00:05The worst of the worst.
00:07That's who we're going after.
00:08He said it over and over and over again.
00:11Mr. President, roughly a year ago, President Trump made good on his mass deportation now
00:18promise.
00:19It was a campaign pledge when he unleashed ICE into cities across the country to carry
00:26out his brutal immigration crackdown.
00:30In its wake, including in the city of Chicago, the so-called worst of the worst.
00:36Remember?
00:37The President said he was going after those who were rapists, murderers, terrorists, criminally
00:43insane, and predators.
00:45The worst of the worst.
00:47That's who we're going after.
00:48He said it over and over and over again.
00:52It turns out the worst of the worst didn't fit in that category at all.
00:58Who were they?
01:00Some were U.S. citizens, legal residents, and people with no prior criminal history whatsoever.
01:08None.
01:10And the administration brutally carried out this political theater by deploying military-grade
01:16weapons and using overwhelming displays of force that left communities and our country
01:23on edge.
01:24I saw it firsthand in the city of Chicago.
01:28Operation Midway Blitz.
01:31In our Hispanic neighborhoods, people were afraid to come out to go to church.
01:36Afraid to send their kids to school.
01:39Were these criminals who were harboring their children from going to school?
01:42Hardly.
01:44There were people who worked in common jobs every single day, who stood next to you in
01:50the line in the grocery store, and who was with you in the pew at church on Sunday.
01:57Worst of the worst didn't hold up at all.
02:02At its peak, tensions boiled over with the killings of two American citizens at that time.
02:08We saw them in real time and videotape.
02:11Renee Good and Alex Preddy in Minnesota.
02:16After the public outcry, these ICE raids were quietly scaled back by the Trump administration
02:23and Stephen Miller.
02:24But now, Stephen Miller, the President's domestic advisor, and Secretary of the Department of
02:31Homeland Security, Mullen, are quietly resuming these efforts.
02:36With immigration arrests surging this month to the highest levels in this administration.
02:43I assume they felt that America just wouldn't notice if they went back in business.
02:47But we have.
02:50In the last two weeks, two fatal shootings by ICE agents in Texas and Maine have thrust this
02:56government's tactics back into the spotlight.
02:59Earlier this month, ICE shot and killed Lorenzo Salgado Arroyo during a traffic stop in Houston.
03:07Mr. Arroyo had lived in the country for more than 30 years and was not the intended target
03:13of the operation.
03:15He is survived by his children who were U.S. citizens.
03:21Instead of investigating the ICE agents detained and the witnesses around the scene, the Harris
03:28County District Attorney has said these witnesses are critical to the investigation, but they've
03:33been detained by the ICE agents.
03:36And last week, Joan Sebastian Guerrero was also shot and killed while in his vehicle in Maine.
03:48He is survived by his wife and their three-year-old daughter, who will now grow up without a father.
03:56The ICE agent who fatally shot Mr. Guerrero was hired by the Trump administration despite
04:02the fact that he has a long history of domestic violence, abuse, and mental health issues.
04:09Yes, a man with long history of mental abuse and domestic violence was hired as an ICE agent,
04:16given a gun and a mask.
04:20It's not clear whether ICE simply failed to vet him or identified these issues and ignored
04:26them.
04:28DHS quickly rushed to claim that both shootings were justified without any body-worn camera
04:34footage or any serious investigation.
04:37You know, it's interesting, this agency, which is actively trying to arrest, detain, and deport
04:43thousands of people, meaning quotas set by Stephen Miller each day.
04:48The agents involved in this are not like your hometown police.
04:52They're not like your state police either.
04:54We know that their background checks are obviously very weak.
04:58The training is limited.
05:00We also know that when they're on the job, on the clock, they're wearing masks.
05:10When's the last time your local police wore masks in your hometown?
05:14How about your state troopers when they pull you over on the highway?
05:17Are they wearing masks?
05:19Of course not.
05:21But this is insisted on because these ICE agents are so notorious.
05:27These fatalities I've talked about could have been avoided.
05:30These people could be alive today.
05:33After the killings of Renee Goode and Alex Preddy, we tried time and again to get our Republican
05:40colleagues to sit down and agree just on some basics.
05:44Without a search warrant or arrest warrant, a person posing to be a policeman should not be
05:50crashing down the door of your home.
05:53That's pretty basic, isn't it?
05:55If there's a warrant or extraordinary circumstances, it's one thing.
06:00But the ICE agents crash down the door of people that they suspect might be in the United States undocumented.
06:08Many times they're just plain wrong.
06:10Sometimes those homeowners turn out to be U.S. citizens.
06:14And yet when we sit down and say that should be basic in America, shouldn't it?
06:19If someone's going to invade my home with my wife and my kids or grandkids there, for goodness sakes they
06:25ought to have at least the color of law behind them.
06:28The support of the court behind them.
06:30Not ICE agents.
06:33Empowering a note.
06:33In every instance we've tried to make these changes, simple, common sense law enforcement
06:38changes, the Republicans said no.
06:41Instead the administration has lurched in the opposite direction.
06:46Enabling these abuses to continue.
06:49On the heels of these back-to-back killings, which I have described, ICE temporarily paused traffic stops.
06:56But President Trump quickly took to social media to personally reverse that decision.
07:03The President said, quote, the men and women of ICE are doing a great job, despite the recent reports of
07:10the killings.
07:11And we cannot give up one of ICE's most important and effective crime-fighting tools, the President said, the traffic
07:18stop.
07:20Being pulled over and shot in your car has to be part of the strategy of ICE, according to the
07:28President.
07:29Traffic stops have been among the deadliest tactics during this President's mass raids, but apparently he doesn't care.
07:36And according to the New York Times just yesterday, the FBI has informed its agents around the country that the
07:45FBI would no longer investigate alleged assaults by immigration agents.
07:52Why is that important? I'll tell you.
07:54This change will sharply limit law enforcement scrutiny of ICE agents.
07:59For years, the Department of Justice's involvement in officer-involved shootings has provided an independent set of eyes and often
08:06uncovered crucial facts,
08:08including misconduct by federal officers, misconduct that has been evident in recent cases.
08:15The Department of Homeland Security's Office of Inspector General has at least agreed to investigate the use of excessive force
08:24by ICE agents.
08:25But it is unacceptable that the government's top law enforcement agency, the FBI, has reportedly chosen to ignore its mission
08:33to enforce the law and instead does the White House bidding.
08:39At a time when the American people are demanding more transparency and answers, the administration gives us less.
08:45We mourn the loss of these beloved community members and Senate Democrats who will continue to call for an end
08:53to these fatal raids.
