00:00On Sunday I was in London.
00:01My phone rang at about 9.30 at night
00:04and it was President Trump
00:06from the White House residence.
00:08This is his 80th birthday
00:09and he was in clearly a good mood,
00:12a celebratory mood.
00:14The Iranians and the United States
00:16were right on the verge
00:17of electronically signing an agreement
00:20opening up the Strait of Hormuz
00:22and ending the American blockade
00:24on Iranian ports.
00:26We haven't yet seen the full text in it.
00:29But let's remember,
00:30the Strait's closing was not a cause of the war.
00:34It was a result of the war.
00:36So all this does is bring us back
00:39to where we were.
00:41What the second and I think
00:42far more important agreement will be about
00:46is starting off a negotiation
00:48on the nuclear program.
00:50Now the President wanted to talk about
00:52the four pillars of the nuclear program
00:54that will be addressed
00:56in this follow-on negotiation.
00:58The most important one
01:00is the disposal of Iran's
01:0311 tons or so of nuclear material,
01:07including a half a ton
01:08that is enriched to nearly bomb-grade levels.
01:12We talked a little bit about
01:13a moratorium on future enrichment
01:15and a bit about the dismantlement
01:18of nuclear facilities,
01:20though he didn't go into any detail
01:22about whether he was going to insist
01:24that Iran give up all of its facilities.
01:26And we talked about inspections,
01:29what he called policing of any site
01:31in the country that the U.S. deemed necessary.
01:34When I asked him how he would react
01:37if the Iranians just dragged out
01:39this next set of negotiations,
01:41tried to run it to the end of his presidency,
01:43he said, well, of course,
01:44he could always restart military action.
01:46But he also said
01:48if the Iranians don't do this,
01:50then the United States,
01:52acting as something of a mercenary force,
01:54would come in and patrol
01:56the Middle East,
01:58but only in return
01:59for 20% of all of the revenues
02:03of the entire Gulf region.
02:05This would be a very different use
02:07of American power.
02:09This is a very different use of American power.
