The Office of the Solicitor General (OSG) on Thursday, May 21, declared that with the Supreme Court’s (SC) denial of the temporary restraining order (TRO) sought by Senator Ronald “Bato” dela Rosa against the International Criminal Court’s (ICC) arrest warrant, “there is no basis to stop the implementation of the arrest order.”

00:07implementation of the International Criminal Court's arrest warrant against Senator Ronald Bato de la Rosa after the Supreme Court denied
00:15his request for a temporary restraining order.
00:18In a statement, the OSG said a TRO from the Supreme Court would have temporarily stopped the ICC warrant, but
00:25since the High Court denied the request, authorities can now move forward with enforcing it.
00:29The Supreme Court turned down de la Rosa's plea in a 9-5-1 vote on May 20th, and the
00:34names of the justices and their votes will be released when the resolution is published.
00:38The petition is linked to the ICC's investigation of the Duterte administration's anti-drug campaign, in which former President Rodrigo
00:46Duterte and de la Rosa were accused of crimes against humanity.
00:50Duterte was arrested in March 2025 and sent to the Hague, Netherlands, to stand trial before the ICC.
00:56Earlier, the ICC named De la Rosa as an alleged indirect co-perpetrator in killings linked to anti-drug operations
01:03committed at least between July 3, 2016 and the end of April 2018 in the Philippines.
