02:22And that means that they should take a comprehensive approach, not simply deal with problems as they're brought before the

02:32There are real people who are really suffering.
02:36There are real people who would love to stay in Hong Kong, or come to Hong Kong, or do bigger
02:43and better things for Hong Kong, in Hong Kong.
02:46But they're not doing it, or it's costing them more money, more time, more effort.
02:51And other jurisdictions benefit, and Hong Kong does not benefit.
