00:07To be continued...
02:30So the debate was whether it should be in industries, whether it should be in IT, but I, along with
02:37the Honourable Chief Minister, Secretary, Kartikeya Mislaji, believed that it should be in Jiri.
02:42And the reason we brought it there is because this cuts across ministers and ministries.
02:48See, while industry's secretary guru is here, there's a larger role. If you look at it, there is INI secretary
02:56guru here. There is tourism secretary. Then we'll have to now work with energy secretary. Then we have health. We
03:04have, you know, MSME, education. So you cut across ministries. That puts greater responsibility on all of you.
03:11The reason we housed you in GAD is also that you get teeth. You can bite. You can run fast.
03:20That was the whole thought process in which it was created, incubated in GAD. Please understand that.
03:26Our single agenda of this administration is job creation. And if you notice it, 20 lakh jobs is our fulcrum
03:34of our manifesto. So it is honestly not about the MOUs we sign. It is about grounding, ensuring the said
03:43jobs that they will create is getting created.
03:46You know, why am I so passionate about this? It again reflects from my Padi Yatra. In Jiri Nellur Constancy,
03:54I met a mother called Mohana, who is sitting on the roadside making bhajjis there for the last 30 years.
04:01She lost her husband to alcohol. Selling bhajis, she educated both her children. And when I asked, what do you
04:07expect from our government? She said, just get them jobs.
04:10So Mohana is one mother I have met. I have not met every mother in Andhra Pradesh. But every mother
04:16shares the same feeling. My children are well educated. Please get them a job. That is the single agenda with
04:24which we should all work here. It is not about just the quantum of investment. It is the number of
04:31jobs we create.
04:32You know, all of you are aware, Reliance Industries, which is doing the compressed biogas project, is the largest job
04:40creator as far as the MOUs that we have signed so far. Therefore, they get maximum amount of my time.
04:46Because they are the largest job creator. Simple logic.
04:50So that should be a single thumb rule with which you should work. With all fairness, Saikanth has really revived
04:58the organization. He has really brought it back.
05:03He deserves a lot of credit. Because all of us can sit in a room and give gali, but someone
05:08has to execute. We have fine-tuned our visits to Davos. We have really become a lot more razor-sharp
05:14in the way we target. But then I believe this is just the beginning.
05:19One thing I want to tell the entire leadership here is there is no place for arrogance and complacency in
05:25this government. All of us have to be humble. All of us have to be approachable. And our single agenda
05:31is job, job, jobs. That is it. There is nothing else that should drive us in this organization. Or in
05:38fact in the state.
05:40You know, the other day I came across an article where XY company is looking at some other state. The
05:46first thing I did was send it to the three amigos.
05:50Saikanji, Yoraji and Mishragarh. Said, they cannot go. They said, maybe our appetite is over. I said, appetite is never
05:58over, sir. We are still very hungry.
06:00Are there challenges? Of course there are challenges. Why won't there be challenges? If there are no challenges, then there
06:06is no need for all of us. No. Please understand that.
06:09If everything goes smooth, then why are you required? Why am I required? Why is Reno required? Things will run
06:14automatically.
06:15There is a reason why we have been given this responsibility. There will be challenges and we have to overcome
06:20that challenge.
06:20You know, one thing we have to learn from our chief minister is, if you can carry 10 kgs, he
06:24will give you 12.
06:25If you carry 12, he will give you 16. If you carry 16, he will give you 60. That is
06:29the mindset with which we should work.
06:31While we celebrate our wins, definitely we should enjoy this journey. But the very next day, the question that we
06:39should ask ourselves is, what is next?
06:42What is the next investment? How can a neighboring state get XYZ investment? How can, you know, Orissa be ahead
06:48of us?
06:49Or Tamil Nadu or any other state. It could be in IT, it could be in data centers, it could
06:54be in SMEs, it could be in manufacturing, pharma, electronics, anything it means.
06:59Because we are hungry as a state. One thing I want all of you to realize is, we believe in
07:04the power of clusterization.
07:06I don't know how much it has been discussed here. I don't want companies going to random locations.
07:10I want all of them to come into clusters. So there was a glass company, which is the largest float
07:17glass manufacturer in India.
07:19They came and met me. I'm sorry, but 90 days we didn't move on it. The company went like a
07:24ping pong ball.
07:26Then Tyagi ji messaged saying, boss, you said 100 days, 90 days. I apologized on behalf of the government.
07:33Then I woke up a collector and said, boss, this is what you need to do.
07:36And last, I think, 30 days, we've been moving at a speed that they are also short.
07:40So we can do it. And when I met them, I said, it's not just about you.
07:45Get me all the companies that manufacture the equipment to manufacture glass.
07:49Then what is the railway siding? What is the roads that are required?
07:53What is the entire ecosystem that is required? Let us build it out.
07:57So I'm building a glass city.
07:59We have medical devices manufacturing city in Vishakapatnam. Pharma cities.
