose, how Russia wants to respond
04:43Nave?
04:44Okay, Shona Murray, thank you so much for that live broadcast there
04:47From Wicklow
04:48Now moving on in signs
04:49the Middle East conflict is flaring up again
04:52The US military has launched a new wave of attacks in Iran
04:55and Tehran is responding
04:57This comes as the UN Secretary General, Antonio Guterres
05:00urges world leaders gathered in Bishkek
05:02to bring the wars in Ukraine and the Middle East to an end
05:06Speaking to Euronews on the sidelines of the summit
05:09Antonio Guterres said the meeting was a rare chance
05:12to put the case directly to the people who could act on it
05:15I think that what worries us more is the fact that we have conflicts that seem never-ending
05:22It's true in relation to the Russia-Ukraine
05:24It's true in relation to the Middle East
05:26both from Gaza to the Iran-US confrontation
05:30And a very important message is to say
05:34It's time to stop this madness
05:37It's time for peace
05:38And some of the key actors of these processes are here
05:43And so I believe that this message to be given here is very important
05:49For more on this, I'm joined now by our Ukraine correspondent
05:52Sasha Vakalina
05:54Just tell us, Sasha, how exactly does he see this war ending?
05:57That's exactly the question
05:59When he said about some of the actors actually being there in that room in Bishkek
06:02He was referring to Russia's president, Vladimir Putin
06:05Who is indeed there in Bishkek
06:07Now, when pressed by Euronews on how exactly Antonio Guterres sees this peace
06:11And what exactly he means when he says it is time to stop this madness
06:15He admitted that what he says, it means Ukraine regaining its territory from Russian occupation
06:21Not only the territory occupied since 2022, but also the one from 2014
06:25Let's take a listen
06:26This is high time for a ceasefire
06:29And it is high time for a negotiation
06:32Aiming at a just solution
06:36And the just solution is for us
06:39A solution that is in line with the charter
06:41It's in line with international law
06:46It respects UN resolutions and respects the territorial integrity of Ukraine
06:50But the reality, of course, Sasha, is there's no sign of a ceasefire
06:54There's no sign of substantial peace talks
06:56And we've seen the violence for the last seven nights in a row, I believe, in Ukraine
07:00And especially in Kyiv
07:02Absolutely, there is no sign whatsoever that there is any easing of Russia's all-out war against Ukraine
07:07Despite all the pressure and all the calls from Western leaders
07:10Specifically, of course, from Washington
07:11With Trump administration remaining kind of the only mediator for any sort of peace talks
07:17In fact, over the past couple of days
07:18According to Washington officials, exactly this peace process was the reason why Russia's finance minister
07:24Was, for the first time since Russia's full-scale invasion of Ukraine
07:27Invited to the G20 meeting in the US
07:29The move that was widely unpopular among the other officials
07:33The European finance ministers angered them
07:35There was reaction coming from the EU economy chief Valdis Dombrowski
07:39And also from German vice-chancellor
07:42Who said he confronted Russia's finance minister Anton Silanov
07:45Over Moscow's war against Ukraine
07:48Saying that the war is raging
07:50And as you said, over the past seven days
07:52Ukrainians and also European officials
07:56Have not had lots of sleep or lots of rest
07:58With constant drone attacks
08:00Moscow changing its tactics
08:01And using more of jet-powered drones
08:03That was harder to intercept
08:04And people among those struggling with non-stop air raid alerts
08:09With their lives fully disrupted
08:11There's also EU's ambassador to Ukraine
08:14Who went on X to express how her life has been over the past couple of days
08:19Saying, I do not sleep in my bed anymore
08:21I fall asleep on a mattress in the bathroom
08:24It is the safest place in my hotel room
08:26The intensity of these attacks is becoming very difficult
08:29People are exhausted
08:30Cities are exhausted
08:32The whole country is living under permanent stress
08:35Now in retaliation
08:36In response, Ukraine's president, Volodymyr Zelenskyy, said that
08:40Russia should expect its airspace, civilian airspace, including
08:44To be effectively closed
08:47As Kiev is about to ramp up
08:49To step up its long-range drone campaign
08:52Against Russia military sides
08:55Okay, Sasha Vaklina, our Ukraine correspondent
08:57Thank you so much for all those details
08:59Now moving on
09:01As an October deadline looms for the European Union
09:04To rebalance its record trade deficit with China
09:07Pressure is mounting on Brussels
09:09To deliver results
09:11Our chief Europe editor, Maria Tadeo
09:13Sat down exclusively with the man driving the negotiations
09:16That's, of course, the EU Trade Commissioner, Mara Sefcovic
09:19And she joins me now for more
09:20Maria, we know that a team of European officials
09:23Are actually in Beijing as we speak
09:24What are they hoping to achieve?
