Ram gets appointed as a district administrator in a town in Andhra Pradesh. That lasts about five minutes as a fantasy. Right away, he discovers the real local infrastructure: corruption and inefficiency, deeply rooted and apparently considered a public service. Ram decides to fix things the annoying way, by actually pushing reforms and making decisions transparent, not negotiated in back rooms.

Naturally, the state’s big fish is not amused. A powerful state minister shows up as the obstacle that doesn’t talk, it blocks. And suddenly this is less “policy debate” and more a straight fight over control, fairness, and how far an honest system can go before someone powerful turns the screws.

Ein mächtiger Staatsminister wird zum Gegner und aus „Verwaltung“ wird ein handfestes Kräftemessen, bei dem es weniger um Reden geht als um Macht, Tempo und wer am Ende entscheidet, was wahr ist.
