In an exclusive interview with India Today, Dmitry Peskov, spokesperson for the Kremlin and Press Secretary to President Putin, clarified that Russia is not a participant in the war but condemned the aggression against Iran, emphasising the need to restore international law.
Transcript
00:03As tensions surrounding the Iran war escalate, the risk of a broader regional and potentially global conflict is growing.
00:10Russia has emerged as a key voice urging restraint while maintaining close ties with Tehran and navigating strained relations with
00:20the West.
00:21Joining us in an exclusive conversation is Dmitry Peskov, spokesperson for the Kremlin and press secretary to President Putin.
00:28Mr. Peskov, thank you so much for being with us and doing this.
00:32Thank you for having me. Thank you.
00:34The most important meeting that took place on the current war situation was in Beijing, and that was between the
00:41foreign minister of Russia and the foreign minister of China.
00:44What is the role, Mr. Peskov, that Russia and China are likely to play in a scenario where the Strait
00:49of Hormuz could be shut for a prolonged period?
00:54Well, actually, I would like to remind that Russia and China were two countries that have been warning about very
01:02negative potential, very negative consequences in case the solution of Iran problem goes into a war direction.
01:12From the very beginning, we were insisting that war would lead to very, very negative and severe consequences, not only
01:26for regional security and predictability, but for the global one and, of course, for global economy.
01:33And actually, this is what we're seeing and monitoring every day, every hour and every minute right now.
01:39The situation is really very grave.
01:43We thank God there is no battle anymore.
01:46There is a pause in the battle on the ground, no bombing.
01:52We hope that we hope that it will last and we hope that it will never return back.
01:58But meanwhile, meanwhile, the negative consequences for global economy are going on.
02:04And, of course, in the also both Moscow and Beijing are standing for international law and standing for not neglecting
02:19international law.
02:20You know that international law currently have been very, very vulnerable and then very fragile substance, unfortunately.
02:29Okay, talking about international law, Mr. Peskov, talking about international law, the fact that there has been a naval blockade
02:37that still is in place, although there is no war, active war that is ongoing, and the meetings took place.
02:43Iran is a very important partner for India, but also a strategic ally for China and for Russia.
02:49Could Russia and China, and I'm only asking you this, deploy in the Arabian Sea as a counter to the
02:55U.S. naval blockade?
02:58Well, actually, of course, we are, well, we stay in contact with Iran.
03:05Iran is a partner of Russia and a strategic partner of Russia.
03:09And we have very profound relationship in different spheres, in different spheres, in different spheres, in economy, in mutual investments,
03:16in technologies, in very sensitive fields.
03:20And, of course, we are determined to continue those relationships.
03:23And we, so we, so we condemned the, the, the aggression against Iran.
03:30We condemned, and Iran wasn't the country who launched this aggression.
03:35but of course
03:37now we're calling for all
03:39sides for
03:40balanced approach to be restrained
03:44and of course
03:45to ensure a freedom
03:47of commercial
03:49maritime
03:51in the Gulf
03:52that is vitally important not only for
03:55the Gulf countries but also for the rest of
03:57the world and for countries like
03:59India, like Russia and like
04:01China but at the same
04:03time I beg
04:05your pardon but at the same time I would like
04:07to tell you that
04:10in this
04:11very very negative circumstances
04:13Russia is continuing
04:15to be a very
04:17reliable supplier of
04:19energy sources for all
04:21the countries with whom we are
04:23continuing our cooperation
04:25we will talk about that
04:27because it's a very important
04:29question for India
04:30having said that
