00:00is about 3,248 crores. With regard to the details, matrimonial cases including maintenance
00:10matters and domestic violence cases, 2,321 cases have been disposed of. About 6 crores
00:17is the financial outlay. We are very pleased to inform you that 3,351 partition suits have
00:26been pending partition suits 3,351 matters have been settled all over Karnataka. So this
00:34the amount comes to 30 crores but it is not about the amount as such because when partition
00:42suits are settled families can also they have an opportunity to heal. MBC cases we have 4,496
00:51disposals about 290 crores. Then negotiable instruments act cases 14,372 have been settled. The amount
01:01is about 1029 crores. Then in land acquisition cases 409 acquisition cases have been settled
01:12for about 120 crores. But that is an ongoing process because we have had a special low
01:18kadalat for LAC cases. We are planning to conduct another low kadalat only for LAC cases because
01:24the government have informed us that they are settling, they are giving us the money for the
01:30settlement will be made available. Without that being made available any number of settlements
01:36and adalats will not help. So they have assured us that that is being done. As soon as that
01:42is done we will have a special low kadalat for LAC cases. Then motor vehicles claims execution
01:49cases 872 cases have been settled. The amount is 83 crores. Then we have 4,404 other acquisition
01:58cases amounting to 379 crores and odd which have been settled. 14 RERA cases, 30 DRT cases and
02:0882 consumer cases have also been disposed of settled in this adalat. The numbers may be
02:15few but again we had a special adalat for DRT cases and which is why the numbers are not
02:22very significant. Then with regard to the old cases we have 2235 5 year old plus cases which
02:32have been disposed of in this adalat. 333 10 years and above cases and 58 15 years and
02:39above cases have been disposed of. A total of 2626 5 year and above cases that is including
02:4910 and 15. Then with regard to senior citizens cases, 3330 of the cases that we have settled
02:58involved, involved senior citizens. A 93 year old senior citizens, 18 year old partition
03:03suit that is OS No. 145 of 2008 has been settled on the principal civil judge and GMFC Chandapatna.
03:13That was settled in the low kadalat. Then a 16 year old partition case was settled in Kankapura.
03:20In Belgavi district the highest compensation is 17 crore 99 lakhs was awarded in an LAC execution
03:28case. That is execution case number 1399 of 25. A total of 328 couples were reunited and in
03:37the low kadalat held on 14 3. So the further request is that the media should help us in familiarising
03:49the low kadalat movement to the general public so that they can come forward and many more
03:57cases can be settled in this manner. So for the cooperation extended for this low kadalat,
04:05I place on record my sincere appreciation and heartfelt thanks to the to judges Vibhu Bakru,
04:13Chief Justice High Court of Karnataka, all brother and sister judges, many of whom had given up a
04:21weekend to sit in these low kadalats, the benches and to visit their administrative districts so that
04:29more cases could be settled. Then the registrar general, the member secretary of course, chairpersons,
04:36member secretaries of all DLSAs, all staff of the KSLSA as well as all registrars and staff of the High
04:45Court.
04:45Then the chief secretary, government of Karnataka and principal secretaries of all government departments,
04:50Shri Shashikiran Shetty, Advocate General, K. Arvind Kamath, Additional Solicitor General,
04:56Shri Shanti Bhushan, Deputy Solicitor General, President and Office Bearers of the State Park Council,
05:02President and Office Bearers of the Bangalore Advocates Association, President and Office Bearers
05:06of all district and Taluka Advocates Associations, Managing Directors of the Karnataka Niravari
05:11Nikam, Krishnabhagya Jalanikam, Khaveri Niravari Nikam and Special Land Acquisition Officers,
05:19Insurance Company Officers, Bank Officers and the media for having extended full cooperation
05:27for the conduct of this adalat. We hope that in future as well the adalats that we conduct
05:35will get your full cooperation and the litigant public will be made aware that there is this change
05:42of settling disputes so that nothing remains, there is no appeal, no further dispute arising
05:49out of that. We are very thankful for all the cooperation. Thank you very much.
05:54Share the write-up with all. Yes, the write-up in both English and Kannada will be shared with all
06:00the.
06:00Next adalat. Next adalat, we are the, there are 4 adalats being conducted in a year and normally
06:07the adalat has to be conducted 3 months hence but then because of various reasons we will
06:13probably be holding it in July because if you are conducting adalats every 3 months then
06:20there is probably the numbers we get is not quite as high. So let us see, we will conduct
06:27definitely these 4 adalats we will conduct in a year and sometimes they will be special adalats
06:32as well. So we are definitely planning to conduct a special adalat for land acquisition cases
06:38because once the circulars come through and we think that at least about 10,000 cases we
06:45can settle in. Circular we are talking about is there are specific amounts prescribed for
06:55certain acquisitions where there are several numbers of acquisitions. So the price is prescribed
07:01by circular and if that is made applicable it can be made applicable across the board so
07:08that in such acquisitions the on the basis of the circular all those cases can be settled.
07:15We are looking forward to that circular coming from the government. With regard to the first
07:21and second stage of acquisition in Bagalkote district that has already come through but
07:29the for the third stage that circular has not been issued. If the third stage circular is issued.
