00:56So, today, I am announcing a new financial assistance package to the country,
01:03made both of emergency loans and grants.
01:07First of all, the Commission proposes a new emergency macrofinancial assistance package of 1.2 billion euros.
01:17This package will help Ukraine now to address its financing needs due to the conflict.
01:24We count on the Council of the European Parliament to adopt this emergency macrofinancial assistance as soon as possible.
01:31We will then proceed to the rapid disbursement of the first tranche of 600 million euros.
01:42Moreover, we will soon start work on a second larger macrofinancial assistance program
01:49to support the country's modernization efforts.
01:53Secondly, the Commission will almost double its bilateral assistance to Ukraine in grants this year.
02:03Another 120 million euros will be allocated.
02:08This support will strengthen Ukraine's state-building and resilience efforts.
02:15And finally, on top of this, we will continue to invest in the country's future,
02:21thanks to our investment plan for the country.
02:24The plan aims at leveraging over 6 billion euros in investment.
02:31And let me be clear once more.
02:34Ukraine is a free and sovereign country.
02:37It makes its own choices.
02:39And the European Union stands by the side of Ukraine.
