01:06blaze, while decisions will be made on whether any charges will be bought before next year's 10th anniversary.
01:13Potential offences under consideration include corporate gross negligence, manslaughter, fraud, health and safety breaches and misconduct in public office.
01:23The blaze in June 2017 was found by a public inquiry to have been avoidable.