07:38Yes. So if the third stage is also a circular is issued that means that all the cases pending
07:46in the third stage acquisitions can be settled on the basis if of course the claimants agree
07:53to that. Claimants are generally in agreement. They want the money. The government is also
07:59in agreement in as much as they do not lose out on the interest. But the problem is that
08:06the amount has to be made available. So once that is made available we can dispose of several
08:11cases which are pending. No other you know specific issues if there are no other specific issues
08:17pending then those matters can be disposed of. So we are hoping to hold an adalat sometime
08:22soon for these land acquisition matters. We are hoping that something comes through. With
08:29regard to the others let us see when at the earliest because holding a Lok Adalat is on this
08:36larger level is not something which we can do simply because everybody has to be on the
08:42same page together. As early as possible definitely the next Adalat will be held. Four Adalats
08:48through the year definitely it will be. In the criminal cases only available cases can be disposed of
08:59in the Adalat as such. But then there are Negotiable Instruments Act cases. There must be an element
09:06of settlement which is why we do not normally dispose of service cases cannot be disposed of
09:13in this manner. In case you know immediately as the issue. In those cases what do we accept that
09:19the Lok Adalat will take care of that? We cannot condone such I mean. No, the
09:26Negotiable Instruments Act also. So both the parties come. There is no problem. Even in
09:30negotiation both the parties. It can be recorded. You mean you mean in
09:33Negotiable Instruments cases. Yeah. Negotiable Instruments cases it can be recorded.
09:36The parties public. That is that is not a difficulty. But other cases we can. But other
09:40cases we can. No. There is no other party. No non-comportable system. Non-comportable system.
09:45He cannot. He cannot. He cannot. He cannot. Sir. Sir, I know that in
09:48. There are large number of acquisitions. Yes. Yes. Yes. Pending.
09:57Large. Pending. Large numbers are pending. Yes.
09:58Pending. Large numbers are pending. Yes.
09:58Pending. Yes. At the Porta and Vijayapur. And what happened?
10:00And what happened? The circular case pertaining to
10:03If the government has to issue the circular case. If the government has to issue the circular.
10:05The amount that has to be reserved. Yes.
10:07For a. For there is one panel. In subversion area. Structure. These are all the kinds which
10:14the government has to take out. So they there are already
10:18Circulars issued even. Of third stage. Of. third stage there has to be a circular now.
10:23Third. Third stage circular is there. Okay. Sorry.
10:25It has to be applied now. Sorry. So third stage circular is issued. One and two the earlier
10:30acquisitions also. It has to be issued. Once it is issued it can be settled.
10:35that these as a matter of fact the adalates or the courts don't do any policy decisions
10:43it's not for us.
10:43It's the government.
10:44We don't it is the government has to the parties have to come forward with the with
10:48how the settlement is to be done we will only facilitate it we'll make them aware of the
10:53benefits of the settlement as far as state is concerned you don't have to go anywhere
10:59further because they are losing interest 9 percent 15 percent where do you get 15 percent
11:07interest it will stay there for ages that is so correct correct so if the claimant wants
11:15the amount at the earliest claimants don't want the interest and then the amount to be
11:20given after 20 years they've lost their land they want the compensation at the earliest
11:24government also is on the winning side because if you give the compensation as agreed between
11:30the parties interest stops and there is no appeal.
11:33So therefore it is a win win situation in all these matters where settlements are affected
11:40especially in partition suits it's completely a win win situation.
11:45So the we can only say that you as the media can make this information available to the general
11:55public so that they can come forth and settle matter.
12:07Even otherwise even if the if there is no circular if there are other cases where it has been
12:14decided on several the lawyers cooperate with us when the settlements lawyers know the judgments and
12:22therefore it can be settled even without circulars it can be settled there will be other notifications
12:27in the same time contemporaneous notifications will be there contemporaneous fixations which
12:34have gone up to the supreme court and have been affirmed that the same can be taken into
12:38account if the if the notifications are of the same time all this can be done it's just
12:43that we need the amounts to be made available by the government unless that is made available
12:49there we cannot settle cases and then tell them to wait for another because when you settle
12:55the interest stops you can't settle and then ask them to wait.
13:00One draft has been one already a special drive.
13:06Yes.
13:06There has.
13:07It has.
13:08It was.
13:08That is that is including.
13:10No, no, no, no, no.
13:11It is not included.
13:11No, no, no, no.
13:12It is not included here.
13:13Just here there was one.
13:14Yes.
13:14There was a special local Dalat I think it was in two months of February.
13:18January will end.
13:19January end.
13:20January end.
13:2028th of January.
13:22So after the government clears the circular issue.
13:25We will probably have one more.
13:27Yes.
13:27And.
13:28If it is cleared and the money is made available we will definitely have another one.
13:32No, no.
13:32Because unless the amount is made available we can't ask the parties to come for a settlement.
13:38For parties to come for a settlement the amount must be ready.
13:42It is only a late matter.
13:44In some exposition matters it goes before the arbitration and then comes back.
13:49NHAI.
13:50Correct.
13:51National Highways.
13:52NHAI has also come forth in.
13:55After the stage of arbitration.
13:56Yes.
13:57It can be.
13:58No difficulty.
14:00No difficulty.
14:01Even in arbitration stage in the appeal stage after the arbitration section 34 stage.
14:06The appeal before the high court.
14:09At all stages it can be sexual.
14:11No difficulty.
14:11No difficulty.
14:12It is just that the amounts must be ready.
14:14Senior citizen cases which number you see in either of the parties in the senior citizen
14:18that's all.
14:19That's all.
14:19That's all.
14:20Not the.
14:20Special local that we have conducted in February.
14:22Yes.
14:23In senior citizens cases we have conducted a special local that.
14:28Under the act.
14:29But these are only cases where.
14:30All cases where.
14:31Where senior citizens have.
14:33Have a stake one way or the other.
14:37Yes.
14:39Thank you very much for the cooperation.
14:41Looking forward to further cooperation in future also.
