00:11Sir, with your permission, I rise to move that the bill further to amend the Payment
00:20and Settlement Systems Act 2007 and the Income Tax Act 2025 and to amend the Finance Act
00:292026, as passed by the Lok Sabha, be taken into consideration.
00:37Or later on? Okay, so motion moved, honorable members, the statutory resolution and motion
00:45for consideration of the bills are now open for discussion. I now call upon the members whose
00:53names have been received for participation in the discussion. Sir,
00:59Sir, my party YSRCP and my leader Jagan Mohan Reddy joins me in supporting this bill,
01:06wholeheartedly. There are two or three issues this bill seeks to achieve, Sir. So, we want to support
01:11the government. There is a concern that lot of members have addressed about the UPI payments and
01:16they becoming chargeable. We take comfort that the government has clarified that there will be no UPI
01:21burden on the consumers. If steps are taken effectively, that should, I think, harbour any,
01:27I am sorry, sorry, Sir. It could take away any such concerns. Sir, I compliment the government that
01:35they are having a long term manufacturing policy with regard to providing that for 40 years,
01:42they will be having a particular mechanism in place. Sir, I may differ with some of the other
01:48members with regard to the requirement of foreign investment in India. India cannot progress without
01:53foreign investment. We need to do everything that is necessary for the purpose of bringing in
01:58foreign investment. I would therefore urge the government to take further steps, Sir, for the
02:02purpose of ensuring that any obstacles are removed because as and when the foreign investors would
02:08again start looking at India more positively and aggressively, we should have the rails for ensuring
02:14that these investments come in seamlessly. Thank you, Sir.
