11:35say they will be able to tap, including
11:37by the way, access to the single
11:39market. And that is key because the single
11:41market is the moneymaker
11:43for the European Union. Just very

11:47the leaders that confirmed to participate
11:49to the Serbian president, there was a lot of speculation
11:51as to whether or not Aleksandar
11:53Vucic would join the summit.

12:27for Brussels. Our reporter
12:28Jakub Janus has this report.
12:33Top EU chiefs are gathering in TIVAT, Montenegro
12:36for the EU Western Balkans summit.
12:38And Albania, Serbia, Montenegro, Bosnia and Herzegovina,
12:42North Macedonia and Kosovo are at various stages
12:46of trying to join the bloc. And that's cool,
12:48but your reporter is curious. With the EU already
12:51struggling to manage 27 member states,
12:53what's the point of Brussels pushing for enlargement
12:56right now? Let's see the map, because geographically
13:01the region is completely surrounded by the EU.
13:03And for nearly two decades, a period of relative calm
13:07kept enlargement on the back burner.
13:09But Russia's invasion of Ukraine shattered that piece,
13:13turning EU expansion into a critical security priority.
13:16But it's also about money. Look, the EU is already
13:19the region's primary trading partner and investor.
13:22And only last year, the total trade reached
13:25over 87 billion euros.
13:27And we're talking about a massive two-way exchange
13:30of heavy machinery, chemicals and metals
13:32flowing back and forth across the border.
13:35And hear me out on that.
13:36The EU exported far more than it imported,
13:39running a handsome profit.
13:41Yet, the EU is not the only power eyeing the region.
13:44Oh no.
13:45Brussels faces immense outside pressure
13:47because Moscow, Beijing and Washington
13:49are all actively competing for strategic influence there.
13:53So if Europe leaves power vacuum on its doorstep,
13:56others will gladly fill it.
13:58And the region has already become a new front line
14:00for geopolitical tensions.
14:02It is most visible in Serbia,
14:04where the government refuses to align
14:06with EU sanctions against Moscow.
14:08Finally, EU capitals fear adding more nations
14:11will paralyze decision-making
14:12under the current voting rules.
14:14This is why Albania and Serbia proposed
14:17a face-integration, temporally waiving
14:19their veto rights just to get through the door.
14:21And as European Council Chief Antonio Costa
14:24travels around the region,
14:25Brussels is no longer driven
14:27by an idealistic dream of European unity.
14:30This is a cold calculation to secure borders.
14:33Because if the EU doesn't act,
14:35the alternative is a region politically dependent
14:37on Russia, economically reliant on Chinese investment,
14:40or potentially turned into the 51st state of the US.
14:44as it was already suggested with Greenland,
14:46or Iceland, or Canada.
14:48I mean, you get the point.
14:55Yeah, could be honest there on the high stakes
14:57of that EU-Western Balkan summit
14:58that comes as protesters are flocking
15:01to the streets of neighbouring Albania
15:02to speak out against the construction
15:04of a $1.6 billion luxury resort
15:07backed by President Donald Trump's son-in-law,
15:09Jared Kushner.

15:12But now, Ukraine's President Vladimir Selensky
15:15has sent an open letter to the Russian President.
15:17In it, he says that Vladimir Putin
15:19is under pressure from his own people.
15:21He calls for a one-on-one meeting to end the war.
15:25The letter arrived as Putin was answering questions
15:27from the press in St. Petersburg.

15:35It's quite an interesting read.
15:36Tell us more about this letter
15:37and what exactly prompted it.
15:41Absolutely, Maeve.
15:42In an unprecedented step,
15:44for the first time since Russia's full-scale invasion
15:46of Ukraine,
15:47over four years ago,
15:49Vladimir Zelensky released
15:51the first open letter to Putin,
15:54addressing Russian President directly
15:57and personally with a very clear message,
16:01quote,
16:01the choice is yours now.
16:03Enough of war.
16:05Ukraine proposes to end this war.
16:07But I am proposing a meeting,
16:10Zelensky said.
16:11Now, he also provided more details
16:13about the possible venue for the meeting.
16:15He said that Vladimir Putin
16:16spent over half of his 26 years' term
16:19as the leader of Russia
16:20waging the war against Ukraine.
16:22And therefore,
16:23there is nothing for Ukraine's president
16:24to do in Moscow,
16:25same way as there is nothing
16:27for Russian president to do in Kiev.
16:29Therefore, Zelensky said that the meeting
16:30could possibly take place
16:31in our mediating countries.
16:33That could be Switzerland,
16:35that could be Turkey,
16:36or that could be some of the Middle Eastern countries,
16:38he said.
16:39Now, Zelensky also commented
16:40on who else could be participating
16:42in this meeting,
16:43in this talk.
16:44He said that he would want to see
16:46the United States participating there
16:48because he said Washington
16:49is the one who can guarantee
16:50and participate in building
16:51the new security architecture
16:53in this part of the world.
16:54But also, he said that since the war
16:56is taking place in Europe,
16:58Zelensky believes that Europe
17:00has to be at that negotiating table
17:03and has to be present
17:05at the future meeting.
17:06But the message there,
17:07maybe, is clear.
17:08He clearly and openly
17:10told Vladimir Putin,
17:11you can't stop your war.

