02:13When the IDF began to finally use their firepower and military to engage Hamas
02:18in southern Israel, did they exclusively target enemy militants?

02:25To understand what the Israeli military did to their own civilians on October 7th,
02:30you have to understand the political aspirations of Hamas
02:33and what the goal of taking hostages is.

02:36There are over 10,000 Palestinians in Israeli jails,
02:403,000 of whom have not been to trial or charged with a crime.
02:44When militant groups manage to capture Israeli civilians or soldiers,
02:47it gives them leverage to force a prisoner swap
02:49and to get some of their people out of Israeli prison.
02:52For example, in 1986, Hamas managed to kidnap three Israeli soldiers
02:57and bring them into Gaza.
02:58They demanded 1,150 Palestinian prisoners in return for those three soldiers.

03:08to prevent future kidnappings.
03:10It was called the Hannibal Directive.

03:18rather than allow himself to be captured alive by the Romans.
03:21Back in 2003, again, strangely enough, October 7th, 2003,
03:26three Israeli soldiers were taken hostage and brought into Lebanon.

03:31IDF attacked helicopters fired indiscriminately on 26 vehicles,
03:36thus ensuring the death of their own soldiers
03:38and therefore robbing Lebanese militants of the ability
03:41to demand Israel make concessions.
03:44Again, that report was from two years ago.
03:48So now you know, the Hannibal Directive dictates that
03:51if an Israeli soldier or citizen is on the verge of being captured
03:55or taken hostage, or if they are captured by enemy forces,
03:58the military's priority is to neutralize the kidnapping at all costs,
04:04even if it means killing any and all Israeli hostages
04:07alongside their captors.
04:09It's meant to prevent enemy factions from gaining leverage
04:13in future prisoner exchange negotiations.
04:16On October 7th, we not only saw the Hannibal Directive inaction,
04:20we saw something that a former Israeli official called at the time

04:26Now, the Israeli government claims that they officially canceled this directive
04:30in 2016 because they deemed it was too brutal, too unethical.

05:25It cannot vaporize a row of sedans.

05:30It does not possess the capability to turn an entire highway
05:33into a graveyard of melted steel.
05:37You know what can do that, though?
05:39Hellfire missiles.
05:40Auto cannons.
05:41The type of heavy weapons deployed by Israeli Apache helicopters.

05:51Israel would not do this to its own people.
05:54And yet this new documentary footage confirms
05:57that the orders were caught on video,
