00:26Maybe they're very good at investing, in which case you should take their investment advice, perhaps.
00:31But it just seems to be mysteriously they get wealthy.

00:36Where does it come from?
00:39And I think the reality is that they're getting wealthier at taxpayer expense.
00:43That's the honest truth to it.
00:45So, you know, we're looking at, say, well, just if you look at, say, Treasury, for example,
00:55basic controls that should be in place, that are in place in any company, such as making sure that any
01:01given payment has a payment categorization code,
01:04that there is a comment field that describes the payment, and that if a payment is on the do not
01:10pay list, that you don't actually pay it.
01:12None of those things are true currently.
01:15So the reason that departments can't pass audits is because the payments don't have a categorization code.
01:21It's like just a massive number of blank checks just flying out of the building.
01:24So you can't reconcile blank checks.
01:27You've got comment fields that are also blanks that don't know why the payment was made.
01:31And then we've got this truly absurd, a do not pay list, which can take up to a year for
01:37an organization to get on the do not pay list.
01:40And we're talking about terrorist organizations, we're talking about known fraudsters, known aspects of waste, known things that do not
01:48match any congressional appropriation.
01:50It can take up to a year to get on the list, and even what's on the list, the list
01:54is not used.