17:47As we know,
17:48and as you mentioned there,
17:49Europe is facing
17:50so many challenges
17:50on various fronts,
17:52not least, of course,
17:53the war in Ukraine
17:54and the urgent need
17:55for Europe to step up
17:56in investment
17:56when it comes to security
17:58and defence.
17:59We also have
18:00an acknowledgement
18:00across Europe
18:01and in Brussels here
18:02that the US
18:03is no longer
18:04the reliable partner
18:05it used to be
18:06so there needs to be
18:06a move away
18:07from interdependence
18:08with Chinese
18:09and United States tech.
18:11There's also overcapacity
18:12when it comes
18:13to Chinese exports.
18:14So in order
18:15to face these challenges
18:16there needs to be
18:17massive scaling up
18:18of investment
18:19because as we heard
18:20from the famous
18:20Mario Draghi report,
18:22Europe could be
18:23in mortal danger.
18:24And in order
18:25to speak about this,
18:26I'm joined by Nadia Calvino,
18:27President of the
18:28European Investment Bank.
18:29You're very welcome.
18:31Tell us, first of all,
18:32the AIB has really changed
18:34in the last couple of years
18:35because of the war
18:36in Ukraine
18:36and has started to invest,
18:38for example,
18:38in security and defence,
18:39something that would have been
18:40maybe unheard of
18:4110 years ago.
18:43Absolutely.
18:442025 has been
18:45a game changer
18:46for the AIB
18:47in this area.
18:48We have expanded
18:49the scope
18:50of the activities
18:50we financed
18:51so that now
18:52we are financing
18:52pure military
18:53as well as funds
18:55and companies
18:55that are active
18:56in all areas
18:57of defence
18:57and we have also
18:59increased the ceilings
19:00for this investment
19:01so the investment
19:02has multiplied

19:05to meet our target

19:075% of our total finance
19:10in the EU
19:10devoting it
19:11to security
19:12and defence.

19:39TALES or INRA
19:40in Europe,
19:41for example.
19:41Industrial Capacity,
19:43we are financing
19:43quantum systems,
19:45production of drones
19:46and also financing
19:48small-sized companies
19:50that are supplying
19:51in the supply chain
19:52of large European
19:53contractors
19:54and the emerging
19:55ecosystem of private
19:56venture capital funds
19:58that are specialising
19:59in this area.
20:00Actually,
20:00in 2026,
20:01we're going to launch
20:02a new wave
20:03of financing capital
20:04injections
20:04in this area
20:05of investment funds.
20:06I mean,
20:07also,
20:07since the war
20:08in Ukraine,
20:09we've also noticed,
20:09we've not noticed,
20:10it's been a major issue
20:11as Europe's energy
20:13dependence on Russia
20:14initially,
20:14but also the implications
20:15of the closure
20:16of the Strait of Ormuz,
20:17getting gas and oil
20:19to the European continent.
20:20Tell us about the plans
20:22for Europeans'
20:23energy independence.
20:25Well,
20:26I think that in the last years
20:27in the war in Ukraine
20:28and now the escalation
20:29of the conflict
20:29in the Middle East
20:30send a very clear message
20:32to Europe
20:32and that is
20:33we need to break free
20:34from our dependence
20:35on fossil fuels.
20:36It's clear.
20:37And the European Investment Bank
20:39being the climate bank
20:40is very well placed
20:42and is actually financing
20:43large-scale infrastructures,
20:45for example,
20:46grids,
20:46interconnected.
20:47Half of the projects
20:48ongoing in Europe
20:49are financed by the EIB.
20:51Also,
20:52we're financing
20:52energy efficiency
20:53for SMEs,
20:55research and development
20:56of new fuels,
20:57clean tech autonomy
20:59and Europe's strategic autonomy
21:01and economic security
21:02in this area,
21:03solar, wind.
21:05We are very well placed,
21:06I think.
21:07And what we see
21:07is also that there is
21:08a strong demand
21:10for EIB financing
21:12in this area.
21:12So I think that we will
21:13also hit a record
21:14this year
21:15in terms of financing
21:16for the clean transition
21:17to make it
21:18a European success.
21:19And the other piece
21:20that we heard
21:20from the European Commission
21:21this week
21:21is around tech sovereignty
21:22and the need
21:23for the EU
21:23and Europe
21:24to have its own access
21:25to the tech sector
21:27and tech services
21:28because of concerns
21:29around security.
21:31And that is going to be
21:32requiring massive scale-up
21:33on investment.
21:34Tell us about the plans
21:35for that
21:35and how quickly
21:36they can be done.
21:37Yeah, absolutely.
21:38Europe needs to have
21:39technological leadership
21:41and also autonomy
21:42when it comes to key components
21:44of these solar
21:45and wind infrastructures,
21:46for example.
21:47In that sense,
21:48we are moving quite fast.
21:50Only earlier this week
21:51I was in Spain
21:52and we signed
21:53an important financing agreement
21:54for the research program
21:55of a company
21:56called Inge Team
21:57present everywhere
21:58around the world
21:59that produces
22:00solar inverters.
22:02And that allows us
22:03to scale up
22:04Europe's capacity
22:05in an area
22:05which is quite critical
22:06for the solar panel deployment.
22:09So from the European
22:10Investment Bank
22:11we are supporting
22:12the approach
22:13of the European Commission
22:14and accompanying
22:15and joining
22:16the European Commission
22:17in ensuring
22:17that Europe
22:18becomes independent
22:19not only when it comes
22:20to the fuel supply
22:21but also when it comes
22:22to the technologies
22:23and industrial capacity.
