00:00Can you tell us something about the purpose and consequences of the visit of Hong Kong delegation to Astana?
00:08We want to develop, to have much more collaboration between Hong Kong, Chinese mainland and the Central Asia region.
00:18Actually, in the last couple of years, many Chinese mainland enterprises, they want to go global.
00:27Hong Kong is a very good platform to help the Chinese mainland enterprises to go global.
00:33And certainly Central Asia is one promising emerging new market for the Chinese mainland enterprises.
00:41And so you can see in this delegation, we have enterprises from Hong Kong because they are very good,
00:49especially at the finance sector, as well as the innovation and technology sector, etc.
00:57We also have Chinese mainland enterprises.
01:01And you can see from the list, actually, they are very, I would say very big enterprises in Chinese mainland.
01:07So I think that is a very good opportunity for the chief executive to build a bridge between Hong Kong,
01:16Chinese mainland and the Central Asia region.
01:19Can you please explain your project of professional services platform and how can it professionally assist companies wishing to come
01:30to Central Asia and perhaps the similar platforms here in the country?
01:36Professional services is a very important intermediate.
01:40And I would say the Hong Kong professional service, including the legal, accounting, accounting, financial services and other professional services
01:51in Hong Kong, I would say they are very international and they have international horizons.
01:56Most of them are bilingual and trilingual.
01:59They have very close connection with the international community.
02:05They are familiar with the international standard because that's what's happening in Hong Kong.
02:10So I would say Hong Kong professional services is a very neutral and reliable intermediary for the Chinese mainland enterprises
02:22to go global market.
02:23In the past, when the Chinese mainland enterprises, they go global without the professional service of Hong Kong, they face
02:30many challenges and they face many failure cases because they are not familiar with the commercial culture or the regulatory
02:42regime of the overseas market.
02:44So actually, you're quite right that to the Hong Kong professional services, Central Asia is not a new market.
02:54And actually, I bring many success stories in this delegation.
03:00For example, the Central Asia region, they have an aircraft leasing of the Chinese airlines.
03:08Our financial services and our legal services can provide very professional services for these aircraft leasing in the Central Asia
03:18region.
03:18I also find very successful stories for the local companies in this region to go outside.
03:28For example, they make investments in a very successful mobile vehicle industry in the Chinese mainland.
03:40So actually, it is a very good opportunity to invest in the new energy vehicles in the Chinese mainland market.
03:49Also, more importantly, the professional services, how the financing of the industries in this region in the Hong Kong stock
04:01exchange market, IPO and the bond issuing.
04:05So you can see more and more dim sum bonds, independent bonds.
04:11Yeah, that is the offshore M&B bonds in Hong Kong market.
04:16I think that is the advantages that the Hong Kong professional services can bring to this region.
04:22And I would say that it's a mutual benefit to both China and the Central Asia region.
04:28You have visited the Astana International Financial Center, and they are also in the same line of businesses you are
04:38trying to assist companies with the professional services.
04:42What kind of cooperation do you think you can have with them?
04:46AIFC, I think, is a very good platform for Hong Kong and the Central Asia region.
04:55AIFC, they have set up the common law system that is exactly what's doing in Hong Kong.
05:03Common law system is very, very promising and very familiar to the international trade community.
05:11And I understand that AIFC court, they welcome the legal petitioners from around the world.
05:19And I also, there are legal petitioners in Hong Kong.
05:24They are allowed to have the right of audience before the court of AIFC.
05:30I also noticed that the panel list of arbitrators of the AIFC also cover members of the Hong Kong legal
05:41petitioners.
05:42So I would say the business community in Hong Kong or the Chinese mainland, they can come to here under
05:49the professional guidance of the Hong Kong legal professionals who can practice at the AIFC.
05:57So not only the Chinese mainland, not only Hong Kong, actually many business people, for example, from the Middle East
06:07or from around the world,
06:10they will set up regional office in Hong Kong as the first step.
06:15And then they will, because of the free, the free fall of capitals, because of a simple tax system of
06:21Hong Kong, because of the comprehensive legal protection in Hong Kong.
06:28So they set up the regional office in Hong Kong and make the investment in other regions, including the Central
06:35Asia.
06:35Thank you very much for speaking to Euronews.
06:38Thank you so much.
06:39Thank you very much.
