00:00During the morning of this Tuesday, 30 October, some of the main roads of Bogotá
00:04were blocked by the Gremio of Motociclistas, who manifest their rejection by the
00:08expedition of Decreto 528, which ordena the temporary restriction of their
00:12mobility during the festival of Halloween. The Decreto 528, of 29 October,
00:17ordena that from the midnight night of this Tuesday, 30 October, until 11.59
00:21of the afternoon of the 3rd of November, the prohibition of motociclistas with
00:25parrilleros in the city. Asimismo, restringent totally the mobility of
00:29motos during the festival of the 8.00 pm and until 5.00 pm in the 20
00:33main corridors of the city. Cabe recordar that those who incumple
00:37this restriction, they are exposed to a $604.100 and the
00:41mobilization of the motorcycle. But, why did the Decreto 528?
00:44Between 2022 and 2024, the Puentes of Halloween left 16
00:48victims fatales, of which 8 of each 10 were motociclistas.
00:52The most of the siniestros occurred between 10.00 pm and 4.00 pm, hours in which
00:57also registered increases in homicide and hurtes committed with motocicletas.
01:02According to the Alcaldía of Bogotá, the restriction seeks to protect lives and reduce
01:05risks associated with the llamadas rodadas of terror, events informally that in
01:10years ago generated accidents and alterations in public order.
01:13In a month and a half ago, we identified an increase in the convocatorias
01:18arrojadas from agrupations that promote the piques and the incumplement express
01:22of the law, many of them with an intimidating and provocation.
01:26For that, we adopted these measures. We are aware that these restrictions affect a
01:31a certain group of citizens. And we also know that many of those who move

01:56at maximum the risk of hostigamientos, chaos and violent conducts in the weekend of Halloween.

02:07The cities that have announced medidas are Barranquilla, Cartagena, Cali, Medellín,
02:12Bucaramanga, Manizales, Pereira and Montería.
02:15Through a decree, the Alcaldía of Barranquilla prohibit recorridos
02:18masivos in vehicles and motocicletas from the 6 of the morning of the 31 of October until
02:22the same hour of the following day. The Alcaldía of Montería also issued a decree that prohibit
02:27the caravanas, rodadas and concentraciones masivas of vehicles, tanto motocicletas
02:31como automóviles, desde el mediodía de este jueves 30 de octubre hasta el domingo 2 de
02:35noviembre.
02:36En Cartagena, desde inicios del mes de octubre, la Administración Distrital anunció la prohibición
02:40de la tradicional caravana del terror. En Medellín, las autoridades no anunciaron prohibiciones
02:45para las caravanas, pero sí un operativo con más de 1.300 agentes en calles, vías principales
02:50y puntos de concentración que serán los encargados de aplicar las sanciones correspondientes
02:54a los infractores.