04:32again you know coming back
04:34to Iran the biggest sticking point
04:36between US and Iran
04:37was the enriched uranium
04:39now Russia has in some reports
04:42we see proposed taking
04:44custody of Iran's highly enriched
04:45uranium as a way to reduce
04:47nuclear risk is this a serious
04:49diplomatic initiative that
04:51Russia is willing to take on
04:54yes and it's not a new one actually
04:56President Putin
04:59initiated this proposal
05:01well quite a time ago
05:03and he said that Russia was ready
05:05was ready to take
05:06to take enriched uranium on its soil
05:09and this actually could have been a very good solution
05:13but unfortunately American side
05:16rejected this proposal
05:18and then now
05:19now it's not on the table
05:20of negotiations
05:21although
05:22although
05:23President Putin is ready
05:25is ready to return
05:26to this initiative
05:27should it be needed
05:28for the country's concern
05:30maybe in this context
05:32there is a sense in
05:33recalling the very beginning
05:35of the story
05:36in the Gulf
05:38this is a very important question sir
05:40I just need to ask you this
05:42for our viewers
05:43for the world
05:45you are saying that Russia
05:47had put this as an offer
05:49long ago
05:50and US rejected it
05:51Iran was okay with it
05:54yes
05:55Iran was okay with it
05:56Iran was okay
05:57well you know that we have
05:59cooperation with you
06:00and you're a P5
06:01you're a P5
06:02why would US object to this
06:06well
06:07they have their own
06:08they have their own demands
06:10they have their own interests
06:13so
06:15the question
06:16the question is to unite
06:18demands
06:19and interests
06:21of all the parties concerned
06:22in order to reach the agreement
06:24to make a deal
06:25as Washington says
06:27I would like you
06:28to remind
06:30the very beginning of this story
06:31it's very important
06:32we have cooperation with Iran
06:35in the field of nuclear energy
06:37so we're constructing
06:39a nuclear plant there
06:40Bush Air
06:41and we're heavily involved
06:44in terms of bringing
06:45peaceful nuclear energy
06:48technologies to Iran
06:49creating a separate
06:51sector of economy
06:53in this country
06:54the same project
06:56is underway in India
06:58and from the very beginning
07:00Americans kept saying
07:03that Iran was aiming
07:04at doing a nuclear arms
07:06but Iran was insisting
07:08that they were not doing that
07:10and that they had no goals
07:12to create any nuclear arms
07:14besides
07:15Iran
07:16have been one of the
07:18most heavily
07:21inspected countries
07:22by IAEA
07:24the only
07:25responsible
07:27international body
07:28in this field
07:29and IAEA
07:31never acknowledged
07:32any attempt
07:33of Iran
07:34to make a nuclear arms
07:36this is very important
07:38not to forget about that
07:39because
07:41yes
07:42because original plan
07:44of Iran
07:44to make nuclear arms
07:46was presented
07:48as a pretext
07:49for aggression
07:50this is very important
07:53should you have
07:55the uranium
07:55should this be an offer
07:57that the Trump administration
07:58accepts
07:59would you be open
08:01to UN oversight
08:01of Iranian enriched uranium
08:05I beg your pardon
08:07could you repeat that
08:08would you be okay
08:10with the IAEA
08:11coming and inspecting
08:12the enriched uranium
08:13of Iran
08:13in Russia
08:14on Russian soil
08:15we are in full dialogue
08:17and we are in full
08:20cooperation
08:21with IAEA
08:22and as a responsible
08:24member of nuclear club
08:26we are doing
08:26whatever is needed
08:29to be open
08:30and transparent
08:31for 100%
08:32for IAEA
08:34how damaged
08:36is the Bushair power plant
08:37because it's a Russia project
08:39as well
08:40and how much
08:41of a loss
08:42or damage
08:42has Russia suffered
08:45well you know
08:46that there was
08:47a shelling
08:48of territory
08:49next to
08:50Bushair station
08:51and to power
08:52to power block
08:53this actually
08:55this was very
08:56very
08:56potentially
08:58very dangerous
08:59situation
09:00thanks God
09:01thanks God
09:02no consequences
09:04no negative consequences
09:05we also know
