04:35so they are short of troops, obviously,
04:37con todo esto de la guerra en el mismo tiempo.
04:39Y un battalión fue actually removedo de Lebanon
04:42para ser sentado a la West Bank.
04:44¿Tú ves más improvements en más troops
04:48trying to contain la violencia, o no?
04:51Creo que esto es necesario, pero no suficiente.
04:57Porque necesitamos cambiar la política.
04:59La política utiliza los settlersos a terrorizar los palestinos.
05:05Eso necesita cambiar.
05:07No es suficiente para hablar sobre eso.
05:09No es suficiente para llamar ellos terroristas.
05:12Lo que necesitamos ver es acción en el grado
05:14para haltar lo que estos terroristas de terroristas están haciendo.
05:19Ok.
05:20Now, last month, late last month, as you know,
05:25Israel voted to restore the death penalty,
05:28and the text is phrased in such a way
05:31that it clearly only addresses the Palestinians
05:33that would have committed fatal terrorist attacks
05:37against Israeli Jews.
05:39How did you receive that new law?
05:42Well, again, it's part of a systematic policy
05:45of erasing the other.
05:47And this law has no legal base whatsoever.
05:49It's highly discriminatory
05:52because it relates to the Palestinians
05:54and only the Palestinians.
05:56And the world needs to wonder,
05:59I mean, when you see a state
06:01that calls itself civilized
06:04instituting a death penalty law
06:06on prisoners of conscience
06:08and celebrating the institution of this law.
06:13So this needs to be looked upon
06:15with a lot of concern by the whole world.
06:18But if I may,
06:20the law stipulates that it is for people,
06:25it doesn't say Palestinians,
06:26but it's phrased in a way
06:27that it is targeting Palestinians
06:29that are guilty and charged
06:32of having committed a fatal terrorist attack,
06:35of having killed a Jewish citizen.
06:37So these are particular prisoners.
06:39Yes, but our people have been killed for decades.
06:42I mean, we have been subjected
06:44to death penalty by the Israelis for decades.
06:49The extrajudicial killing on our streets continue.
06:53What needs to happen is to look at the occupation
06:56and the root causes of this occupation
06:58and see what entitlements people have under occupation,
07:04what struggle,
07:05how they can struggle against that occupation
07:08and deal with it accordingly.
07:10Death penalty is something
07:11that is abolished all over the world.
07:14Okay.
07:15Now, moving to the future of Palestinian statehood,
07:18are you watching the Israeli election
07:22that will take place in October 2026?
07:24In other words,
07:25are you hoping there will be
07:27a new Israeli administration
07:28that you can talk to
07:29to resume some kind of dialogue?
07:32Of course, we always hope for new faces
07:35and new policies
07:36so that we can come to terms
07:38with the fact that
07:39we need to go to the root cause
07:41and start genuinely talking about it.
07:44We haven't seen this
07:45in the past Israeli governments
07:47because the policy has been the same.
07:49The policy has not changed.
07:51Israeli policy is expansionist,
07:53it's colonialist,
07:54it's annexationist,
07:55and they say it very clearly
07:57until they come to terms
07:59with the fact that
08:00for them to be in the area
08:01and for us to live
08:03in peace and security as neighbors,
08:05they have to respect
08:07the rights of their neighbors,
08:09the Palestinians,
08:10and these rights are enshrined
08:11in international law.
08:12We're not asking anything
08:13above international law.
08:15Last but not least,
08:18under the Netanyahu's administration
08:20and Trump's administration,
08:22Jerusalem was annexed.
08:24So here goes the idea
08:25of a Palestinian state
08:26with East Jerusalem
08:27as its capital.
08:30Sedlin activity has increased a lot
08:35under Netanyahu.
08:37How do you see that
08:38for future talks now that,
08:41and as we know,
08:42the UN and international order
08:44and law is not exactly
08:46the reference anymore.
08:47It's been shunned left,
08:48right, and center.
08:50So are you ready
08:51to water down
08:52your expectations?
08:53I mean,
08:53how do you see things happening
08:55if and when a dialogue resumes?
08:58If and when a dialogue resumes,
09:00that dialogue needs
09:01to follow the parameters
09:02of the two-state solution.
09:04And nothing but international law,
09:06albeit that international law
09:07is under a lot of threat.
09:09I mean,
09:09the compass needs
09:10to be international law,
09:12even if it's under threat.
09:13And we will continue asking
09:15to work by the parameters
09:17of the Madrid Conference,
09:18the New York Declaration,
09:21the rights of the Palestinian people
09:24as enshrined in international law.
09:26And then when we come to terms,
09:28if a peace agreement is forged,
09:30then other areas can be negotiated,
09:32but not before the acknowledgement
09:34of Palestinian rights
09:37on their state
09:37as enshrined by international law
09:39on the 1967 lines.
09:41Can East Jerusalem be negotiated?
09:44East Jerusalem is part and parcel
09:46of occupied territory
09:47as per international law.
09:49And as such,
09:49we need to deal with it
09:50as occupied territory.
09:52Okay.
09:52But you understand that
09:54in Gaza,
09:56when the settlements were removed
09:57under Sharon,
09:59there were 8,000 settlers
10:01at the time.
10:02In the West Bank,
10:03there are 500,000.
10:05And if you include
10:06East Jerusalem,
10:07700,000.
10:08Are you seriously,
10:10and I'm sorry,
10:11hoping that,
10:12you know,
10:13this settlement
10:14will be dismantled
10:15to make way
10:15for a Palestinian state?
10:16Is it realistic,
10:18in other words?
10:18It has to be realistic.
10:20If it was realistic
10:21to displace
10:23750,000 Palestinian refugees
10:25in 1948,
10:27and this was accepted
10:28by the world,
10:29it would be much easier
10:31to remove
10:33750,000 illegal settlers
10:35living on stolen
10:37Palestinian land.
10:38They have Israel,
10:39they can go back
10:40to Israel proper
10:41if there is genuine
10:43intent of peace.
10:44And if there's genuine
10:46intent of peace,
10:47negotiations can take place
10:49afterwards,
10:50after the two parties
10:51say,
10:52this is Israel
10:53and this is Palestine.
10:54And some border modifications
10:56can be negotiated,
10:57but not before
10:59the recognition
11:00of the rights
11:01of the Palestinian people.
11:02Can you give me
11:03one concession
11:05that the Palestinians
11:07would be able
11:09to make
11:09to the Israeli
11:10if and when
11:12negotiations
11:13would be one concession
11:14Palestinians would be
11:15willing to make
11:15to the Israelis?
11:16I think the question
11:17should be reversed.
11:18The question needs
11:19to go to the Israeli side.
11:21The Palestinians
11:21have made numerous
11:23concessions
11:24in the last seven decades
11:25and they have conceded
11:2778% of historic Palestine.
11:29What we're asking for
11:30is to recognize
11:32our state,
11:33materialize the state
11:34on the 22%.
11:35It is Israel
11:36that needs to come forward.
11:38But as I said,
11:40if there is
11:41a genuine intent
11:42on peace,
11:43matters can't be negotiated,
11:45but they need to be
11:46negotiated in good faith.
11:47Well, I guess you'll be
11:48watching the U.S. elections
11:50as well in 2028.
11:52Yes.
11:52That's a game changer.
11:53Thank you, Minister.
11:54Thanks for being with us today.
11:55You're welcome.
11:59Thanks for being with us today.
