00:01Let's return live to the United Nations Security Council as the open debate on the
00:07necessity of upholding international, upholding the UN Charter continues.
00:11Let's listen to the Russian permanent representative, Vassilina Vencia.
00:22But also the casting of doubt on its value and obligation to comply therewith.
00:28Instead of this, a group of countries spearheaded by the West are proposing some kind of a rules-based
00:35order, which they themselves have both designed and have portrayed as a replacement – as
00:42portrayed as those rules of theirs as universal.
00:46And today, disregard and contempt for the Charter of the United Nations Charter,
00:51that cornerstone document has reached its peak.
00:55Driven by a desire to preserve their dominant position in the world,
01:00Western elites have shed any remaining qualms about the use of brute force for the advancement
01:05of their political and economic interests.
01:08They're continuing to hunt for resources and influence in their former colonies,
01:13first and foremost in Africa.
01:15They are engaged in an open fight against inconvenient sovereign countries.
01:20They are imposing in new spaces in Asia NATO-centric unions, which should directly undermine –
01:30threaten to undermine collective security there.
01:33By using organizations under their control and media outlets under their control,
01:37they are diverting the international community's attention away from the real root causes of conflict,
01:41spawning double standards, which cause those who are striving to approach conscientiously
01:48respect for the Charter of the United Nations to lose their bearings.
01:51Under these circumstances, our duty is to cherish the Charter,
01:54its purposes and principles in their full and integrated way,
01:59its mechanisms for checks and balances, which are designed to defend the interests
02:04not just of the majority, but also of the minority.
02:09We mustn't lose sight of the fact that the United Nations was created not by idle theoreticians.
02:14It was established by people who experienced the horrors of the Second World War,
02:19who themselves paid the price of peace.
02:23The singularity of the Charter of the United Nations lies in the fact that
02:26it has vested all states with equal rights.
02:29On its basis, the United Nations has helped peoples oppressed by colonialism
02:34to become free and to become the global majority,
02:38proclaiming the goal to facilitate social and economic progress of all peoples without exception,
02:44as well as to promote respect for the dignity of all individuals,
02:49without distinction as to race, sex, language, and religion.
02:53It is indeed the Charter that has established the principle of collective action,
02:56first and foremost in the area of security under the stewardship and leadership of the Security Council.
03:01Today, we have heard a great deal of criticism of the United Nations.
03:05However, one must not deny the fact that the United Nations
03:08has changed the international landscape and our mindsets.
03:13The UN has set and continues to set the international standard for justice,
03:18which had been inaccessible to humankind prior to its establishment.
03:22And the world around us is far from ideal.
03:26War, armed conflicts are spreading.
03:27People are being persecuted for their mother tongues and language and faith,
03:32as is the case in Ukraine.
03:33We certainly are aware of the fact that the situation is not in alignment with the Charter of the United
03:37Nations,
03:38and there's a need for us to revert back to the principle of justice.
03:41Mr. President, the Charter of the United Nations has become the benchmark of justice,
03:45not just in terms of its goals and mechanisms, but also in the acknowledgement of the victory in the Second
03:51World War,
03:51the victory over Nazism and Fascism,
03:53the reminder of which is reflected in Article 107 thereof,
03:57which spells out the continued responsibility of what is called for in the Charter enemy states
04:02for their grave crimes following the Second World War.
04:06This applies first and foremost to the leader of such a state, Nazi Germany.
04:12Let us recall that prior to 1973, Germany was sidelined by the United Nations,
04:19did not recognize borders in Europe, and refused to endorse non-use of force against its eastern neighbors.
04:28The situation was changed by the 1970 Moscow Treaty between the USSR and Germany,
04:32wherein only 25 years after Nazi Germany was defeated,
04:37Bonn agreed to recognize the territorial realities of Europe and to eschew the use of force.
04:46This treaty paved the way for the entry of West Germany and East Germany into the United Nations
04:52and established the foundation for cooperation within Europe.
04:57The era of cooperation in Europe brought about prosperity,
05:00a part of which was the unification of Germany.
05:03However, short-sighted politicians in Europe decided to be more clever.
05:10They determined that cooperation is not their method.
05:13Better to use blackmail and intimidation.
05:16There's a need to once again seize lands in the East,
05:18this time under the banner of the expansion of NATO and the European Union.
05:23These imperialist designs are expanding eastward without consideration for the views of the peoples of the countries
05:29they have seized.
05:30They are relying on paying off the elites and colored revolutions.
05:35But today, the European elite has decided to cast off its masks and to bank on overt use of armed
05:43force,
05:43actively becoming engaged in the crisis in Ukraine, including through unprecedented deliveries of weapons.
05:48As we repeated, as we stated during one of the Security Council meetings,
05:52Germany has no qualms about fueling with weapons the conflict in Gaza, including by providing new technologies.
06:00On the 22nd of April, the German Foreign Minister decided to make the aggressive plans of his state a public
06:07asset.
06:07With the publication of the main documents delineating the strategic direction of the German armed forces,
06:16what follows is that that country plans to become the main military force in Europe and to bear responsibility for
06:24its security.
