00:32the Attorney General Fiscal, the Dr. Vivian Morales.
00:36Also, in this topic we have been helping the representative of the OEA,
00:42the Dr. Marcelo Álvarez, the ministros that have to do with this issue,
00:50and some of the former conseillers.
00:53We discuss in a way exhaustive what is happening with these bandas criminales
01:01and we study a document that we have been elaborating for a long time,
01:11because we have been doing a job of camp, we have been studying the phenomenon of the BACRIM,
01:17which is a phenomenon that has evolved in the last years.
01:23We have identified the behavior of the different regions of the country
01:29and here we have been doing some directrices of politics,
01:34because the Consejo is not a Consejo operative, not a Consejo táctico,
01:40it is a Consejo that fix the policies.
01:43And we have taken a series of decisions that have to do,
01:47especially with the coordination of all the state,
01:52with the work of the Fiscalía, the work of the judges,
01:56the need to do a job much more effective,
