00:09District Engineer Henry Alcantara to former Acubicol Representative Saldico.
00:14This forms part of his testimony as a witness during the hearing of the Sandigan Bayon 3rd Division
00:19in connection with the alleged ghost blood control project in Pandi, Bulacan linked to former Center Bongravilla.
00:26According to Alcantara, former DPWH Undersecretary Roberto Bernardo provided him with ghost contact,
00:33who was allegedly looking for projects to be funded.
00:36They met in 2021 and prior to the bicameral conference committee, he was asked to submit a list of projects.
00:42The kickback allegedly started at 20% in 2022, increased to 25% in 2023,
00:48and continued until 2025 with kickbacks received from fans allocated under the General Appropriations App or GAA.
00:54Meanwhile, the total amount he allegedly gave to Bernardo is estimated to have reached P1.8 billion which was supposedly
01:01distributed to project proponents.
01:03However, Alcantara clarified that he only learned about the alleged involvement of Revilla through Bernardo
01:08and that he had no direct transactions with him.
01:11It only strengthens our defense all along.
01:14that si former Senator Bongravilla does not have any participation or any involvement
01:20in the so-called alleged ghost blood control project as far as this case is concerned.
01:26The hearing of the bail petition of Revilla and other former DPWH Bulacan officials will continue next week
01:31with 11 prosecution witnesses still remaining.