09:07that IAEA
09:08also expressed
09:13well it's feeling
09:15towards the dangerous
09:16situation
09:17in that sense
09:18now
09:19it is not damaged
09:21so the
09:21power plant
09:23itself
09:23is not damaged
09:24the majority
09:26of our personnel
09:27they have been
09:28evacuated
09:29from the site
09:30and only
09:32personnel
09:32responsible
09:33for
09:35taking care
09:36of the territory
09:37and not letting
09:38it
09:39let's say
09:40be
09:42invaded
09:42by someone
09:43from outside
09:44not to endanger
09:48very
09:48very
09:48sophisticated
09:49technology
09:50over there
09:51so some
09:52personnel
09:52are still
09:53performing
09:53their duties
09:54so the plant
09:56is not
09:57damaged
09:57thanks God
09:59and now
10:00we have
10:02to wait
10:02and we have
10:03to understand
10:04what is going
10:05to be next
10:05we have to wait
10:06for the deal
10:07and we hope
10:08that there won't
10:09be any bombing
10:09anymore
10:11Iran
10:11as every country
10:13in the world
10:14should have a right
10:16and an unquestionable
10:17right
10:18for peaceful
10:19nuclear energy
10:20absolutely
10:21absolutely
10:22but I also
10:23always ask this question
10:25to most of the leaders
10:26I interview
10:29why are the
10:30standards and terms
10:31different for Israel
10:33and for Iran
10:33there are so many
10:34countries who
10:35actually confirm
10:36and Israel
10:37keeps denying it
10:38but Iran
10:39says that they're
10:40fighting two
10:40nuclear powers
10:41Israel and
10:42America
10:42so why is the
10:43same standard
10:44not held
10:45for Israel
10:45as it is
10:47for Iran
10:49well we are
10:50living in a world
10:51full of double
10:52standards
10:55and
10:56this double
10:57standards
10:58approach
10:58unfortunately
10:59can be met
11:00anywhere in the
11:01world
11:01this is
11:02unfortunately
11:03the modern
11:04reality
11:04that we have
11:05to face
11:06this is number
11:07one
11:07all the countries
11:09of the region
11:09including Israel
11:11Iran
11:12Lebanon
11:13Palestine
11:14they have
11:16to ensure
11:18and they have
11:19to have
11:19their security
11:20guaranteed
11:22but security
11:23of one country
11:24cannot be
11:26guaranteed
11:28for the
11:29sake of
11:30another country
11:31thus
11:31endangering
11:32another country
11:33so this is
11:34a very important
11:35a very complicated
11:36task
11:37to be solved
11:38when
11:40looking for
11:41the deal
11:41in the region
11:42I hope
11:43that countries
11:45involved in
11:45the negotiations
11:46and countries
11:47who are
11:48facilitating
11:48those negotiations
11:49and we
11:50do appreciate
11:51very much
11:52the role
11:53of those
11:54countries
11:55that they
11:56will keep
11:57in mind
11:57how complicated
11:59this task
12:00is
12:01is Russia
12:02providing any
12:03form of
12:03military
12:03intelligence
12:04or logistical
12:05support to
12:06Iran
12:06at this
12:07stage
12:07or at
12:08any stage
12:08have you
12:09done it
12:09because there
12:09are reports
12:10that suggest
12:11that although
12:12there have
12:12been denials
12:12from Moscow
12:13from your
12:13office
12:15Russia is
12:16not taking
12:16part in
12:17this
12:17is not
12:17a participant
12:19of this
12:19war affair
12:21it's not
12:22our war
12:24it's not
12:25your war
12:25but you do
12:26or you are
12:27now playing
12:28an important
12:29role in
12:30navigating
12:31the diplomacy
12:32of how to
12:34bring about
12:35peace
12:35how do you
12:37see and how
12:38do you propose
12:38this happen
12:39has this
12:40war
12:40exposed
12:41America's
12:43military
12:44weakness
12:44Arab world's
12:46vulnerabilities
12:47and shown
12:49Iran's
12:50resilience
12:52well listen
12:53I think it
12:54will be
12:54logic
12:55to
12:57underestimate
12:58the military
12:59in economic
13:00power of the
13:01United States
13:02it's the most
13:03powerful country
13:04in the world
13:06military wise
13:07economically wise
13:08and then we have
13:09to keep it in
13:10mind
13:11but
13:13this is a
13:14very complicated
13:15region
13:15with lots of
13:18contradictions
13:18between countries
13:19who have been
13:20living shoulder
13:22to shoulder
13:22for ages
