00:07Presidente Rama, thank you so much for being with us on Euronews
00:11in this summit. A few months ago
00:13you wrote an op-ed with
00:15the Serbian president, Aleksandar Vojic
00:17in which you came up with some new
00:19concepts for enlargement. You said
00:21there's a way in which you can gradually
00:23enter the union, sit at the table
00:25not without the full package, but be at that table
00:27willing to give up fundamental
00:29rights of a member state. What do you expect
00:31from the summit? I don't know
00:34apparently there is
00:35a written document
00:37on the table, which is
00:39a French-German document
00:42You think
00:43they copied your idea? No, it's not
00:45about copying. First of all
00:46my idea was not
00:48something that came out
00:52like light
00:53in the sky because
00:56I am
00:57in this job since some time
00:59now. And I realized
01:01in the hard way sometimes
01:03that
01:05the old way
01:07will not work. So
01:09we need to find a different
01:12approach. But
01:13there is one
01:15piece of the puzzle missing yet
01:17which I called
01:19Helmut Kohl piece of the puzzle
01:22meaning
01:23politics first
01:25and then
01:26the rest
01:27follows.
01:29We should sit on the table
01:31around the table
01:32right away
01:32and
01:33each one
01:34has to
01:35make
01:36its own
01:37work
01:37merit base.
01:38It's a normal thing
01:39around the table.
01:41So
01:41let me
01:42give you an example
01:44Ursula von der Leyen
01:46with our leader
01:48and
01:49who
01:49in the same
01:50time
01:50is the one
01:52that has
01:53reengaged
01:54Europe
01:54with enlargement.
01:56You think that is her
01:58credit?
01:58She has really reengaged
01:59Europe?
02:00Yeah, because before her
02:01the previous one
02:02said there is no
02:03enlargement.
02:04So she has six
02:05kids.
02:06So the kids
02:06are around the
02:08table.
02:08And then
02:10they have to go
02:11through exams,
02:13they have to go
02:13through school,
02:14they have to go
02:14through this and that.
02:15So
02:16it's not them
02:17deciding
02:18anything
02:19around the
02:19table,
02:20but it's them
02:21staying on the
02:21table,
02:22it's them
02:22participating
02:23in the
02:24family life.
02:25What
02:26is missing
02:27here is
02:28exactly that.
02:29You cannot
02:29say to
02:30the kids
02:31you have
02:32to stay
02:33somewhere
02:34in the
02:35neighborhood
02:35and when
02:36you are
02:36ready,
02:37you will
02:37come in
02:37the
02:38family.
02:38No,
02:38you are
02:39in the
02:39family
02:39and the
02:40family will
02:41help you
02:41be ready.
02:42So
02:42no
02:44same,
02:45but
02:46all
02:46together.
02:47And in
02:47specifics that
02:48means what?
02:49That you get to
02:50participate in
02:50European councils,
02:51access to
02:52single market
02:53gradually,
02:53more business,
02:54more money,
02:54what does that mean?
02:55Yeah,
02:56it means
02:56everything that
02:56is written
02:58but
02:59around the
03:00table,
03:00not
03:01separated.
03:02So you're
03:02saying as
03:03Eddie Rama,
03:04this no longer
03:05works for me.
03:06A summit a
03:06year,
03:07this no longer
03:07works for me.
03:08for me it
03:10works even
03:10without this
03:11because I
03:13represent
03:13Albania.
03:15We are
03:16fanatics.
03:17We are not
03:17like the
03:18others.
03:18We are
03:19the
03:20fanatics
03:20of the
03:22EU faith.
03:23There are
03:23no fanatics
03:24anymore around.
03:25We are
03:25the fanatics.
03:26So whatever
03:27it takes,
03:28however it
03:28goes,
03:29we remain
03:31rooted in
03:32the EU faith.
03:33Do you
03:33understand?
03:34So for
03:34us,
03:35there is
03:36no plan B,
03:37there is
03:37no alternative,
03:38there is
03:38nothing.
03:39The point
03:39is how
03:41to make
03:41it work
03:42in a
03:43world that
03:43is not
03:44anymore
03:44the world
03:45of some
03:46years ago.
