00:00Benjamin Netanyahu is a war criminal,
00:02the architect of a horrific genocide against the Palestinian people.
00:05He is responsible for the killing of more than 73,000 people,
00:10for the maiming of tens of thousands of children,
00:13as those who survive undergo amputation without anesthesia,
00:17for the targeting of neonatal hospitals and maternity care centers,
00:21denying newborns even the chance to live,
00:24for the countless people he starved as he blocked food and humanitarian aid from reaching them,
00:28for the gunning down of hundreds of aid workers and journalists.
00:32And just last month, the UN confirmed that Palestinian children continue
00:36to be deliberately targeted and killed by Israeli armed forces,
00:40more than eight months after the so-called ceasefire.
00:43The list goes on and on.
00:45All as we, as Americans, pay for the bombs that do the killing.
00:49There is a reason the International Criminal Court issued a warrant for his arrest.
00:53As human beings, we have spent generations building a shared understanding
00:57that there are crimes so grave they offend all of humanity.
01:01Anyone, with their eyes, with their heart, with their conscience,
01:06should recognize the devastation he has wrought
01:08and understand that he belongs before a court of law.
01:12As I've said, I agree with the ICC,
01:14that Benjamin Netanyahu should be arrested and tried for his crimes,
01:18as I do for anyone else charged by the ICC.
01:21My administration has reviewed every avenue available under applicable law
01:26to determine whether New York City could execute the International Criminal Court's arrest warrant
01:31if Benjamin Netanyahu came here.
01:33It is clear that we do not have the independent legal authority to enforce this warrant.
01:37The federal government, however, does,
01:39and I call on them to join the ICC and execute this warrant.
01:43And I want to be equally clear.
01:45Benjamin Netanyahu is not welcome in New York City,
01:48nor is any other war criminal at large.
01:50While we cannot end the genocide on our own,
01:52we can decide whether our silence will become another weapon,
01:56and we can examine every tool we have
01:58to defend the humanity and dignity of all people.
