00:00Hello, everyone. Thanks for being here. I'm Sergeant Muhammad Ali Nasser. I'm the public

00:06information officer for the Toledo Police Department. I'm going to go ahead and introduce

00:11our Deputy Chief, Joseph Heffernan, to give you guys a quick update on what's going on.

00:17Sir.

00:19Thanks, Mo. Thanks, everybody, for coming out today. We had some unfortunate incident

00:24happened here in Toledo. At about 5.37 p.m., we got a report of some shots fired near our

00:32Old West End Festival, which is a festival we have every year. Officers were quick to respond.

00:39They were right there when the shots were coming out. It appears as though there was at least

00:45two shooters. I think they were probably shooting at each other. And what ended up happening was

00:5412 people were struck with bullets. That's what we have right now. Two of them critical.

01:04We're processing the scene. We do have some evidence, and we're following up on some leads.

01:11It's pretty active right now as far as the investigative part of this goes. The scene itself

01:18is secured. As a matter of fact, I think we're just about breaking down the scene right now

01:23as far as the initial processing. Does anybody have any questions?

01:30Do we have suspects in custody?

01:33No suspects in custody right now. We're still very early in the investigative process.

01:39Do you have persons of interest that you're looking for specifically?

01:41I might turn this over to our investigative lieutenant, Lieutenant Dan Gerken. He can probably answer

01:48some of those more specific questions as far as the investigation goes.

01:53Yeah, as the deputy chief said, it's real early in the investigation, right? So it's been three

01:59hours. We're talking to multiple people, including victims, witnesses, reviewing camera footage.

02:08We're doing a whole lot of stuff, but I can't sit here and tell you everything that we have

02:13or what we're going to have because I don't know what we're going to have, all right? So we're way

02:18early in this for the questions about what we have or who we want caught, all right? I'm going to

02:25tell

02:25you I'm feeling good about where we're at right now, but we're going to need the community's help when the

02:30time

02:31comes. A bunch of people were out there that could probably help us with our investigation. We'll take

02:38all the information there is, all right? But as far as who we're looking for or what we've collected

02:44and all that so far, that's for another time, all right? The main thing is here is if you have

02:50information, you send it to the police department so we can follow up on it. So nothing in terms of

02:55a general

02:55description or anything like that? No, not as of yet, no. Of the 12 people per, either one of the

03:02gunmen

03:02by chance? At this moment, I don't believe so. At least that information hasn't been relayed to me.

03:09Uh, I think I would know that at this point, but right now I don't believe so.

03:19You know, uh, I've been around the police department. We all have for a long time within the city.

03:25Uh, as far as violence, this is, this is over the top, right? So, so 12 people being shot. That's

03:32the

03:32most, uh, I've, I've, I've been to a scene. I've been to a lot of scenes, but this is, this

03:37is way over

03:38the top. And I know it's still early, but do you have any age ranges of the victims? Um,

03:44I'm going to tell you the oldest person I talked to was 61. The youngest one I talked to was

03:4814.

03:51Do you think a lot of them are teenagers in that 14?

03:54As far as who were shot? Uh, I'm going to tell you that that was pretty young. I want to

04:01tell you

04:01most everybody, uh, the, the multiple people that I talked to, I would say, if you want an average,

04:07I'd say early twenties. And they started shooting like around the crowd, like in the thick of the crowd.

04:12Yeah. I, again, we are at the mercy of the evidence and the video that we're collecting.

04:19So we're going to try to be able to figure that out and we'll be able to tell you once

04:22we review

04:23all that. We collected it a couple hours ago. We got people going through it. I can't really tell

04:28you exactly where everybody is. There'll be a time for that. And just for accuracy,

04:33you said the oldest was 61. Correct. You seem, you seem relatively positive. How,

04:39how, um, what do you, what do you mean? I thought, I thought I, I, I, I'm feeling good where

04:45we're at

04:45as far as what we've collected so far and by detectives and sergeants and, and the other people

04:51that, uh, police department are doing their jobs. So, so yeah, I'm, I'm, I'm confident are you

04:57that you'll be able to apprehend these two? Well, I betcha if I get, we get help from the community,

05:02it'll be hopefully sooner than later. But again, it's been three hours.

