Dr. Lizan E. Perante-Calina is a transformative academic leader, futurist, and governance reformer who has redefined public management education in the Philippines. Since her appointment in 2019 as Senior Vice President and Dean of the Graduate School of Public Management at the Development Academy of the Philippines, she has elevated GSPM into a nationally recognized center of excellence. Under her leadership, the school has expanded to more than 13 Master of Public Management programs and 37 executive and certificate courses, benefiting over 9,000 government professionals and students.
A pioneering advocate of anticipatory governance, Dr. Perante-Calina introduced the country’s first credit-bearing Certificate Course on Foresight and Futures Thinking. She has systematically embedded strategic foresight, Sustainable Development Goals (SDGs) localization, innovation ecosystems, and adaptive leadership across GSPM’s curriculum — preparing public servants to navigate volatility, uncertainty, complexity, and ambiguity (VUCA) in the 21st century.
She currently serves as President of the Philippine Futures Thinking Society and previously led the Philippine Society for Public Administration. A two-time UP Diliman International Publication Awardee, she has co-authored numerous books and peer-reviewed journals on public administration, state reform, and governance innovation.
Dr. Perante-Calina’s global influence is reflected in her high-level international engagements, including presentations at the 23rd and 24th Sessions of the United Nations Committee of Experts on Public Administration (UN CEPA, 2024–2025) in New York, the UNPOG Regional Symposium on Effective Governance and Digital Transformation (2021), and the International Congress on State and Public Administration Reform in Brazil (2024). She has taught at Universitas Indonesia and Washington College, and currently serves as Board Member of both the Asian Association for Public Administration (AAPA) and the Asian Group for Public Administration (AGPA).
Guided by her conviction that “the future will not wait for government to catch up,” Dr. Perante-Calina continues to champion anticipatory, agile, and citizen-centered governance models that build institutional resilience and public sector excellence.

00:19Management and President of the Philippine Features Thinking Society.
00:23I am deeply honored and privileged to be recognized as one of the recipients of the Icons of Change Award.
00:31This recognition given is not just a personal honor but a testament to the collective journey that we have taken
00:39in promoting sustainable development goals and institutionalizing foresight and features thinking in the Philippine public service.
00:48At the Development Academy of the Philippines Graduate School of Public Management, we have embraced foresight as a discipline that
00:56transforms leadership.
00:58Through our courses, we capacitate public officials to anticipate challenges, explore alternative features and design policies that are resilient and
01:09inclusive.
01:10One of our proudest milestones is the creation of the Master in Public Management, major in Features Thinking, a program
01:19institutionalizing foresight as an academic track.
01:23It equips leaders with tools to imagine boldly, plan wisely and act decisively, ensuring that governance is not confined to
01:32the present but is rather feature-oriented.
01:35Beyond academics, the Graduate School has mainstream features thinking and policy and practice through knowledge co-creation, research publications, and
01:46cascading initiatives for local government units and state universities and colleges nationwide.
01:52To date, we have already supported more than 60 research projects that contribute to the Sustainable Development Goals using Features
02:01Thinking as a methodology and have cascaded it across more than 3,000 stakeholders since 2022.
02:09By bringing foresight beyond national policy making to the front lines of local governance, these efforts transform Features Thinking into
02:18a practical tool for strengthening governance and advancing SDGs.
02:23This journey wouldn't have been possible without the steadfast support of the Committee on Sustainable Development Goals, Innovations, and Features
02:32Thinking of the Senate of the Philippines, whose commitment to foresight and innovation has been instrumental in advancing this vision.
02:40I share this award with them and also to our mother agency, which is the DEPDEF or the Department of
02:48Economy, Planning, and Development, and of course to our faculty, students, partners, and every public servant committed to thinking beyond
02:57the present.
02:58To the organizers of the Icons of Change Awards, thank you for honoring efforts that often happen quietly behind the
03:06scenes.
03:06To our collaborators in government and civil society, this recognition belongs to you as much as it does to me.
03:14And to the next generation of leaders, may this award remind you the future is not something we wait for.
03:21It is something we build deliberately and inclusively.
03:25Let us continue to imagine, to innovate, and to institutionalize foresight, not as a luxury, but as a responsibility.
03:33Because true change does not begin with reacting to the present, but it begins with the courage to shape what
03:41comes next.
