00:19fundamentally changes the character of warfare in geopolitics.
00:23Many of the participants in today's forum
00:25understand that drones are basically like flying computers.
00:29They require advanced chips for navigation, communications, and autonomy.
00:33They integrate artificial intelligence and end-use technology
00:36to push the boundaries of defensive front lines
00:38and replace infantry on the kill zone.
00:40They require precision-manufactured airframes, motors, and sensors.
00:45Taiwan excels at all of these
00:48as we have seen from the dramatic surge of exports of drone components
00:51to countries like Poland and Czechia.
00:54I am absolutely convinced that Taiwan's drone industry
00:56can be for the island's next generation
00:58what Semiconductors was for the previous one.
01:01A sector where Taiwan's unique contributions
01:04combination of talent, infrastructure, and ecosystems
01:08create a durable, world-leading competitive advantage.
01:12But this will not happen automatically.
01:14Just as with Semiconductors 40 years ago
01:16it requires deliberate investment in R&D, in manufacturing capacity,
01:21in workforce development, and in the regulatory and certification frameworks
01:26that are required to access global markets.
01:30This extends beyond the aerial drones to uncrewed surface vessels or USBs,
01:35the maritime equivalent, and an increasingly critical technology
01:38for both the commercial and defense applications across the Indo-Pacific.
01:43Taiwan's combination of shipbuilding heritage, marine technology expertise,
01:48and world-leading electronics manufacturing position it uniquely
01:52to become a leader in USB development and production.
01:56The leaders in this room have a shared responsibility
01:58to make the needed investment,and to make them now,
02:02while the window of opportunity is wide open.
02:04They're also coming to establish partnerships
02:06that would attract Taiwanese investment in drone manufacturing
02:09to the United States,because this partnership goes in both directions.
02:13The United States actively welcomes Taiwan's investment
02:16on American soils,in factories,in facilities,and joint ventures
02:21with American defense and technology companies.
02:23When Taiwan invests in the United States
02:25it strengthens America's production capacity,creates American jobs,
02:29and deepens the integration of our two economies
02:31in exactly the sector that matter most for our security
02:34and the security of the democratic world.
02:36for Taiwan drone companies,America also offers nearly unlimited opportunity
02:42for testing in ideal airspace and electromagnetic conditions.