03:48European
03:48Union
03:49need to
03:50be
03:51united,
03:52united
03:53politically.
03:54Then the
03:55whole thing
03:56will follow
03:56and how
03:57all these
03:58mechanisms
03:58are good.
03:59Are you
04:00willing or
04:01ultimately
04:01this is your
04:01goal to put
04:02in a date,
04:03to put
04:03specific numbers
04:04because again
04:05for many
04:05this is
04:05completely
04:06vague.
04:06What does
04:07this mean
04:07in terms
04:08of specifics?
04:09What are
04:09deliverables
04:09that you
04:10walk out
04:10of here
04:10and you
04:11say to
04:11Albania
04:11as we
04:11accomplish
04:12something?
04:12First of
04:13all,
04:13what is
04:14to be
04:15saluted
04:15is that
04:16there is
04:17now a
04:18huge
04:18opening.
04:19So there
04:19is not
04:20anymore,
04:20no,
04:21no,
04:21no,
04:21it's
04:22open.
04:22You
04:23perceive
04:23that?
04:23Of course,
04:24it's very
04:25open and
04:25now it's
04:26about crafting
04:27it.
04:27But the
04:28question is
04:29it will
04:30be crafted
04:30by them
04:32only and
04:33will be
04:34still out
04:35or not.
04:36Let's take
04:37Serbia.
04:38Aleksandr
04:38Vucic can
04:40tell to the
04:40Serbs,
04:41I'll bring you
04:42to the EU.
04:43The Serbs
04:44will say you
04:45are a stupid
04:45person because
04:46they don't want
04:47us.
04:47If he tells
04:48to them,
04:49I am not
04:50gonna bring
04:51you to the
04:52EU,
04:52then a lot
04:53of complications
04:54start.
04:54What I mean
04:56by that
04:56is that
04:57all around
04:58the Balkans
04:59there are
05:00forces
05:00and there
05:01are third
05:02actors
05:02that are
05:02interested
05:03to push
05:04the narrative
05:04it will
05:05never happen,
05:05they will
05:06not take
05:06you in.
05:07But the
05:07commission
05:08will say
05:08in the case
05:09of Serbia
05:09it's not
05:10happening
05:10because of
05:11actions and
05:11decisions
05:12taken by the
05:12government.
05:13It's not
05:13external.
05:14I took it
05:14as an
05:15example.
05:15I'm
05:16saying
05:17that
05:18look at
05:19Moldova.
05:19You want
05:19Moldova?
05:20Okay,
05:20Maya Sando
05:21is telling
05:21the Moldovans
05:22come with
05:23me in
05:24Europe.
05:24It's not
05:25happening.
05:26The alternative
05:26is Russia.
05:27She resisted
05:27two elections.
05:28The third
05:29election
05:29maybe she
05:30will not
05:30resist anymore
05:30because the
05:31Russians can
05:31say,
05:32hey,
05:33are you
05:33crazy?
05:34It will
05:34never happen.
05:35So,
05:35no,
05:36look at
05:36Ukraine.
05:37Bring
05:37everyone
05:38around the
05:38table
05:39with
05:40the
05:41status
05:42they have
05:43each
05:43in this
05:45situation.
05:45Candidates
05:46negotiating
05:47the process
05:48should be
05:49merit-based
05:50because it
05:50helps the
05:51countries to
05:51improve.
05:52The merit-based
05:53process is not
05:54just for
05:55Europe.
05:55It's first and
05:56foremost for us
05:57going through
05:58the merit-based
05:58process.
05:59We strengthen
06:00our institutions.
06:01We build
06:02democratic
06:02states in
06:03countries that
06:04have missed
06:05it for a
06:06long time.
06:06This is the
06:07drill.
06:07And what is
06:09the risk?
06:09You feel me?
06:10I feel you.
06:10I feel it very
06:11much.
06:11You're very
06:11energetic about
06:12this.
06:13But what is
06:14the risk if
06:15this doesn't
06:16happen?
06:16Because we hear
06:17there is a
06:17security need.
06:18What is the
06:18risk that
06:19there's vinyls
06:19again in the
06:20Balkans?
06:20That there's
06:20interference from
06:21Russia?
