00:00I want to do something bigger thing.
00:07I am fortunate I became CM after economic reforms.
00:12I was in politics for the last four and a half decades.
00:17I have seen India pre-economic reforms and post-economic reforms.
00:24First time, 1995, I became Chief Minister.
00:27I prepared Vision 2020 for Andhra Pradesh.
00:33That is the achievement of Hyderabad today.
00:37That is the outcome.
00:40Now our Honorable Prime Minister is preparing Vikasit Bharat 2047.
00:48We are preparing now Vision 2047, that is Swarna Andhra Pradesh.
00:55I am very confident Andhra will be, today we are having so many problems.
01:03Andhra will be number one state in the country.
01:09India will be number one, I am confident number one.
01:13We have to make it.
01:15That is possible only through Narendra Modiji.
01:19This is going to happen.
01:21That is the aspiration I am working.
01:23When I started, all of you are aware here, mid-90s, IT revolution, Internet innovation.
01:33Today, we are in inspiring time, data center, artificial intelligence, quantum.
01:44We are all talking about Silicon Valley, that is in America.
01:51Now, future is, we are going to talk about quantum valley, that is in India, that is Amaravati,
01:59that is going to happen in the near future.
02:05Sir, we all are now consumed by the conflict in West Asia and the impact it is happening
02:12on the world economy, also on India in a big way.
02:16I am sure Andhra Pradesh also must be feeling the heat.
02:19But people say that Chandra Babu Naidu has the answer for India's future energy solutions.
02:28You have some big plans from nuclear, solar, wind.
02:32And I am wondering how the costing of it is working out.
02:36Could you share with us some thoughts?
02:39Majority are here, they are already in advanced stage also.
02:45First time in India, I brought power sector reforms, that is, late 90s.
02:54By 2004, I was able to achieve power surplus because of the reforms.
03:02And also Regulatory Commission, first of its kind, we set up at that time.
03:06With all this very, very creative and positive and also futuristic, I lost election in 2004.
03:17But country gained momentum in power sector.
03:21Again, 2014, we pushed about solar energy, all renewable energy.
03:28Today, I am in a position to push further green energy, either solar, wind, pumped storage, and battery, all solutions.
03:45If we can do this, India will be number one in the future on energy sector.
03:51As you rightly mentioned recently, we are all measuring diesel is different, petrol is different, gas is different, and power
04:01also thermal, all these things.
04:04Ultimately, we need energy to run anything, either factory or vehicle or lighting for everything.
04:11Now, that is where I am working, cost-effective energy sector.
04:17India can be less dependent on West Asia on the…
04:20Then, automatically, our Honorable Prime Minister has announced 500 gigawatts green energy by 2030.
04:31In that, Andhra Pradesh is going to contribute 160 gigawatts from Andhra Pradesh.
04:37Take it for granted, already we are able to achieve nearly 90 gigawatts.
04:44That is the speed we are moving forward.
04:48Future is totally green energy.
04:51Earlier, I don't know where I am getting power.
04:54However, today I can generate power on my rooftop, in my field, and also I can use power any shortage
05:03government can give through grid.
05:06That is where I am working.
05:09Prosumer concept.
05:10Not only domestic, tomorrow India is going to export power, electricity, that is not far away, through green hydrogen and
05:21also green ammonia, various kinds of farm.
05:25So, but will this mean more technology collaboration with China because there is the other problem there?
05:32Earlier, yes.
05:34Even to have a panel, we have to depend on them.
05:37Today, we are also moving in that direction.
05:41End-to-end solutions, we are able to achieve it.
05:43And in Andhra Pradesh, all equipment, even solar panels, everything our people are manufacturing.
05:50And also, next up, we are going green ammonia.
05:53That is also coming in the near future.
05:56I am assuring you, Andhra Pradesh will be, because of this, I am fortunate.
06:02We are very strong in green energy.
06:04Today, Google has come.
06:08After economic reforms, highest FDI, 15 billion U.S. dollars, they are investing in Visakhapatnam.
06:17Day of tomorrow, I am laying the foundation data center and also AI.
06:23So, after this, today, SIPC, we cleared, Reliance, one gigawatt.
06:31So many people are coming now.
06:34Now, I am restricting up to five gigawatts.
06:37Otherwise, behind that, I cannot supply power.
06:40You know, back in the days when used to, when Andhra was united, used to travel through Hyderabad,
06:47people used to say, the Nizam built Hyderabad, the Britishers built the second city, Sikandrabad,
06:54and then Chandra Babu Naidu built Cyberabad.
06:59Today, you are on to another project to build another city, Amravati.
