04:56I think that's a good plan
04:58but if we don't manage
05:01to be in time
05:02we should give ourselves
05:04a bit more time, it's better
05:06than to have no budget at all
05:11Andreas Bovenschulter there
05:12speaking to our Angela Skudgens
05:14and listening to that statement with me here
05:16in the studio is the Deputy Prime Minister
05:18of Bulgaria, Tanis Bekinov
05:20who's in Brussels today for those very
05:22budget talks, welcome to Brussels
05:24and welcome to Europe Today
05:25first question about that long term budget
05:28is a compromise feasible?
05:30Good morning and thank you for the invitation
05:32we are at a crucial point for Europe
05:34we have to decide the budget
05:36that will also decide our future
05:38and we have to address the issues
05:40at hand, we are in a very tense
05:42geopolitical situation, changing
05:44circumstances, changing technologies
05:46so Europe has to do more, has to do better
05:48on competitiveness, but it also has
05:50to retain its traditional
05:52policies, cohesion policy for us
05:54is a traditional, important
05:56and very beneficial EU policy
05:58and for Bulgaria as well as
06:00the member states which are part of our group
06:02of countries, friends of cohesion
06:04it is important that no further
06:06cuts are done to cohesion policy
06:08but that's where it's going to get tricky
06:09we've already heard the German Chancellor
06:10he wants to cut 400 billion euros
06:12from the budget
06:13calling the current proposal
06:15impossible
06:15and cap and cohesion funds
06:17they feel like something of the past
06:18the future is all about defence
06:20we hear these concerns
06:22by our partners of course
06:23but let me say clearly
06:24cohesion policy is not a gift
06:26from some member states to others
06:27it is an investment
06:28in a functioning single market
06:30it makes the infrastructure
06:31that then enables firms
06:33across Europe to extend
06:35to get new markets
06:36to get new consumers
06:37it also creates new opportunities
06:39for European industries
06:40in Bulgaria
06:41many of the vendors
06:42for very important projects
06:44for goods and services
06:45high quality projects
06:46have enabled also European industries
06:48to deliver these projects
06:50so Bulgarian citizens receive
06:52the extension of the subway
06:54one of the most popular projects
06:56European funded projects in Bulgaria
06:57delivered also by a lot of European companies
07:00but Bulgaria of course is a small country
07:02you receive more as well
07:03from the kitty than you contribute
07:05so is your voice even heard
07:07in a debate like this?
07:08we believe that
07:10how we organise
07:11in the Friends of Cohesion
07:12will make it feasible
07:13that we make our voice
07:15very clear and loud
07:17in this discussion
07:18it is an important discussion
07:19because it will enable
07:21either Europe to thrive
07:22or it will lead us
07:24to a situation
07:25where maybe we are already at
07:26with a competitiveness lag
07:27towards some of the other member states
07:29and the two goals
07:30competitiveness and cohesion
07:32they don't go against each other
07:34you have to have excellence
07:35in Europe
07:36this is what we are going to talk about
07:37today also at the budget conference
07:39but this excellence
07:40cannot be focused
07:41in one or two places
07:42it has to be equally distributed
07:43across Europe
07:44and this budget battle
07:45could take months
07:46it could go into next year
07:48will they find a deal
07:48by the end of this year though
07:49ahead of the next year
07:51with all those elections
07:52taking place?
07:52it will take months
07:53it will be hard negotiations
07:55there is no doubt about it
07:56of course it is better
07:57to reach a solution fast
07:58we would like also
07:59to start planning
08:00how all these funds
08:01will be used
08:02then next year
08:02so it will be beneficial
08:04for everybody
08:04if we find a solution
08:05this year
08:06and Bulgarians joined
08:07the Eurozone
08:07back in January
08:08reluctantly
08:09I remember the protests
08:10how is the economy
08:11doing now?