09:26Well, yes, Maeve, they are in China and have been
09:28But as I understand, they will come back today
09:31And of course, that will allow for a debrief
09:33On the big European question going into September
09:36And that is what to do with China
09:38Now we've seen that 1 billion euro a day deficit
09:40350 or 60 last year
09:42This is now for Brussels
09:44Not sustainable over time
09:46And there will need to be
09:47Or they need a rebalancing by October
09:51And that is exactly the question that I put
09:53To the man who's going to be at the driving seats
09:55In this very difficult talks
09:58Of course, we have practically five to six weeks left
10:01If there is no understanding
10:02That could lead to retaliation from the European Union
10:06And as I understand right now
10:07There are two tracks to these talks
10:09One is getting China to open up its market
10:12But then the other point is very much about
10:14How to tackle the surging deficit
10:16And this barrage of exports going into the European Union
10:20The very heart of the European industry is at stake
10:23And I was very struck by the words of Madov Sejkovic
10:26Who told me, this is not just a trade story
10:28It is super political
10:29But the question remains
10:30How do you get China to change?
10:33And that's exactly the question that I put to him
10:35Let's take a look
10:35I think first and foremost
10:37We want to convey clearly the message
10:41And we made some very concrete proposals
10:45How to proceed to that
10:47The issue of the deficit
10:49Which is in the realm of 360 billion
10:51Is best tackled
10:53If you work on it from both sides
10:55So what can we do
10:57To increase our exports to China
10:59But also how we can better manage
11:02The exports from China to the European Union
11:04So this is what we are currently discussing
11:07Of course it's an issue
11:09Which would require clearly more time
11:12Than until October
11:13But what I think it's very important for us
11:15To have by October
11:16Some kind of proof of concept
11:18But when you say in October
11:20What is that?
11:21Is that a firm deadline?
11:22Is that a cliffhatch moment?
11:23Is that the start of negotiations
11:25With something binding on paper
11:27How do you know you have a deal?
11:29Will you be able to produce a biotope?
11:30I think that in my ideal scenario
11:32To come back from China
11:33With the positive news
11:35That we have understanding
11:37How to deal with the surging deficit
11:39In certain categories of the products
11:41This is how we are going to deal with them
11:43And therefore I would propose
11:46To continue the negotiations
11:50On other sectors
11:51Which would kind of bring us
11:54Into the realistic path
11:55Of how to rein in the surging deficit
11:57So how are you going to make them do that?
11:59Because this conversation
12:00Has been going on for months
12:01And some would say for years
12:02Action should have been taken
12:03Five, ten years ago
12:04How are you going to break this cycle?