08:03We had one steel city, 23rd of this month, second steel city.
08:07Am I happy? Yes. Am I content? No.
08:11We can build five steel cities, yaar. Why not?
08:14Why should other states get it?
08:17Economies of scale are coming, right?
08:19When I'm laying a slurry pipeline, everyone can get the material.
08:22So think big. Think bold.
08:25Don't be complacent.
08:27Yes, we've had great wins.
08:29But please understand, the investments have also come at mega scale because of BPCL,
08:35because of ArcelorMittal, because of what Google has done.
08:38So marquee 10 companies have brought in, in terms of quantum of investment,
08:43these 10 companies brought in.
08:45And the rest, close to 750 of them are the rest.
08:48I think I'm tracking 760 companies.
08:49So everything has to be monitored.
08:54Every project has to be grounded.
08:57There is no debate, no discussion on it.
08:59You have to run.
09:01That is the single agenda with which we all have to work.
09:04If our Honourable Chief Minister at age 75 is able to run at this pace,
09:08and our Honourable Prime Minister, who is also a 75-year-old young man,
09:12can run at this pace, then how far should we run?
09:14I jokingly tell both the leaders, I think there are 325-year-olds in you,
09:18because the energy that they have, the focus that they have,
09:22we have to do better.
09:24Irrespective to governments, EDB should become irrepressible.
09:27When will that happen?
09:28When we deliver results.
09:30So please don't get into the business of MOUs.
09:33I am not interested.
09:35Some companies want it, absolutely no problem.
09:38Every project has to be properly wetted.
09:40If required, teams should go to the field, see their companies, get convinced.
09:43We should execute.
09:46But speed of doing business is a single USP.
09:49We should deliver on this promise.
09:53So I want all of you to review.
09:55I would request Yurajigar also to review that from a lead generation,
09:59where do companies go?
10:00Single website.
10:01Now IT has done this, where we have only one bar on ap.gov.in.
10:06We have cleaned it up.
10:07So everything should be standardized, streamlined, monitored, driven.
10:13760 projects are being tracked.
10:14This financial year, all 760 should be grounded.
10:17Period.
10:18No debate, no discussion.
10:20Then, in addition to that, another 760 projects you need to bring to Andhra boss.
10:24All of you should have KPIs clearly, now that the financial year is starting.
10:28Sector-wise, we will work with you.
10:30As Saikanta has said and Yurajigar has just said, we cannot lose any project to any other state.
10:37We might choose not to chase that.
10:39There is absolute political alignment in the ministers, in the ministry.
10:43The GOM is very much active.
10:45We have no disagreements.
10:47We are very aligned.
10:48And our alignment is creating jobs.
10:51You know, just to give you an idea, our Power Minister, our Energy Minister, Ravi Garo and I work so
10:57closely on a single agenda.
10:58One rupee, we have to reduce cost of energy.
11:00Single agenda with which we are working.
11:02And we will deliver it to our Honorable CM.
11:04Did our CM believe it the first time we said no?
11:06But yet we continued on it.
11:08That alone will save 15,000 crores to the state government.
11:12One decision to reduce power prices.
11:14So all of you should reimagine the way we do things.
11:18With all due respect, look at the speed at which the Amarathy works are happening.
11:22Look at the Seed Access Road.
11:24Yesterday the commitment made to me was end of April, Seed Access Road, straight line will be operational from Undovali
11:29Centre.
11:30So everyone is running.
11:31Can we run faster?
11:33Absolutely.
11:33Or we should be flying.
11:35There will be challenges.
11:36We have to overcome the challenges.
11:38I appreciate what the team has done under the leadership of Saikhanji for the last 21 months.
11:43All of you have worked hard.
11:44A lot of you have shadowed me.
11:47You are part of my delegations.
11:49You know how perfect we have to be.
11:52I am a stickler for having that perfection.
11:55Having our minutes ready.
11:56Then we have to have a sort of robust follow-up.
11:59So everything has to get followed up.
12:02We should not drop the ball.
12:04In case they choose not to respond, it is a different story.
12:06But it should not be at our expense.
12:09So welcome to your new space.
12:12Abhishthid was just sharing, no sir, we gave amazing space there.
12:16No one is disagreeing with that.
12:18But I believe that having their own identity is also equally important.
12:22It is a great space.
12:23Looks amazing.
12:25I expect you to now improve your productivity by three times.
12:30You can do better.
12:33You know, ABC always be closing.
12:37The day you come to office,
12:38what have you done for the government?
12:41Single thing you need to think through.
12:43We are all custodians of public money.
12:46We are merely custodians of the institutions that we run.
12:50There is a greater responsibility on us to drive it,
12:53to deliver results,
12:55and to make EDB proud,
12:58the state government proud,
12:59and India proud.
13:01The Prime Minister has a Vikasit Bharat mission,
13:04which is 2047.
13:06And if the Honorable Prime Minister has to deliver it,
13:08states like Andhra have to fly.