05:08So you're asking for, I'm guessing video and video information, uh, talk to your kids.

05:13There's kids out there that probably know more than all of us standing here, right? So if they can

05:18help us, uh, help us out, that'd be great. What security measures were in place prior to the shooting

05:24happening? Way past my, I can talk about that. Okay. Yeah. Uh, we had extra officers, uh, on duty

05:32today for the festival. Plus there was a large contingency of off duty officers that were working

05:38for the festival itself. Uh, we had our, uh, mobile, uh, security cameras are right into our real time

05:47crime center, uh, active. So there is a lot of evidence. Uh, it's just a matter of going through a

05:53lot of that evidence. Um, and we, and we, it happened very quickly. Um, but it also stopped

06:01pretty quickly as there was a lot of officers that were right there.

06:06And just from officials, you know, being that this was supposed to be a day of

06:10deflation fund to be spoiled by someone like this.

06:15Well, yeah, you know, it's just a shame, you know, when you, a few people, uh, for whatever

06:23reasons, uh, going through their head, decided to, uh, disrupt something that has been a beloved

06:32community event for many, many, many years, uh, we had the security in place just so that we,

06:42something like this wouldn't happen. And unfortunately best laid plans that happened

06:46anyway. Uh, but those are things that we have to kind of do when we're going to dissect what

06:53happened and, uh, uh, who was responsible and, and certainly the motives are going to be one of

06:59them. You know, why would somebody do something like this? It's just, uh, it's horrible.

07:05And summer's just getting started. Is there anything you want to say to people who may come

07:09to different events and not the right intentions?

07:12Well, I would say that I think everybody has to treat people like they would like to be treated.

07:20Uh, and if we have some people out there, some, uh, groups of young people that are, um, thinking

07:32that this is exciting, uh, it's not, uh, this is a perfect example, you know, uh, of how when bullets

07:42start flying, they can go anywhere, they can strike anybody. So I know that we're going to be out there

07:49this, we've already made some plans to do some community outreach, especially, uh, with the

07:56juveniles in, in this, uh, city to do some more community policing and, uh, outreach to them about

08:06violence and the consequences of violence like this. Uh, so at, uh, who's next, uh, councilman?

08:16Yeah, we're going to run it. Uh, at this, at this time, we'll introduce safety director George

08:23Kral, the city of Toledo. Thank you, Sergeant. Um, I am George Kral. I'm the director of public safety

08:32for the city and former police chief here. Um, I'm representing mayor Kepsiekevich who is out of

08:37town right now. Uh, I'm going to echo what Lieutenant Gerken and, and deputy chief Heffernan was saying

08:44regarding the need for public input. There were several hundred people there tonight and everybody

08:52has one of these. I know in my heart that footage is out there. So I am imploring

09:02uh, my fellow Toledoans to look through your cell phone video and reach out to TPD

09:10and help them catch the people who did this. This is one of the most iconic festivals in Toledo.

09:19And it's a shame that something like this had to ruin it. So please, uh, I know there's information

09:27out there. Please help us help you.

09:41We have mechanisms in place to make sure that those people are safe. We have Crime Stopper that

09:46is completely anonymous. Uh, I challenge anyone who resides in this city that does not have a friend

09:56who is a Toledo police officer and can reach out and have those one-on-one conversations.

10:01If someone is worried about their personal safety, we can take care of that.

10:06And sorry if this is a dumb question, but will the festival go on tomorrow?

10:10That is not a dumb question at all. Uh, we are in discussions with them right now.

10:15Um, we are going to talk with the festival, uh, leadership with our, with Toledo police's

10:22leadership. And, uh, I'm assuming that decision will be made later on tonight.