12:06I think that as I said
12:08We have now unprecedented intensity
12:10Of our negotiations
12:11I think we never talked to
12:13Our Chinese counterparts
12:14As frequently, as intensely
12:16As right now
12:17And I clearly understood
12:19Also from my Chinese counterpart
12:20Minister Van Guentao
12:22That this is also
12:23Their preferred option
12:24To talk to the negotiator
12:25They do not want an escalation
12:26They have told you
12:27They do not want an escalation
12:27Exactly
12:28This is what we
12:28But that's a great deal for them
12:30They continue dumping
12:31And there's no escalation
12:32But of course I told them
12:33That look
12:33If I will not bring
12:34Tangible results by October
12:36And this is something
12:37What was agreed mutually
12:39By Minister Van Guentao
12:40And myself
12:41Because he understands
12:42If I kind of come back
12:44And tell them
12:44That we have a nice talk
12:46And we continue talking
12:47Of course this would be not
12:48Something to the satisfaction
12:50Of the European leaders
12:51And European also
12:53You know
12:53Capitans of the industry
12:54Because I told our Chinese counterparts
12:57That our discussion
12:59Goes where beyond the trade
13:01Because now we are talking
13:02About future European industry
13:03You know
13:04How the European economy
13:05Will look like in the future
13:06And I would say
13:07In the end
13:09About the European social model
13:11So this is super political
13:12And of course
13:14Every single prime minister
13:16Every single president
13:17Of the European Union
13:18Is very much concerned
13:19By this
13:19And therefore we have to bring
13:20The good political solution
13:23And was there an understanding
13:25From the Chinese
13:26That this time
13:27You will have the instruments
13:29And you will have the political unity
13:31Because this has not been the case
13:33And that's partly the reason
13:34Why to me
13:34It seems until now
13:36China does not fear retaliation
13:38They do not think
13:39You will do it
13:39I think that
13:42At least my impression
13:43Was that the fact
13:44That this is really
13:46An urgent call
13:47That this is not
13:48I would say
13:48The situation
13:49Like we had
13:50I mean
13:51Before
13:52With half of the
13:53Member states doing well
13:54Half of them suffering
13:56That it's really
13:57I would say
13:58Unified European approach
13:59That this has to change
14:00That we have to address
14:01This issue
14:02And I'm trying to do it
14:04Through
14:04I would say
14:05The negotiations
14:06But they have to bring us
14:07Very concrete results
14:09Otherwise of course
14:10There will be a strong
14:11Political movement
14:13To push for
14:15I would say
14:16Harsher measures
14:17Yes
14:18And let's go into
14:18The final point
14:19Which is
14:19The Canadians
14:20Canada is now
14:22In an unprecedented trade war
14:24With the United States
14:25Tariffs through the roof
14:26Both ways
14:28And just very quickly
14:29Given the situation
14:30That they're in
14:30This is going to hurt
14:31The Canadian economy
14:32There's no doubt about that
14:33The tariffs now
14:34Are going through the roof
14:35And there's no idea
14:36Or limit to the escalation
14:38Do you feel
14:39The EU
14:41Should intervene
14:43Try to mediate
14:44You talk about
14:44A good relationship
14:45They are going to
14:46Feel the pain
14:47I don't think
14:48That we are
14:49In a position
14:50To mediate
14:52But at the same time
14:53I know that
14:55They have such a
14:56Close economic relationship
14:58That despite of
14:59Current tension
15:00Sooner or later
15:01There will be attempts
15:02To resolve it
15:03Of course
15:04I'm not in the file
15:05But I know
15:06That this is very important
15:08For both partners
15:10But we clearly
15:11Are highlighting one thing
15:14For us
15:15The tariffs are taxes
15:16Taxes are paid
15:17In the end
15:18Or by the economic operators
15:21Or by the citizens
15:22And we clearly
15:23Are stating
15:24In all our trade negotiations
15:26We clearly support
15:28Free and fair trade
15:29With lower
15:30Or no tariffs at all
15:31Because we believe
15:32It's best for the citizens
15:33Best for the business
15:34And best for economic developments
15:38Now moving on
15:40Romania is set
15:41To lose more than
15:42700 million euros
15:44In EU funding
15:45After the government
15:45In Bucharest
15:46Failed to deliver reforms
15:48Demanded by Brussels
15:50A deadline set
15:51For August the 31st
15:52Has now passed
15:54Creating a bitter dispute
15:55Among political forces
15:56And unions
15:57Over proposed reform
15:58Of public sector salaries
16:00For the view from Bucharest
16:01We can bring in now
16:02Dragos Pislaru
16:03Minister of Investments
16:04And European projects
16:06Of Romania
16:06Good morning Minister
16:07Thrilled to have you
16:08With us here
16:08On Europe Today
16:10So tell us
16:10You've missed that deadline
16:11The government
16:12Has been in crisis
16:13For months
16:14Sliding further
16:14Into economic abyss
16:16Could this have been
16:17Avoided?