06:25That is what the document states.
06:28The goal of unprecedented scaling up of armed forces and weapons is being proclaimed.
06:34And furthermore, Germany, together with France, are establishing a certain high-level nuclear steering group.
06:41They are announcing participation in doctrinal dialogue and strategic cooperation with France
06:46on the necessary combination of conventional weapons and missiles and French nuclear capabilities.
06:52End of quote.
06:54Germany is beginning to shift its military posture eastward, deploying a contingent to Lithuania.
07:01Germany has announced goals and actions which run counter to the 1990 Treaty on the Final Settlement with respect to
07:09Germany,
07:10this treaty which is the basis for the unification of that country,
07:14which establishes a very concrete limitations on German armed forces,
07:19as well as a ban on possession of nuclear weapons.
07:23And that same treaty stipulates that peace alone must emanate from German territory.
07:30So a question follows.
07:32The re-militarization of German and the policy of confrontation, does this bring about prosperity for Europe,
07:38prosperity which can be compared to that which the region achieved during the era of cooperation with the USSR
07:43and the Russian Federation in the 1970s and early 2000s?
07:46The response is clear in our view, not only – and it is not merely reflected in economic development indicators.
07:53Mr. President, the re-militarization – re-militarization is also being embraced by other countries,
07:58which fall within the purview of Article 107 of the UN Charter.
08:01Japan, for example, is augmenting its armed forces and weapons deliveries,
08:05is openly engaged in discussions about amendments to its constitution,
08:09which places limitations in this area following the Second World War.
08:15The policy of re-militarization is undermining the UN-centric international system.
08:21Countries that were defeated during the Second World War are seeking plausible pretexts for rewriting its outcomes,
08:30and their rhetoric should not mislead anybody.
08:33This is a very dangerous trend which warrants the attention of the entire international community.
08:40Mr. President, throughout the world, the situation is teetering on the cusp of war and peace.
08:46Our alarmed gaze is riveted on the situation in the Middle East, the hawkish rhetoric targeting Cuba.
08:52We firmly believe that this is the road to nowhere.
08:56We need to help one another avert a global crisis to restore the United Nations' role as honest broker.
09:03However, to start, as was the case in the past, there is a need to reaffirm consensus
09:09under the core parameters of international cooperation.
09:12We believe that achievement of this goal is advanced by the initiative which was advanced in June 2024,
09:19the Russian President's initiative for establishing a new architecture for equal and indivisible security in Eurasia,
09:26fully open to all states and sub-regional organizations there.
09:31The elements set out in its foundation vest each state with the right to uphold
09:37and to choose the means for upholding its own security,
09:40but without prejudice to the security interests of other states.
09:45Last October, during Russia's presidency of the Security Council, a presidential statement was adopted marking the 80th anniversary of the
10:13establishment of the United Nations.
10:14It is important that, in this document, the membership of the Security Council reach consensus and unity on the need
10:21to uphold the purposes
10:22and the principles of the United Nations' charters in their entirety, as well as to ensure comprehensive response to threats
10:27to international peace and security,
10:29which must incorporate eradicating the root causes of international conflict.
10:35In order to surmount the crisis of trust in the United Nations, there is a need to reach agreement in
10:42good faith and to ensure international agreements are enforced and that the United Nations system is tailored to reflect the
10:50shifting realities under the leadership of member states.
10:52And this is precisely by the UN 80 reform initiative needs to be carried out under full state oversight and
11:00fully in accordance with the resolutions and decisions of the United Nations bodies.
11:04It is finally important to see to it that the prerogatives of the Security Council are not cast into doubt.
11:11And it is indeed the United Nations Security Council, which under the charter pairs the primary responsibility for the maintenance
11:18of international peace and security.
11:19We trust that with the election of the new Secretary General this year, the United Nations will be reinvigorated for
11:26far too long.
11:27It has been sidelined on matters related to eradicating root causes of conflict, rebuilding trust between member states and objective
11:36efforts to resolve the most urgent crisis situations.
11:40In order for the United Nations to be able to effectively deliver upon its potential secretariat, must unswervingly comply with
11:46Article 100 of the Charter on compliance with the principle of neutrality and the exclusively international nature of obligations without
11:54any qualifications.
11:54We invite interested partners to engage in a frank discussion with assiduous efforts undertaken in the interest of the prosperity
12:01of all of humankind.

12:37My delegation pays warm tribute to Antonio Guterres, His Excellency Secretary General of the United Nations for his unstinting commitment
12:45to peace and the defense of the Charter of the United Nations.
12:48Mr. President, the defense for the purposes and principles of the Charter of the United Nations and the enhancement of
12:55the UN-centric system are two sides of the same coin with common ground being without a doubt respect for
13:05international law and indeed international contemporary law.
13:09Well, we will listen to statements of the Russian Prime Minister to the United Nations, Vasily Nevencia, addressing this open
13:17debate on the importance of upkeeping and upholding the principles of the UN Charter in order to secure international security
13:25and peace.