10:29All right. We have, um, Fire Chief Allison Armstrong with us here today or tonight. Um,

10:36did anybody have any questions maybe for her related to, um, this incident?

10:43Uh, yeah.

10:45Uh, I imagine it was your team that, that treated the wounded. Um, can you give us a range of

10:52wounds

10:53or injuries that you treated? Well, so everything is still being collected. I was on the scene. It

10:58was a large scene, over a dozen victims, uh, as the police stated. So I don't have that specific

11:04information, but I can tell you Fire and EMS crews responded immediately. They went into the scene once

11:08it was secured by Toledo police, began treating, triaging, and then working on plans to transport those

11:13patients. As you can imagine, it was a large festival area. Roads are closed and then people

11:18are leaving the scene, which makes it difficult for us to get our rigs in and out. So the, I

11:24also

11:24want to mention the Toledo police department helped us treat those patients. They applied tourniquets

11:28to some of them and to my best knowledge, four to five were considered critical and all the patients

11:34were off the scene within an hour, which is pretty impressive given the scope of things and the

11:39challenges that the crews faced. Give us a sense of the logistics you had to overcome

11:43to make that happen. It's very challenging because, because the festival was already in place,

11:49we had a lot of road closures to begin with. And then there's cars parked everywhere. There's

11:53people on golf carts, there's people walking. And so just the ingress and egress out of that area

11:59was very, very difficult. And then you had police coming in on top of that, closing more roads.

12:03So really that was our biggest challenge. Just for confirmation, you said more than a dozen. How

12:08many people were affected about this today? At least 13. But we're still collecting information.

12:15We're still getting numbers because we treated people on scene, but also sometimes people leave,

12:20they hop in cars or they get a ride to the hospital. So I don't have those numbers. TPD would

12:23have the

12:24exact numbers. You've got to be proud of the response of your officers. I'm very, very proud of the fire

12:31and

12:31rescue department. Like I said, to get 12, 13, 14 patients off scene in conditions like that in an

12:38hour is impressive. They did an amazing job and kudos to Toledo police for securing and helping them get

12:44that done. Okay. At this time, I'm going to introduce Councilman John Hobbs with the city of Toledo.

12:54Councilman? Thank you all for being tonight. First of all, I'm extremely thankful for the response of our

13:04first responders, of our fire department, of our police department, of our detectives to move in an

13:11environment like they did today with the crowd and everything else was an amazing effort on everyone's

13:18part. I also want to say that what happened today is not a reflection of what our city is and

13:26what we stand

13:26for. And so we are hoping that as a community, we will come together and get this solved quickly. There

13:36has to be a tone set early on with summer just starting that this type of behavior will not be

13:44tolerated.

13:45And if anyone is thinking about doing something like this, the community is going to respond quickly

13:53to put an end to this type of behavior.

13:56So we need everyone that thought they saw something that had a phone out that may have been recording

14:04something else or looking to check back and please help the victims of this situation.

14:11If it were your mom or dad, brother, sister, son or daughter, you would want an immediate response

14:19and you would want there to be immediate penalties for what has taken place.

14:25So put yourself in the place of those families that are in those hospital rooms right now in the waiting

14:31areas. Put yourself in place of parents and seniors or children that might be watching parents suffer

14:42and ask what you would do to get resolved to this situation. This is the effort and the energy that

14:50is

14:50needed today right now. Help our detectives get this taken care of because we have to set a tone

14:59that this will not be tolerated anymore in our city at any event that is yet to come. There's so

15:06much

15:07planned this summer for our youth, for our concert series, for different things that we have taken

15:15place the Fourth of July. All of these our parades. We need to come out as a community and protect

15:23our

15:23own and make sure others understand we will come together and this will not be acceptable behavior

15:29for the rest of this summer, nor any time. Thank you. I just want to close it out with all
