01:06madam I rise to support this bill to reform our examination system in our
01:13country madam I'd like to talk about the examination itself example neat exam neat
01:23exam was introduced about 15 years ago during the Congress period saying that
01:31the reason why they bought in neat was one no no no not me not me not me after
01:37that I didn't I didn't I didn't allow need to come I didn't allow madam the two
01:45reasons given at the time when need was introduced was to prevent
01:50commercialization of medical education and to to bring in quality doctors into
01:56the medical system madam one decade later today both the reasons are defeated
02:04neat exam is the most commercial exam in the country where nearly 1.5 lakh
02:11crores of business has been done every single year you have coaching centers all
02:16over the country not only in big metros but even in small towns I kindly request the
02:23government to abolish all the neat coaching centers in the country immediately and
02:31second madam I know of a student who had got 590 marks out of 720 in need he
02:37couldn't join MBBS because his father is a farmer he couldn't pay five lakh fees
02:43because he had got a seat in a private college in a government quota I also know
02:48a student who had got only 110 marks out of 720 but he's studying MBBS because his
02:55father could pay 27 lakh rupees fees a year and so whether where does the quality of
03:03need exam happen here 110 mark out of 720 is about 15 percentile last year madam during the need PG
03:13exams the
03:15quality qualification to get an MD or an MS was zero zero percentile students who are
03:23got zero percentile were admitted to MD and MS and these are going to become our
03:28pediatricians or surgeons or cardiologists so the entire system needs to be
03:35resurrected needs to be I mean avoid it because we don't have a vibrant system
03:40madam earlier our education or used to be knowledge-based India is the land of
03:48Nalanda University which has been dispersing knowledge worldwide but our
03:53education unfortunately has turned from a knowledge base to a need-based or an exam
03:59based or a G based I know about a parent who proudly says that his six standard son
04:06is going for G coaching class so these students are put into a exam mode they
04:14don't play they don't have any activities and they just keep mugging up for the
04:19exams to do well in the exams so all our education is focused only on exam system
04:25and these students so getting to MBBS they study biology physics chemistry they
04:31don't know geography they don't know history they don't know our languages all
04:35that so they're just only on that madam coming back during the emergency lots of
04:41wrong was being done to a country one of the wrong was to bring education from the
04:47state list to a concurrent list I kindly request the government to undo the wrong
04:52during the emergency bring back education from the concurrent list to the
04:56state list so the states have their priorities their policies and they can do
05:01what they are what the requirement is they can go accordingly madam coming back to
05:07NEET exam it is very unfortunate that last 10 years more than 500 of our
05:13children killed themselves committed suicide we have a system of exam where
05:18children young innocent children 15 16 17 year old are killing themselves so where
05:26are we going in this country we have a and we have to introspect the system we
05:32can't these children are the future of our country and they couldn't take the
05:38situation of the exams and so I think madam we need to I mean abolish NEET for now at least
05:47for the next few years and then we prepare a system so our children could study well could have more
05:54confidence in our system and this is something some of the reforms which we have to do it I kindly
06:02request the government to look into it I support this bill we need to reform our examination system but also
06:08we need to
06:08reform our education system so that our children are free to choose whatever they
