03:26what we are attempting today is a shift from that fragmentation to fusion
03:32we are building systems where information flows smoothly across institutions
03:38when a police report is filed when a forensic analysis is complete
03:42when a medical report is prepared there are no longer confined to several silos
03:50the justice delivery system must evolve to ensure every citizen experiences participation
03:57dignity and belonging by removing communication barriers that hinder access to justice
