00:00We've detected two cases of another new variant of coronavirus here in the UK.
00:06Both are contacts of cases who have travelled from South Africa over the past few weeks.
00:13We'll be changing the law to give this legal effect imminently.
00:17Now, these measures are temporary.
00:19While we investigate further this new strain,
00:22also know that Tier 3 is not enough to control the new variant.
00:27This is not our hypothesis.
00:29It is a fact, and we've seen it on the ground.
00:33We've seen case rates rise in some of the places close to where the current Tier 4 restrictions are,
00:39in places like East Anglia.
00:41It is therefore necessary to put more of the east and southeast of England into Tier 4.