16:19Absolutely
16:19This is an important reform
16:21Thanks for having me
16:22To explain a little bit
16:23About the background
16:24This was part of the
16:27RRF
16:28Of the recovery programme
16:29That is the biggest
16:31Intervention of the union
16:32To recover
16:33After the pandemics
16:35And the government
16:37Had time from 2021
16:38Onwards
16:40To prepare that
16:41Particular reform
16:41Because of the election
16:43Context
16:44The parties in power
16:46At that time
16:46Especially the social
16:47Democrats
16:48Have avoided
16:49To propose
16:50Any draft
16:51Legislation on that
16:52And even
16:53In the coalition government
16:55That we had
16:55Since June 2025
16:57They failed to do that
16:59So basically
17:00We entered
17:01In a last minute
17:02Attempt
17:02To save it
17:03And still
17:04The costs
17:04The political costs
17:05Were considered
17:06Higher than
17:07The hefty amount
17:08770 million
17:09That we had
17:10In the RRF
17:11There was a split
17:13In the pro-European
17:14Coalition
17:15Two parties
17:16So the EPP
17:18And renew
17:18Going for
17:19Adopting it
17:20And the S&D
17:21And the Hungarian
17:22Minority Party
17:23Against
17:25So what would be
17:26Your message then
17:27To decision makers
17:28Here in Brussels
17:28Can these EU funds
17:29Still be salvaged
17:31I mean
17:32Let's look at
17:34The half full
17:34Half empty
17:35Part of the glass
17:36We Romania
17:37Right now
17:38Has managed to
17:39Save the
17:40Recovering
17:41Resilience
17:41Plan
17:42Because we
17:44Started last year
17:45From less than
17:4647%
17:47And now we are
17:48Pretty sure
17:49That we are going
17:49To get over
17:5090% of the
17:51Grants
17:52And over 95%
17:53Of the loans
17:54So there is
17:56A good image
17:57About how we
17:59Handle the RRP
18:00But of course
18:01The main lesson
18:02Here is that
18:03We don't need
18:06To avoid
18:06These kind of
18:07Reforms
18:08When we have
18:08Such an opportunity
18:09It will be
18:09Far more difficult
18:11To adopt it
18:12That's one thing
18:13Second for
18:14Respecting Romania's
18:15Commitments
18:16In terms of
18:16Budget deficit
18:17Reduction
18:18And so on
18:18This would have been
18:19A very important
18:21Piece of legislation
18:21Right now
18:22I'm relying
18:23On the wisdom
18:24Of the political
18:24Class to adopt
18:26Still such a
18:27Legislation
18:28Because it's
18:29Needed
18:29But it will be
18:30Much more
18:30Difficult to
18:31Adopt it
18:31Outside the
18:32Recovery process
18:33And just a
18:34Reminder of yours
18:35Why you
18:35Desperately need
18:36These 700
18:37Million euros
18:37Why they're so
18:38Important for
18:38The Romanian
18:39Economy
18:39I mean it's
18:41Very important
18:41This was one
18:43Of that
18:43Measures
18:44That could
18:44Contribute
18:45Directly to
18:45Reducing the
18:46Budget deficit
18:46While allowing
18:47Investments
18:48Just to clarify
18:49How it operates
18:50We had
18:51Investments in
18:52Schools
18:53In hospitals
18:54In highways
18:55And so on
18:56And this
18:57All these
18:58Investments
18:58Could have
18:59Actually added
19:00Another 770
19:01Millions
19:02Available for
19:03The budget
19:04To compensate
19:05Right now
19:06We need to
19:06Finance it
19:07From the
19:07Budget
19:08And that
19:09Would actually
19:09Be with an
19:10Extract
19:10Okay
