03:54the other issue that will feature heavily
03:56is China and the Chinese overcapacity
03:58we've talked about this on the show
04:00repeatedly on Euronews for the Europeans
04:02this is key, they believe that the Chinese
04:04with this massive overload in capacity
04:06a lot of that could be quote
04:08dump which is not a very polite
04:10term but the idea is that
04:11they will now try to relocate some of their
04:14extra production to Europe
04:16that could have an impact on the European
04:18industry not being able to compete on
04:20the same terms, we spoke on Euronews
04:22with the Commissioner for Trade
04:24who said that the EU will not allow this
04:26that they will fight and really fight hard
04:28for every industry and every job
04:30and at the same time you're seeing increasingly
04:31more defensive measures from the Europeans
04:34the Financial Times of course yesterday
04:36reported that the EU could be prepared to
04:38intervene the supply chain and there's
04:40also been reports that the EU
04:42will seriously now consider plans
04:44to diversify suppliers
04:46coming into Europe, so a lot of that will feature
04:48heavily in this meeting. Pretty high stakes meeting
04:50and this meeting comes of course as Vladimir Putin
04:52the Russian President is on his way to Beijing
04:54but just tell us as well, speaking of energy
04:56we've seen Italy's Georgia Maloney
04:57upping the ante over deficit rules here in Brussels
05:00Well she has and these two
05:02stories of course are connected
05:03because energy prices we've
05:06seen now more than three months of elevated
05:07energy prices, the Strait of Hormuz
05:09is a crucial point for global
05:12oil and is still far from
05:13as I mentioned operating normally
05:15all of that is having trickle down effects on the
05:17European industry for a country like Italy
05:19really is the SMEs
05:21it's the small and medium companies
05:23that are the backbone to this country
05:25this is having a serious impact
05:27and the Italian Prime Minister
05:30is facing an election next year too
05:31so she's now sending a letter which hopefully
05:33we can put up on the screen
05:35everyone in Brussels got a copy of this letter
05:38yesterday was leaked all over the place
05:40so really the Italians wanted to send
05:41a big message with this
05:43what they argue is that this is an emergency
05:45it's just as important as defense
05:47this is critical for Europe
05:49and they call on the commission to relax
05:51their fiscal rules
05:53remember for European countries every year
05:55they have to keep their deficit below 3%
05:58what Georgia Maloney argues is that
05:59unless there is an easing on those rules
06:02unless there is an exemption
06:03to measures related to energy
06:06well Italy will go above the 3%
06:08or if they don't want to do that
06:10they will not be able to play
06:11into a massive defense program
06:13that the EU wants
06:14that the commission wants
06:15which is the safe
06:16so she's really saying
06:17if you want me to play ball on defense
06:19you need to help me out on energy
06:21a lot of that the Italians feel
06:22their concerns have not been addressed properly
06:24by Brussels
06:25and all of this is happening
06:26in anticipation of a European leaders summit
06:28we now see that the Italian leader
06:31is saying either we get flexibility on energy
06:33or this is going to have an impact on defense
06:35we cannot spend for everything
06:37the problem however
06:38is Brussels says
06:40in order to put forward extraordinary measures
06:42you need to have a severe economic downturn
06:45but the EU is not quite there yet
06:47there is a risk of stagflation
06:48but we've not seen a massive recession manifest

07:04tough talks are set to take place late into the night
07:07about whether or not to rubber stamp
07:09that controversial EU-US trade deal
07:12for a refresher first though
07:13to hear what's at stake
07:14here's our Jakob Janus

07:20maybe going for a date
07:22if so
07:23bear a thought for European lawmakers
07:25and diplomats
07:26locked tonight in a room in Strasbourg
07:28desperately trying to prevent
07:29an all-out transatlantic trade war
07:32and the clock is ticking down
07:33to an unforgiving 4th of July deadline
07:36set by Donald Trump
07:37who has threatened a 25% tariff
07:39on European cars
07:41if Brussels refuses to accept his terms
07:43alright so how did Europe end up in this mess?
07:49last July
07:50Trump and Ursula von der Leyen
07:52struck a trade deal in Scotland
07:53and the maths looked simple
07:55zero tariffs on US industrial goods
07:57against a 15% cap on European exports
08:00and all of that was built
08:02to protect a relationship
08:03with almost 1.7 trillion euros
08:06and that's a lot of zeros
08:08but now the European parliament
08:10is pushing back
08:12after a US Supreme Court
08:14ruling against the tariffs
08:15Washington introduced new duties
08:17on steel and aluminium
08:19effectively violating the treaty
08:21before signature
08:22and European lawmakers argue
08:24Europe cannot be bullied
08:25so they are baking
08:26free defensive shields
08:28into the text
08:29the known as Sunrise Clause
08:31stores the deal
08:32until Washington
08:33drops these steel duties
08:34and there is also
08:36the Sunset Clause
08:37which automatically ends
08:38the agreement in March 2028
08:40so just before Trump leaves office
08:42finally there is also
08:44the Greenland Clause
08:45allowing Brussels
08:46to suspend everything
08:48if Trump threatens
08:49European territorial integrity again
08:51and quite predictably
08:53this has split Brussels
08:55the center-right EPP
08:57wants a quick deal
08:58to avoid industry chaos
08:59but the socialists
09:01are digging in
09:02and top European parliament
09:03negotiator
09:04Bern Lange
09:05insists European legislation
09:07must not be dictated
09:08by threats from Washington
09:10so if negotiators
09:11reach a compromise tonight
09:13the text heads
09:14to a plenary vote in June
09:15but if the deadlock holds
09:17this massive trade relationship
09:20hits a cliffhedge
09:21and that 4th of July deadline
09:23will bring a wave
09:24of American tariffs
09:25straight to Europe's doorstep
