00:24And there I am in the defense of the rights of victims,
00:28and I have more than 15 years in this fight.
00:42The law 1448 is the main normative framework
00:46for the reparation of victims in Colombia.
00:49This law contemplates the main measures
00:51of reparation, the main strategies
00:54of the vulnerability and, of course,
00:56the institutional responsibility
00:58of the reparation of victims.
01:01Initially, this law had been planned
01:03in an emergency for 10 years,
01:05because it is a transitional justice system.
01:07So, I expected that in 10 years
01:09the situation of victims had improved.
01:11And, of course,
01:12to try to raise the state of constitutional
01:15that the Court has declared
01:17for victims of forced displacement.
01:19But none of the three
01:20did not restate,
01:22nor repaired,
01:24and neither did the situation
01:28for the state of constitutional

03:48we can't see the importance there, but beyond the reconstruction of a social fabric,
03:57a place of life, the power of the rights of the government,
04:05we have to be able to meet the families,
04:08we have to be able to say this,
04:13we are here, we are here, we are in the government's perspective,
04:16we are brought to another scene of living and living.
04:22If the government really understands what there is in front of a restoration of rights of the victims and the
04:28fulfillment of public policies in the territory, we could see the success of that ley 1448.
04:34And to see it, for me, it would be really, not only emotional, but also a duty to feel that