06:22What is the
06:22risk?
06:23Listen, it's not
06:23about what is
06:24the risk in
06:25terms of...
06:26You talked
06:26about external
06:27forces.
06:27You talked
06:28about a
06:28negative
06:28message.
06:29What are
06:29the risks?
06:30It's not
06:30about the
06:30risk as
06:31something that
06:32will blow.
06:33It's about
06:33the corrosion
06:34of the trust in
06:39trust in you and
06:40the watering down
06:44of the faith in
06:46this family.
06:47So it's something
06:49that needs to be
06:50addressed politically
06:51and it's very
06:54important for you
06:55to close the
06:57political border and
06:59say, this is a
07:01family.
07:02You have no room
07:03here to spread lies
07:06and to fuel hatred
07:08against you and to
07:10tell the people it
07:11will never happen
07:12because they don't want
07:13you and blah, blah,
07:14blah.
07:14The counterpoint from
07:15EU citizens would be,
07:17however, we need to make
07:18sure that they are also
07:19ready to the extent that
07:20we need them.
07:21And that means serious
07:22reforms on judiciary,
07:23separation of powers,
07:24freedom of the media.
07:26Nobody wants another
07:27Hungary.
07:27That is the point.
07:28Nothing changes.
07:30This is very clear.
07:31Nothing changes in that
07:32regard.
07:33So you cannot have the
07:36final day of negotiations
07:37if you are not fit.
07:39You cannot have the
07:40treaty if you are not
07:41fit.
07:42You cannot have the
07:43approval of all the
07:44member states if you
07:46are not fit.
07:46But until then, you
07:48are around the table.
07:49You are part of the
07:49European Union.
07:50You understand?
07:51And that would be
07:51called what?
07:52Associated membership?
07:53A close membership?
07:54They will be called
07:55nothing.
07:56They will be United
07:57European Union.
07:58It is all together
08:00around the table.
08:01The grandfather, the
08:03grandmother, the
08:04parents, the kids.
08:05But how do you call
08:05that?
08:05Because you are not an
08:06EU country.
08:07How would you call
08:08that?
08:08You have to switch it.
08:09We have to change
08:11this.
08:12We have to become part
08:14of the European Union
08:17family now.
08:18And then the rest will
08:20follow like the kids,
08:22like the youngsters,
08:26have to step by step
08:28become a voice around
08:31the table.
08:31Have to have step by
08:33step part in the
08:35decision making of the
08:36family.
08:36But until then, they have
08:37to grow.
08:38They have to make the
08:39exams.
08:39They have to make
08:40everything.
08:40Are you encouraged by
08:42this Hungarian decision
08:43now on the cluster one?
08:45This is very technical
08:45again, but the symbol and
08:47the signal is that Ukraine
08:49will finally get moving.
08:50Moldova will also get moving.
08:52Does it change that Peter
08:54Magyar is at the table?
08:55I don't think this will be
08:56it's good, but I don't think
08:58this will be enough for the
08:59Ukrainians.
09:00It will never be enough.
09:02I don't think it will be
09:05it will be for Moldova.
09:07Yes.
09:07Moldova should stop.
09:08How do you interpret that in
09:09this paper from France and
09:10Berlin?
09:10They refer to the Balkans and
09:12Moldova, but not Ukraine.
09:13Is that the point that
09:15ultimately this country?
09:15I don't know.
09:16I don't know.
09:17I think the best way, the
09:21simplest way, the sharpest
09:24and the boldest way is to
09:25say, guys, come around the
09:28table and we'll fix it step
09:30by step, year by year for
09:32each and every one of you.
09:34And in the meantime, look at
09:35the paper.
09:36You close the chapter, you get
09:39something.
09:39You close another chapter, you
09:41get something.
09:41But it's individual.
09:43It's not all of you in the same
09:44time.
09:45But all of you in the same
09:46time, we're together because
09:47it's politics.
09:48We are a political union.
09:49We have to talk about what we
09:51do with our common defense.
09:53We have to talk about what we
09:55do with our common foreign
09:57policy.
09:57We have to talk about how we
10:00keep balance.
10:01But that means full alignment
10:02with foreign policy with the
10:03EU.