13:10We have a larger role to play.
13:13Andhra, Gujarat, Telangana, Tamil Nadu,
13:16states like us, Karnataka,
13:17we have a lot of work to do.
13:19Even UP.
13:20We have a lot of work to do.
13:22We have to drive.
13:23So the vision,
13:24the dream that the Chief Minister has given us is
13:26Farnandra 2047.
13:282.4 trillion dollar economy.
13:30I think this year will be about 200 billion.
13:33So we have to drive.
13:36MSMEs, micro-entrepreneurs are equally important.
13:39All the way up to the Asalur Mittals of the world.
13:42So we need to create.
13:43We need to drive.
13:44We need to deliver results.
13:47So again,
13:48I think it's an amazing space.
13:51I was jokingly telling Saika,
13:53I'll spend more time here.
13:55The space looks really good,
13:57exciting,
13:57but deliver results.
13:59I will be doing my,
14:00and after festival goes every week,
14:02760 projects,
14:03I'm going to review boss.
14:05My research team has access to the dashboard.
14:07They're reviewing.
14:08I keep sharing notes with Ivaraj Ji.
14:10Every week,
14:11I expect progress.
14:12So I want all of you to,
14:14if I may,
14:14Saikaan Ji,
14:16send them leads,
14:18the 760 projects to each member here.
14:20So for them,
14:21it becomes easy.
14:22You know,
14:2230 of projects to monitor.
14:24So all of them should be,
14:26while you're a vertical specialist,
14:27horizontally also you should monitor,
14:29should start exchanging notes,
14:30update everything online.
14:31And all the secretaries are here.
14:34The chief minister's office is represented here.
14:37I also request that all secretaries should update online.
14:40Every lead,
14:41every week should be updated.
14:42So that it enables us to understand where bottlenecks are.
14:46Remove those bottlenecks so that we can fly.
14:49Speed,
14:50speed,
14:50speed is a single thing.
14:52It's our only mantra with which we should work.
14:54Industry has recognized it,
14:56but I believe we can do better.
14:58And we can do better every day.
14:59So thank you very much.
15:00Take care of my constancy.
15:01You have amazing views.
15:03Maybe I should put my camp office on the last floor.
15:06This is beautiful.
15:07I can from seeing party office all the way to Mangalgiri and APIC office,
15:11I can see even the new capital coming up,
15:14Amrathia,
15:14all the buildings coming up.
15:15So I think you'll be seeing history in front of your eyes.
15:19And what we're doing here is creating history every day.
15:21And what all of us are doing together is leaving a legacy.
15:24A legacy where one day they will talk that,
15:27yes,
15:27there was this organization called EDV.
15:29And the kind of impact that they've done in the growth rate of Andhra,
15:34in industrialization of Andhra.
15:36So a lot of thought,
15:38a lot of back and forth,
15:40a lot of fights.
15:41We restarted EDV.
15:43We incubated it in the right places,
15:45what I strongly believe.
15:46We have provided it with the right leadership.
15:49We'll continue to do that.
15:51But now time has come to fly.
15:53I think we started,
15:55we were born.
15:57Then from there,
15:58now I think we're able to walk.
16:01I wouldn't say we're running.
16:02No,
16:02no,
16:03we were born.
16:03Pretty much they were killed.
16:05EDV was killed.
16:07I don't think EDV existed in the last five years.
16:09It was nothing but killed.
16:10So we were born.
16:11And I think we're just walking.
16:12We're not even running yet.
16:13Because if an investor reaches out to me,
16:15that means you have failed worse.
16:17Simple logic.
16:18If an investor has messaged me,
16:20saying that this is pending,
16:21that means we have failed.
16:22EDV has failed.
16:23Simple logic.
16:24If they message me for a cup of coffee,
16:25then you have succeeded.
16:27That means you're doing a good job.
16:29But if they want to meet me for an issue,
16:31that means you have failed them.
16:33Simple logic.
16:33And I'll hold this against all of you.
16:35And you know,
16:35I'm quite brutal when it comes to work.
16:37I'm your friend,
16:38but when it comes to work,
16:39I'm exceptionally brutal.
16:40So we have to deliver.
16:41So we have started to walk.
16:43Now time has come to fly.
16:45So together,
16:46let's do it.
16:47Yeah?
16:48Thank you very much.
16:48Thank you very much.
16:49Thank you very much.
16:49Thank you very much.
16:49Thank you very much.
16:50Thank you very much.
16:53Thank you very much.
16:53Thank you very much.
16:53Thank you very much.
16:54Thank you very much.
16:54Thank you very much.
16:54Thank you very much.
16:58Thank you very much.
17:00Thank you very much.
17:01Thank you very much.
17:02Thank you very much.
17:02Thank you very much.
17:02Thank you very much.
17:02Thank you very much.
17:04Thank you very much.
17:04Thank you very much.
17:06Thank you very much.