13:23and who will
13:25continue to
13:25live shoulder
13:27to shoulder
13:27for ages
13:28and you have
13:30to be very
13:30careful
13:31when touching
13:32this region
13:32and you have
13:33to be very
13:34very careful
13:35in making
13:36any steps
13:37even tiny
13:38steps
13:38in this
13:41very fragile
13:42region
13:42so this
13:44should be
13:44kept in
13:44mind
13:44and we're
13:45convinced
13:46in that
13:46we are
13:47keeping our
13:48relationship
13:49with all
13:49the countries
13:50involved
13:50with all
13:51the countries
13:51concerned
13:52and Russia
13:53is a
13:53responsible
13:54country
13:54and a
13:55responsible
13:55member
13:56of global
13:56communities
13:57ready to
14:00present any
14:01efforts
14:01that will
14:03be wanted
14:04for finding
14:05the solution
14:05President Trump
14:07calls his
14:07actions as
14:08peace through
14:09strength
14:09how does
14:10Moscow view
14:11it at a
14:11time when
14:12the Arab
14:13world is
14:13the most
14:14affected
14:14oil supplies
14:15are disrupted
14:16is this
14:18peace through
14:20strength
14:22well you know
14:23the situation
14:23is still
14:24in my
14:25understanding
14:26quite unclear
14:29so United
14:31States is
14:31blockading
14:32the coast
14:33of Iran
14:33Iran is
14:35blockading
14:35the Gulf
14:36as a whole
14:38and we don't
14:39know exactly
14:40who is
14:40blockading
14:40what
14:41and we
14:42don't know
14:42yet what
14:43the consequences
14:44are going
14:45to be
14:45but we
14:47do hope
14:48that negotiations
14:49will resume
14:50and we
14:52do hope
14:52that it
14:52will be
14:53resulted
14:54in a certain
14:56agreement
14:56it is
14:57necessary
14:58for all
14:59the countries
14:59it is
15:00necessary
15:00for the
15:01countries
15:01of the
15:02Gulf
15:02who are
15:03suffering
15:04from that
15:04war
15:06it is
15:07necessary
15:07for global
15:08economy
15:08who is
15:09suffering
15:10from that
15:10war
15:10and the
15:11consequences
15:11will be
15:12felt
15:14quite for
15:15a long
15:15time
15:15quite for
15:16a long
15:16time
15:16it will
15:17not
15:17disappear
15:17immediately
15:18this
15:18shortage
15:19of oil
15:19and this
15:20shortage
15:21of commercial
15:23cargoes
15:23that cannot
15:24be delivered
15:24due to
15:25this
15:26situation
15:27it will
15:28be felt
15:28quite for
15:29a long
15:29time
15:29we will
15:30talk about
15:31oil
15:31but before
15:31that
15:32you just
15:32spoke
15:32about
15:32mediation
15:33how do
15:34you view
15:34Pakistan's
15:35role
15:35in playing
15:35mediator
15:36and could
15:37Moscow also
15:38be looking
15:38at parallel
15:39negotiations
15:39back channels
15:40have you
15:41opened those
15:41talks and
15:42channels
15:43with Washington
15:43what does
15:44it look
15:45like
15:47we are
15:48very grateful
15:49to Pakistan
15:50and we do
15:50appreciate
15:51the role
15:51of Pakistan
15:52in creating
15:55the atmosphere
15:56and creating
15:58the environment
15:59for those
16:01negotiations
16:01and we hope
16:02that they will
16:03be resultful
16:03at the end
16:05so as for us
16:08we are ready
16:09to do whatever
16:10is needed
16:12we are not
16:12going to force
16:13anyone
16:15with our
16:16presence
16:16but we are
16:17ready to do
16:18whatever is needed
16:18for peace
16:19stability
16:20and predictability
16:21in the region
16:22well your presence
16:23can be felt
16:24even if you don't
16:24want to
16:25we are seeing
16:25the Russia-China
16:26engagement
16:27there are important
16:28conversations
16:29you are a
16:30stakeholder
16:31with Iran's
16:32oil supply
16:33how much
16:34can Russia
16:34really fill
16:35that gap
16:35and what is
16:36your reading
16:37on the global
16:37economic oil
16:38situation
16:39you just said
16:40that it's going
16:40to get worse
16:41can Russia
16:42fill that gap
16:43especially for
16:44India
16:47so you know
16:49so you know
16:49the president
16:49Putin is a
16:50permanent
16:50contact
16:51and in
16:52permanent
16:52dialogue
16:53with the
16:53leaders of
16:54the Gulf
16:54countries
16:55with the
16:55president of
16:56Iran
16:58with the
16:59Israelis
17:01we are in
17:03contact
17:03with
17:04Washington