10:04Serbia, for example, is not
10:05applying sanctions.
10:06That would be another issue.
10:07Again, it's where is the
10:10difference?
10:10Why is Serbia today around the
10:12table?
10:13Because it is a candidate
10:14country aiming to become part of
10:17the European Union.
10:18So it will not be a mistake.
10:22It will be a great advantage for
10:24both to have Serbia around the
10:25table all the way and then to
10:28tell Serbia around the table, hey
10:30guys, it's not good.
10:31You have to align.
10:32But for them will be much easier
10:35to align if they will finally
10:38realize that they are part of the
10:41European Union and they have to
10:43grow up in the role and to be full,
10:47fully endorsed by everything that
10:49has to do with the European Union.
10:51The last time we spoke, you also
10:52made a point very clear that was
10:53controversial.
10:53You said to me this was a mistake
10:55that the EU is not talking and
10:57engaging directly with Russia.
10:59We need to engage with this
11:00diplomacy.
11:01Now it's happening.
11:02Do you feel validated?
11:03Where is it happening?
11:04Well, there is talk, as you know,
11:05now between the French, Germany and
11:07the UK that there could be now a
11:09sort of an order for the Russia.
11:10There is talk between them that
11:10could be a talk.
11:11Yeah, but we are still far away.
11:12But they have opened this debate
11:13about talking to Russia, which was
11:15an absolute no-go up until six
11:16months.
11:17Even the Ukrainian president says it's
11:18needed.
11:19Six months is an eternity in war
11:23because in six months people
11:25continue to be killed.
11:26But the Europeans have changed
11:27their mindset now.
11:28They now openly talk about there needs
11:30to be a form of communication.
11:32I hope they start to talk with
11:34Russia because talking to each
11:36other, they have never a problem.
11:38To talk about what, however?
11:39To start understanding each other
11:41how this war can be stopped in a
11:45way that does not...
11:47Some say that's a trap.
11:49Russia's an enemy to the European
11:51Union in Europe?
11:53Listen, I don't know what other name
11:55to put to a force that is killing
11:58people in another country.
12:00Every day.
12:02It has not been an enemy.
12:04It should not have become an enemy.
12:07And in this there is a reflection
12:10to be made.
12:10But nowadays it's an enemy and should
12:13change.
12:15Now, talking to the enemy, making peace,
12:18working for peace every day is not
12:20about the other side.
12:22It's not about how much the other
12:24side want peace.
12:25It's not about how sincere is the
12:28other side.
12:28It's not about if the other side is
12:30criminal or is not.
12:33It is about who you are.
12:35Right?
12:35So, I believe that every democratic
12:40country, every democratic soul should
12:43seek for peace no matter what.
12:45I have to ask, of course, about
12:47Albania.
12:48Because over the past days we've seen
12:50this protest on this real estate project
12:52that allegedly Jared Kushner and Ivanka Trump
12:54want to carry through.
12:55Are you looking at this protest?
12:57Are you taking into account the backlash?
12:59What is actually happening?
13:01Albania is in a hybrid war.
13:04We are being assaulted.
13:07I saw it through media or through reading
13:14happening in other countries, in other
13:16circumstances.
13:17But now I'm seeing it in my country.
13:19By who?
13:20Different forces that brought in the day one
13:25when this war started, this hybrid war
13:28started.
13:29I'm not talking about the protest as a war.
13:30I'm talking about a hybrid war because the
13:32protests are part of it.
13:33But are part of it in the sense that who is
13:37engaged in this war is using the sentiments of
13:40some well-meaning people about the environment.
13:43So this is being weaponized as this real estate
13:45construction project?
13:46It's being weaponized big time, not as real
13:48estate construction project.
13:49It's weaponized by the enemies of Albania
13:54and of Israel because there is a narrative
13:58in the whole thing that this is about a hidden
14:03deal between me and Bibi Netanyahu through Jared
14:07Kushner to bring the Palestinians in that part
14:09of Albania, which is a total fantasy.
14:14But guess what?
14:15In this world of manipulation through sentiments...
14:19But also say some talk about the environment,
14:21some talk about a massive island.
14:22I'm telling you.
14:24Massive island.
