The Philippines and Vietnam are charting a “new” and “deeper” trajectory for their defense relationship amid a more volatile regional environment, proving that rival claimant-nations in the South China Sea (SCS) can cooperate civilizedly—a feat that Department of National Defense (DND) Secretary Gilberto Teodoro Jr. declared is currently “not possible” with China due to a total absence of good faith.

Teodoro met with Vietnamese Minister of National Defense Phan Van Giang in Manila on Monday, June 1, to renew the two countries’ Memorandum of Understanding (MOU) on defense cooperation. (via Martin Sadongdong | MB)

00:00Sir, and would you say this is an example of even if you are rivals in that maritime area, it
00:06is possible to cooperate, be peaceful, be decent, and be civilized?
00:11Vietnam is one example. Brunei and Malaysia are other examples too. I mean, we cooperate with each other on several
00:18things.
00:21That is why, if there is trust, if there is confidence, and there is no subversive, overt, or covert intent
00:32to take advantage of one another, then there is no problem. But I cannot say that for China.
00:39Yung bagu-stek na, level of partnership ng Vietnam in the Philippines, what does that mean? We do not understand.
00:46You will. You will. Enhance means we go to another level where we can exchange information on a deeper level,
00:58and we can work on activities which were not done before.
01:03So, possible ba yung trust, even if these are rival countries not at all? Although yun nga, peaceful yung...
01:10If you follow rules. Yes.
01:13The problem is, if there are rivalries that do not, you have rivals who do not follow rules, and then
01:19try to use their size like China against you, yun ang mistrust.
01:26Kasi, ah, hindi na nga sumusunod sa bakas, galit pa.
01:34So, this manageable manner of addressing the territorial dispute with Vietnam, ah, cooperative and friendly, is it possible to do
01:43this with China?
01:44Or you're ruling that out?
01:47Well, with what they're showing now, to me, it's not possible. Nothing is impossible, but if their government continues to
01:56be this way, then I do not see any good faith.
02:00The basis of any manageability, or, ah, any negotiated settlement is good faith. Is there a good faith?
02:12That's a question I pose to the Filipino people. I will not answer it. I mean, for me, I know
02:17the answer. I've been articulating the answer. I do not want to sound like a broken record.
02:30You, again, I talked to my past wife, and I told my reaction to women. I talked to women, ladies
02:35and sisters and gentlemen, to ask women to help them.
02:36I think that woman does not handle, but her telling her story, she acts as a promoter of what?
02:36She do not have to handle this!
02:36Okay.
02:36Minha made me the easier to get used in the house.