08:12in the longer term
08:13the Euro will bring
08:14benefits to Bulgaria
08:15strengthened credit worthiness
08:18and strengthened credit ratings
08:20more trust in our country
08:22on financial markets
08:23in the short run
08:23however
08:24there have been some
08:25I would say
08:26pressures
08:26pressures on the inflation side
08:28unfortunately
08:28with the start of the war
08:30in Iran
08:31this also contributed
08:32one could say
08:33that some firms
08:34coordinated
08:35and increased their prices
08:36this is something
08:37we are worried about
08:38inflation in April and May
08:39was double
08:40the Euro area
08:41average
08:42which is very concerning
08:43and concerning for citizens
08:44so on that
08:45we have taken first steps
08:46once we stepped
08:48into office
08:48in May
08:49to strengthen the regulators
08:50to see if there were
08:51some malpractices
08:52on side of some firms
08:54in some sectors
08:55because we don't want
08:56the Euro adoption
08:57to weaken
08:58our price competitiveness
08:59we see that
09:00for example
09:00in some sectors
09:01these price increases
09:02of course
09:02then they can transmit
09:04lower demand
09:05so on this
09:06there are some concerns
09:07the deficit
09:07has also increased
09:09there have been
09:09some capital expenditures
09:11that have been delayed
09:12in recent years
09:13they have to be done
09:14this year
09:14so that we
09:16address this issue
09:17we are also taking steps
09:19to further implement
09:20and finalize
09:21the recovery plan
09:22this is my portfolio
09:23the Bulgarian National Recovery
09:25and Resilience Plan
09:25something that was
09:27lagging
09:28because of the
09:28political instability
09:29we managed to unlock
09:30the fourth payment
09:31after a visit
09:33that we had
09:33with President von der Leyen
09:34and delivering
09:35on the important rule
09:36of low milestones
09:37that were expected
09:38for Bulgaria
09:39for many years
09:39okay Deputy Prime Minister
09:41thank you so much
09:41for joining us here
09:42this morning
09:42on Europe Today
09:44now Ireland
09:45has officially
09:46taken over
09:46the rotating presidency
09:47of the Council
09:48of the EU
09:49in a ceremony
09:49at Dublin Castle
09:50that included
09:51a special guest
09:52Ukraine's President
09:53Volodymyr Zelensky
09:54our political reporter
09:55Jorge Lebradero
09:56is in Dublin
09:57and sent us
09:58this report
10:00accession dominated
10:01the first day
10:01of the Irish presidency
10:02of the EU Council
10:04Volodymyr Zelensky
10:05himself
10:05flew to Dublin
10:07to attend
10:07the opening ceremony
10:08and make the case
10:10for his country's
10:11application
10:11we remember
10:12that last month
10:13Ukraine and Moldova
10:14finally opened
10:15the first cluster
10:16of negotiations
10:17after a very long wait
10:19now Zelensky says
10:20he wants to open
10:21the five remaining clusters
10:22as soon as possible
10:23but there are
10:24two obstacles
10:25in his way
10:26first Hungary
10:27Prime Minister
10:28Peter Magyar
10:29is raising
10:30fresh concerns
10:31about Ukraine's
10:32accession
10:32and the pace
10:33of negotiations
10:34so as a result
10:35things are already
10:36slowing down
10:37in Brussels
10:37then we have Poland
10:39Zelensky is currently
10:40embroiled
10:41in a bitter dispute
10:42with Poland
10:43over his decision
10:44to name a military unit
10:45after the Ukrainian
10:46insurgent army
10:47Poland says
10:48his decision
10:49is so controversial
10:50that it could lead
10:51to the bloc
10:52of Ukraine's
10:53succession
10:53can Zelensky
10:55handle two vitals
10:56at the same time
10:56this was my question
10:57to him during
10:58the press conference
10:59take a listen
11:00at his rather
11:01conciliatory response
11:03even with some
11:04difficulties
11:04with urban
11:05government
11:07we did
11:08everything
11:09so I hope
11:10that Peter Magyar
11:12will support
11:13and I hope
11:14that also
11:15Poland
11:16government
11:16will support
11:17I think
11:18it's important
11:19when
11:20we all
11:21have rules
11:22not
11:23I mean
11:23it's just
11:24you know
11:24political emotions
11:25we are neighbors
11:26and I'm sure
11:28of course
11:28we had
11:28difficulties
11:29in our history
11:30but you know
11:31all the
11:31I mean
11:32mostly countries
11:33in Europe
11:33had difficulties
11:35in the past
11:36but we live
11:38now
11:38now we have
11:39one aggressor
11:40now we have
11:41unanimity
11:42and we are
11:43defending EU
11:44and we have
11:45to think
11:45about security
11:46for our
11:47people
11:49for the future
11:52Ukraine's
11:53President
11:53Zelensky
11:54there
11:54answering a
11:54question
