00:00Honorable Chairman, I would like to make a humble request to you.
00:03Democracy is the rule of the people, by the people and for the people
00:07This is a statement by former US President Mr.
00:11Abraham Lincoln
00:12Today, the common people of the country have huge expectations for the democracy established in our country to flourish.
00:20Is
00:20To bring to the notice of this House all the important expectations of the public
00:25And to fulfill them, the entire responsibility of effectively implementing the necessary plans and laws lies with it.
00:32The meeting has
00:36The cars we make should be like this
00:39that during our present administration the maximum benefits may be distributed to the maximum number of people
00:45Is
00:47Every person here is completely equal.
00:51There is only egg
00:57Even though this platform may also include parties having only one member,
01:03We fully accept the views expressed by the vast majority of members of the Tamilaga Vetri Kazhagam.
01:10give equal importance to
01:12Whatever good and positive things come our way, we will gladly accept them and forget all our evils forever.
01:22This House should function as the heart and brain of democracy.
01:31You are the only one who has the ability to conduct this House, which is rich in historical glory and dignity, which Tamil Nadu
01:40Vetti Kadgam has chosen you with full confidence and today you are occupying this seat.
01:50Honorable Speaker Mahode Karpya, please note that you have been unanimously elected as the Speaker of the Legislative Assembly.
01:59I can see that on this seat both the Honourable Leader of the House and the Honourable Leader of the Opposition
02:06are seated
02:08He lovingly held her hand and slowly led her to sit comfortably.
02:15It would be interesting if you could tell us how this tradition started. There is a big historical event behind it.
02:25Our parliamentary system is very similar to the parliamentary system of England.
02:32Parliament was held there only during the reign of kings.
02:38At that time there used to be a king with all the powers and the parliament also functioned.
02:46There, if the king wanted to do something, the Parliament often rejected his wishes.
02:54The car the king wanted has been rejected by Parliament
02:59The Speaker of the Parliament is responsible for conveying this message to the King.
03:05The Speaker carries out the work of conveying the opinion of the Parliament to the King and for that special responsibility
03:15Parliament's permission is required only for certain actions.
03:21The king has the right to sentence any citizen of that state to death.
03:28They will give that speaker the harsh death penalty.
03:32Who would dare to say that Parliament has rejected his wish
03:37They will order his beheading immediately.
03:42This has happened many times, hence no one would want to come to the post of Speaker.
03:50Therefore, when a new Parliament is formed, as soon as someone's name is announced for the post of Speaker
03:57They immediately try to escape from there.
04:00Thinking that somehow I can save my life
04:06The honourable leader of the House and the respected leader of the opposition stopped him midway and held both his hands.
04:12She is respectfully making me sit on the seat while paying her taxes.
04:20This is a tradition that has been going on since ancient times.
04:25Even after the establishment of a democratic system of governance, this old tradition continues even today.
04:30I assure you that every member of Tamil Nadu Vettri Kazhagam will stand by you in every possible situation.
04:35will prove helpful
04:36This is my firm promise to you
04:40On this special occasion, I would like to express my views and say that
04:44Maintain the dignity and decorum of the House and the dignity and honour of all the respected members of the House.
04:52You have been entrusted with the important responsibility of maintaining
04:56Yesterday I went to meet our member Shri Muvi Karuppaya ji who has done a great job as the temporary Speaker of the Assembly.
05:04A commendable job has been done
05:06When I saw the photographs of former Assembly Speakers there,
05:12I was really proud to know about them.
05:15Because respected as role models, Shri J, Sivashan Mugam Pillai, Dou, U, Krishna Rao and Shri S
05:24I am proud that we have chosen the right person in Chella Pandian's category.
05:35Similarly, our respected Deputy Speaker of the Legislative Assembly, Mahode, is also
05:39Both of you were born in very ordinary families and have consistently made the true spirit of public service the part of your lives.
05:45We have been doing jobs by building a base.
05:49One should avoid the virtues, avoid the vices and adopt whatever is more of them.
05:55In accordance with this statement of Valluvar, the proceedings of the Legislative Assembly should be conducted smoothly, systematically and peacefully and
06:04The legislative assembly should ensure the protection of democratic values and norms.
06:09For this, I have full faith in the Speaker and Deputy Speaker of this House that you will definitely respect and honour us.
06:16Brothers
06:19Human values should be established above politics.
06:24Tamil culture should be respected
06:28The tradition, dignity and honour of the House must be protected.
06:33Based on this noble intention, I have full faith that both of you who have taken up this post will
06:40will maintain
06:41I conclude my speech by reiterating this belief.
06:45Thanks regard