17:05we have
17:06certain
17:07channels of
17:07communication
17:08communication
17:08and that
17:09gives us
17:10a possibility
17:11to at least
17:12to express
17:13our position
17:14our position
17:15to explain
17:16our position
17:17and to
17:17call for peace
17:19for everyone
17:20this is number
17:21one
17:22now
17:22what comes
17:23to oil
17:24well you know
17:25that
17:28well one third
17:29of the Gulf
17:30production of oil
17:31is out of the
17:32market
17:32so
17:34and then
17:35the global
17:35market of oil
17:37is very
17:37very
17:39again
17:40fragile
17:40and vulnerable
17:42and of course
17:44well minus
17:46of that
17:46significant
17:47amount
17:49leads to
17:50a very
17:51negative
17:51effort
17:52and it
17:53cannot be
17:53compensated
17:54overnight
17:55it will
17:56take time
17:56to
17:57rebalance
17:58to rebalance
17:59the oil
17:59market
18:00so
18:02will see
18:03negative
18:04consequences
18:05of those
18:07situations
18:08in the Gulf
18:09Russia
18:11Russia
18:12is facing
18:13illegal
18:14in terms
18:15of international
18:15law
18:16illegal
18:16sanctions
18:17but despite
18:18that
18:18we are
18:19overcoming
18:20those sanctions
18:21and we are
18:22supplying
18:22different
18:24countries
18:25with oil
18:26with liquid
18:27gas
18:28and we will
18:29continue to
18:29do that
18:30and we
18:31are ready
18:31to increase
18:32supplies
18:33should it
18:34be needed
18:34for the
18:35countries
18:35in this
18:36context
18:37India is a
18:38very important
18:38partner of
18:39us
18:39we have
18:40cooperation
18:41our
18:41companies
18:42have
18:42cooperation
18:43with India
18:44in this
18:44sphere
18:44and it's
18:46very
18:46sophisticated
18:47it's not
18:48only shipments
18:49of oil
18:49so we have
18:51very sophisticated
18:51cooperation
18:52with India
18:53and we
18:53do hope
18:54that we'll
18:54only enlarge
18:55the scale
18:56of this
18:56cooperation
18:57in the future
18:58has this war
19:01in a way
19:03given at least
19:04Russia a breather
19:05with the oil
19:06no longer
19:07sanctioned
19:08and being
19:08allowed
19:09countries are
19:10being allowed
19:10to buy Russian
19:11oil again
19:11is this a breather
19:13for Russia
19:14well it shouldn't
19:15be over
19:16exaggerated
19:17there are lots
19:18of rumors
19:19about that
19:19right now
19:20on the news
19:20market
19:21but it shouldn't
19:22be over
19:22exaggerated
19:23yes we have
19:25some humble
19:26surplus
19:28but it's not
19:29of vital
19:29importance
19:30for our budget
19:31and it's not
19:31of vital
19:33importance
19:34for our
19:35economy
19:36as a whole
19:38but of course
19:39we have a
19:40certain surplus
19:41of this situation
19:42financially
19:44if this blockade
19:45continues
19:46can Iran
19:46sustain itself
19:48or are we
19:48looking at
19:49a strategic
19:49partner
19:50and ally
19:50of Russia
19:51and China
19:51are really
19:52crumbling
19:55well
19:55potentially
19:56it's very
19:56difficult
19:57we don't
19:57know
19:57what
19:58the
20:00regime
20:01of this
20:01embargo
20:02of this
20:04ceiling
20:05of the
20:05coast
20:06of Iran
20:06is going
20:07to be
20:07we don't
20:08know
20:08how it
20:08is going
20:09to work
20:09and I
20:09think
20:10no one
20:10knows
20:11no one
20:12knows
20:13because
20:14now we
20:15see lots
20:15of
20:17contradictory
20:18news
20:19in the
20:20media
20:21saying
20:21that
20:23it is
20:23sealed
20:24for 100%
20:25then you
20:25open
20:26another
20:26newspaper
20:26or TV
20:27channel
20:28it says
20:29that

20:29five or
20:30six
20:30vessels
20:31approached
20:32the cost
20:33or left
20:33the cost
20:34and now
20:34going to
20:35Arabia
20:35and see
20:36you don't
20:37know what
20:37is truth
20:38and what
20:38is not
20:39well of
20:40course
20:40special
20:41services
20:41of certain
20:42countries
20:43are
20:44monitoring
20:44the situation
20:45very carefully
20:46they know
20:47what is
20:47going on
20:48in reality
20:50so let's
20:51wait and
20:51see
20:51let's
20:52wait and

21:02that is

21:07having
21:08lots of
21:08hardship
21:09against
21:10this
21:10aggression
21:12so let's
21:13wait and
21:14see

21:15is going
21:15to continue
21:16to be