07:05What do you, where do you see yourself?
07:07You know, I see a lot of work coming, a lot of support also from the central government.
07:13What's the road ahead?
07:15No, I am very happy.
07:17Most of you have visited Hyderabad.
07:20We had two cities, twin cities, Hyderabad and Sikandrabad.
07:24Then, I added one more city, that is Hyderabad.
07:29Today, after that, Outer Ring Road, 165 kilometers, and best airport.
07:37And also, we laid strong foundation for knowledge economy.
07:41Today, I am proud to say, Hyderabad is the best livable city.
07:47And Telangana is having highest per capita income.
07:51That is how we built that city.
07:54God has given me one more opportunity to build another city.
07:58That is Amravati.
08:00You are all aware, in our mythology, God's capital is Amravati.
08:07This is people's capital, Amravati.
08:10I am assuring you, anybody who wanted to live more time, more lifespan,
08:14come and settle in Amravati.
08:17That is the future city.
08:19Green, and also blue, and also total green energy.
08:25And also, net zero concept.
08:28That is how we are building.
08:30Hyderabad plus is Amravati.
08:33Center is also cooperating.
08:35We are going to build one of the best futuristic city, that is Amravati.
08:41So, while you talk about the performance and the way your delivery has actually resulted in votes,
08:49but you've also lost elections in the process.
08:52When you look at the freebies culture and what it has done to Andhra Pradesh economy,
08:58and you are now trying to fix it, do you still believe that somewhere, just along with performance,
09:07these freebies have become a necessary part of your fiscal condition?
09:12Always I am saying only one thing.
09:16One has to create wealth through reform.
09:20Then only we can give welfare.
09:25Without creating wealth, you cannot generate revenue, you cannot sustain the overall economy.
09:34This is where I am arguing.
09:36As you rightly mentioned, elections we are winning,
09:40but if you do properly, if you lose one election, again you will win subsequent election,
09:47because of our credibility.
09:51Exactly, Andhra Pradesh, all of us are here.
09:56Now what type of society we want to see in future?
10:00Only billion years, million years,
10:03or better living standards for everybody.
10:07That is where I am working now.
10:11P4, P3 is public-private partnership.
10:18I am adding one more P, public-private people's partnership.
10:24There is a CSR.
10:26We are having capacity also.
10:29Even I bond in a small way.
10:32Even our Honorable Prime Minister is always saying,
10:35you bond in a small way.
10:37But he has given direction for the nation.
10:40And also I can say proudly, right time, right leader, right place.
10:47That is Narendra Modi ji.
10:50Best performer and also reformer for this great country.
10:54So what I am suggesting all of you, it is our responsibility to uplift society.
11:02Ultimately, we have to reduce the inequalities between haves and have-nots.
11:09Every family should have better living standards,
11:13but not only creating wealth, but at the same time we have to bridge the gap.
11:17That is where P4, I made it MBK,
11:2210-20, top 10%, bottom 20% we have to adopt.
11:30Short term, medium term, long term.
11:33You have to invest some time, management techniques, everything.
11:37Ultimately, we have to build overall empowerment of the family.
11:42That is where we are working.
11:45So far, 1 lakh Margadarsis, 10 lakh Bangarukutamans we adopted.
11:51This will be a game changer.
11:53It is going to help in a big way for society upliftment.
11:58So in that context, were you genuinely unhappy when the women's bill was defeated?
12:04And, but at the same time we were quite confused because you supported the bill,
12:10but many other southern states for the fear of delimitation, population issues did not.
12:17How did you process the thought and the vote for your party?
12:23No, this is a very important issue.
12:27Gender equity and empowering women is very, very important.
12:33What government of India has done right thing.
12:36Even around 2001, Vajpayeeji has brought Reorganization Act by keeping 1971 census.
12:50And also this is not the new approach.
12:53In 1996, first time Deva Govada brought women's reservations.
13:00At that time, I was a united front convener.
13:04Congress party didn't support.
13:07After that, BJP, Vajpayeeji, India government, three times he brought it.
13:14He was unable to push it.
13:16In 2010, UPA brought reform for the women's reservations.
13:22BJP supported in Rajasabha.
13:25Now, 2023, all parties supported enormously women's reservations.
13:32Today, why they are opposing, I am unable to understand.
13:36PM has announced, Amisha has announced very clearly, 50% enhancement of seats for every state, uniformly.
13:47Andhra Pradesh, I am having 25.
13:4913 seats will increase.
13:52UP will have 80.
13:5440 seats will enhance.
13:57Tamil Nadu is having 39.
14:0020 seats will increase.
14:01What is the problem, I am unable to understand.