14:26It's about how deeply the use of social media
14:34for pushing false narratives can touch the sentiments.
14:40So in the first day, imagine, we saw five times
14:47more users than the number of users that are the usual
14:56ones in the Albanian social media.
14:59So you say these protests are being agitated by forces
15:01online?
15:02It's a lot of bots.
15:04It's a lot of fake profiles.
15:05It's a lot of attacks coming from all over.
15:08Now, this is one narrative because Albania has a very
15:12proud history of saving the Jews.
15:13Albania has a very proud position of never having had
15:16anti-Semitic sentiments.
15:18And there are enemies of Albania.
15:20They have names that want to fuel this among the Albanian
15:25Muslims that are incredibly tolerant, that are amazingly
15:30pro-European, that are citizens of Europe and nothing to do
15:33with things.
15:34This is one.
15:34The other narrative that is mixed with that is the
15:39environment.
15:40And there are studies very, very much clear that how external
15:46forces have studies, I mean, not from Albania, from Sweden, from other
15:52countries in Europe, how external forces hostile to Europe, hostile to
15:57democracies, hostile to the enlargement, use environmental issues to fuel false
16:05narratives and to fuel protests.
16:07So that's also being weaponized in Europe.
16:09Weaponized.
16:09Third is, yes, there is a real thing, which is, is there an expression of interest to
16:17have a project?
16:18Yes.
16:18Is there a project?
16:20No.
16:20There is no project yet.
16:21The project is being worked by the investors.
16:25We have to see when the project will be presented.
16:29This is the reality.
16:30But are you, are you confident that you will get to a resolution that works
16:35first and foremost for the people of Albania?
16:37No, there is no resolution to, there is no resolution to get.
16:40There is a, there is a project to happen in terms of first being designed, being
16:48presented, being scrutinized and approved.
16:51And then there is a project to be built.
16:54There is no resolution.
16:55So if it works, it goes ahead.
16:56If it doesn't fit a purpose, it will not go ahead.
16:58But there is no chance that the progress in Albania and the projects in Albania
17:02will be defined by street protests.
17:04This is, this will never happen in, not under my watch.
17:08Because that would mean what?
17:09That would mean we have to discuss about reality, not about fake reality.
17:15If we have to discuss about a project, yes, we have to discuss about a project.
17:19Everyone is welcome to discuss about a project, but not about fantasies, about
17:24projects that do not exist yet or about projects that are represented in the, in the social media
17:30by being engineered.
17:33And by the someone in love person.
17:35No, no, no, there are a lot of images that have been, that have been spread in the social media
17:40of, of projects that are not related to the project.
17:46Of dying flamingos, of depressed turtles and of all this, it doesn't exist.
17:55So we have to talk about reality.
17:56When the project will be presented, of course, we'll show it and we'll show it proudly.
18:01And I'm sure it will be a project that will, will change a lot in how Europe understands, understands environments
18:10in general.
18:11Because this is the aim.
18:12It's not the aim to take a piece of land to do speculation.
18:16The aim is to, to build the most exclusive and the most environmentally precious.
18:27But some people take issue with the exclusive too.
18:30Why?
18:31Because it becomes an elite on land that belongs to the Albanian people.
18:36The land, the land belongs to the investors.
18:39They have bought it from the privates.
18:41And that's, that's part of the issue.
18:43Number one.
18:44Number two, we are not anymore in the bunker of Enver Hoxha, isolated from the world.
18:50We are part of the world.
18:51Number three, exactly because this is investments come, countries change.
18:56Because one euro, and it's not me saying it, one euro that enters in this exclusive, it's 1.5 to
19:052 euros that enter in the inclusive.
19:09So in the country, in the community, and when I said exclusive, I said exclusive in terms of architecture.
19:17Top architects among the best in the world are engaged about landscaping.
19:22Top landscape architects are engaged.
19:25Top engineers are engaged.
19:26So it's not about doing something disruptive with nature.
19:30It's about creating a role model for how you develop and how you make nature better by bringing people into
19:41nature.
19:42Well, Prime Minister, on that note, thank you so much for your time.
19:44And thank you for joining us on Euronews.
19:46Thank you.
