The House of Representatives could begin debate on legislation to establish a parole system in this country as well as legislation for a new advanced passenger information system as early as Friday.

Bills for both are on the Order Paper .

00:00On the other paper for the next sitting of the House of Representatives is a bill entitled An Act to
00:06Repeal and Replace the Immigration Advanced Passenger Information Act
00:10to make provision for the collection, transmission, sharing, storage and regulation of advanced passenger information
00:17and passenger name record in respect of persons traveling to, departing from and transiting through Trinidad and Tobago
00:25and to operationalize the CARICOM Advanced Passenger Information System and other related matters.
00:33While speaking with the media on Saturday, Prime Minister Kamala Pesad-Besessa said that
00:37following the full implementation of Trinidad and Tobago's online arrival and departure forms,
00:42the U.S. has agreed to assist the government, quote,
00:46so we can know the good guys who are coming in, the bad guys who are coming in, end quote.
00:51By next week Friday or thereafter, we will bring up a piece of law that's called the KPIS legislation,
00:57which is the Advanced Passenger Information Service.
01:00When we link these together, before you land, we can have a clear idea whether it's a good guy or
01:06a bad guy,
01:07to put it simply, landing here.
01:09The version of the existing Act on the Legal Affairs Ministry's website states
01:13that the master of every vessel destined for Trinidad and Tobago prior to departure of the vessel from the last
01:20port of call
01:20before Trinidad and Tobago shall transmit to the Chief Immigration Officer the Advanced Passenger Information data
01:27as defined in the Act.
01:28The existing Act states that a master who intentionally or recklessly fails to transmit the data
01:35required by Subsection 1 or transmits incomplete or false data
01:40is deemed to have committed a summary offense in Trinidad and Tobago
01:43and is liable to a fine of $600,000.
01:47The new Advanced Passenger Information System bill is to be piloted by the Attorney General.
01:52Also on the order paper for the Low House on Friday is a bill to provide for a system of
01:57parole and other related matters.
01:58In response to a question from TV6 News last week, Justice Minister Devant Maraj first announced
02:04the government's intention to bring legislation for a system of parole for the first time in Trinidad and Tobago.
02:10We are bringing certain amendments to the Constitution for the right of reasonable trial, a quick trial,
02:19right of the accused trial within a reasonable time.
02:23There's a parole act, parole bill, sorry, which we bring into Parliament shortly.
02:28to bring parole, introduce parole to the criminal justice system.
02:33The parole bill is also to be piloted by the Attorney General.