14:05Even south and north, uniformly, same proportion, it will increase seats.
14:12Now, men also will be very happy.
14:15Number of seats are increasing.
14:17Women are getting 33%.
14:19This is only the way, best solution for the nation to get women's reservations.
14:26According to me, unnecessarily they are making this issue.
14:29Anyway, all women, here you are seeing, I am very happy, most of them are women.
14:37I am proud.
14:39In politics, less women are participating.
14:42So, it is an opportunity lost?
14:45It cannot be.
14:47If all women will decide, then two-thirds will come automatically in parliament, those who
14:54are supporting for women, automatically the bill will be passed.
14:57I am telling you.
14:59See, you have had the opportunity to work with various governments.
15:03You worked with Vajpayeeji, you worked also with United Front, so many prime ministers.
15:10Prime ministers have looked up to you.
15:13And today you are working with Modi.
15:15You shower so much praise, but would you dare to compare what makes him different or what
15:23is, if you were to compare your experiences with other prime ministers?
15:29I have seen so many prime ministers, I have seen industrialists also.
15:35Today you are giving award for me.
15:38Not today, long back they have given me the same award, 25-30 years back.
15:45Regularly I am going to Davos, not once.
15:49Even now I am going to Davos.
15:52This is where I wanted to meet investors, promote investment, encourage entrepreneurs,
16:00then only it is possible.
16:02Now, earlier I have seen prime ministers, and also I have worked with presidents of India.
16:09Now I am seeing a prime minister.
16:12The present prime minister is very, very well versed with all developments.
16:20Technology is very strong.
16:22He is a strong reformer.
16:24And also for reformer.
16:26Even earlier I used to claim I am doing better.
16:32Now I am openly saying our prime minister is better than me.
16:38He is always very, very progressive.
16:41He is bringing so many reforms in administration also.
16:46Everywhere there is one cabinet secretary nominated.
16:49Each state they are sending one secretary as a nodal officer.
16:54How to simplify the procedures.
16:58Even how to make government pro-investment.
17:03It is not favoring investors.
17:06If you can do that, simplification of everything,
17:10and automatically investment will come, business will take place,
17:15wealth will be created, economy will be improved,
17:18then poverty we can eradicate.
17:22That is where it is working.
17:24We are very happy.
17:25Thank you so much, sir.
17:26And please also I would like to do the opportunity to welcome
17:29the Honorable Finance Minister, Ms. Nirmala Sitaraman, who joined us.
17:34And so without wasting much time, my last question,
17:37and absolutely last question, is you are doing a reverse thinking
17:42on population policy.
17:45Where does this head?
17:46Now, this is a very important issue for all of us.
17:53Three decades back, I started population control, family planning.
17:58I motivated people who have done successfully.
18:02Within ten years' time, we are able to achieve our goal.
18:07Now, South India, we are having a problem.
18:10Not only India.
18:12So many countries are facing the problem of population.
18:16Aging problem, and also declining population.
18:19Even China, you are watching.
18:21Very fast declining population.
18:24Because one child norm.
18:27Now I am promoting population management.
18:32Every couple should have two children minimum.
18:36Earlier I used to promote one is good, two is okay, three is not correct.
18:44Now I am promoting two minimum, three and more, it is welcome.
18:50That is how I am promoting.
18:51There is a conflict between wealth and also population.
18:56Whenever you are getting more money, we all become selfish.
19:02To run an industry is very easy.
19:06To create an industry is very easy.
19:08Rather than to build a child and also nurture him.
19:12That is the biggest problem we are facing.
19:15In my state, I am seeing 1.5 fertility rate.
19:22Replacement 2.1.
19:24Even India is 1.9 now.
19:27Same thing if we continue up to 2047.
19:32India will have an advantage.
19:34That is, young India.
19:36After that, same scenario we will face.
19:39Ultimately, we are going to work only for missions.
19:43Anyway, robotics, everything is coming.
19:45Work will be done.
19:47But ultimately, in future, those who are having more population,
19:53they will be more prosperous and also they will be more strong.
19:58This is where I am promoting now.
20:00Next month, I am going to start this program.
20:04How best I have to do it, I have to work it out.
20:08I am appealing to total Indians.
20:12After I started, so many people are coming forward and also they are talking.
20:16But it is a very difficult task.
20:18I am aware of that.
20:20But there is no other way.
20:21That is where I am promoting population management.
20:25On that note and goal, so thank you so much for the…
20:29You have to promote.
20:30All of you have to promote.
20:32On that note, thank you for the wonderful conversation.
20:35And let's leave the dais for the honourable footments.
20:38Thank you very much.
