00:00Interior Secretary John Vic Remulia and PNP Chief General Jose Melencio Nartates Jr. say
00:05there was no attack on the Senate on Wednesday, May 13.
00:09In a briefing at Malacanang Palace Tuesday, May 19,
00:12Remulia and Nartates present a timeline of events in the Senate shootout.
00:16The officials say the National Bureau of Investigation did not pose a threat to the Senate
00:20and were just there to secure the GSIS building, which is connected to the Senate building.
00:25Remulia says GSIS officials wanted to secure valuable paintings housed in the building.
00:30They present CCTV footage from the Senate and the GSIS building,
00:33as well as videos from the media during the incident.
00:36Remulia points out Senate Sergeant-at-Arms Mau Aplasca's involvement in the shootout.
00:41General Aplasca called in the OSA operatives, including the PNP and the Marines,
00:48and gave the order to lock and load.
00:51He says Aplasca gave the order in full view of reporters and allowed them to follow up to a certain
00:56point.
00:56In normal situations, if there is a perceived confrontation,
01:02you will clear the building of all personnel because of possible stray fire.
01:08However, he allowed them to follow.
01:11He adds Aplasca was the one who first fired warning shots at an NBI agent.
01:15According to testimony of General Aplasca himself,
01:19he opened the door and he asked,
01:22Sino ka?
01:23The agent identified himself as NBI.
01:27Shortly thereafter, he fired three shots towards the vicinity of the NBI agent.
01:36The NBI agent withdrew behind the air conditioning duct units.
01:40And because he was being fired upon, he discharged a cover fire.
01:46Meantime, Acting Justice Secretary Frederick Vida says,
01:49a more complete investigation will be conducted to include May 11-13.
01:54Vida declines to comment on whether the shootout was staged,
01:57saying he will not preempt the investigating panel.
01:59Meantime, based on CCTV footage, the officials also confirm
02:03Senator Bato de la Rosa left on board the vehicle of Senator Robin Padilla.
