00:26vicions that are insubsanables and that make inexistent the decision
00:32of the Congress of the Republic.
00:34In that case, for the vicions of inconstitucionality,
00:38as the decision of the Congress juridically is inexistent,
00:42the President can convocar via decreto the consulta
00:47and that will be done before the 11th of June.
